This collection is composed of letters and postcards to Lillian from her brothers Donald and Darrell while they served and trained for WWI. Included in the collection are Lillian’s personal papers during her high school and early college years, such as programs, yearbooks, student publications, and grade reports. Also included are collected publications, clippings, and ephemera related to her brothers’ service in WWI.

It is uncertain how the folder of Clendenning letters written during WWI were added to the collection, but they are from Robert Clendenning (serving in the war) to his father on the home front.

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

Much has been written concerning the extent to which contemporary industrialized societies meet the accepted criteria of a "welfare state". By contrast, the literature on the welfare aspects of the military as an institution within societies is comparatively sparse. Yet internally, military establishments often exhibit many welfare state attributes. Within the military's organizational territory and authority, members are provided with a wide spectrum of comprehensive universal entitlements--social, economic, occupational, educational, and medical. The record book is a printed form book entitled, “Barrett’s Form of Soldiers’ Relief Record, Being a Record of Resident Indigent Union Soldiers, Sailors and Marines, and Wives, Widows and Minor Children of Same, Entitled to Relief under an Act passed March 16th, 1887.” Twelve pages record payments to `resident indigent Union soldiers, sailors and marines, and wives, widows and minor children of same. . .' This collection is composed of a typescript copy of a portion (pages 74-87) of “Autobiography of Dr. Thomas H. Barton, the self-made physician of Syracuse, Ohio, including a history of the Fourth Regt. West Va. Vol. Inf’y, with an account of Col. Lightburn’s Retreat” published by Charleston, West Virginia Printing Company in 1890. The document does not cover Barton’s personal life, and only discusses his time as a doctor for his regiment in the Civil War. The autobiography discusses military matters primarily but does go into details as to a physician’s life in the camps and treatment of wounds sustained …

In fiscal year 1976, the direct cost of federal government regulation of business hit an all time high. By 1978, the annual total federal regulatory cost will be approximately $3.8 billion, an 85% rise over the 1974 level. The most expensive sectors of federal regulatory activity are not focused on an individual industry, but are assigned to a broad category of social activities like the environment, energy, and consumer health and safety.

The purpose of this study is to determine the relationship between an individual's perceptions of the attributes of food storage and his adoption of food storage practices. Food storage is defined as the practice of preserving and storing basic food commodities as a reserve supply. This practice is encouraged as a preparatory measure to provide security for families in the midst of emergencies, whether physical, economic, or social in nature. Health Care Cost-Containment Regulation: Prospects And An Alternative, Clark C. Havighurst

Faculty Scholarship

Regulation of the health care system to achieve appropriate containment of overall costs is characterized by Professor Havighurst as requiring public officials to engage, directly or indirectly, in the rationing of medical services. This rationing function is seen by the author as peculiarly difficult for political institutions to perform, given the public's expectations and the symbolic importance of health care. An effort on the part of regulators to shift the rationing burden to providers is detected, as is a trend toward increasingly arbitrary regulation, designed to minimize regulators' confrontations with sensitive issues. The purpose of this study was to test the Teacher Perceiver Interview as an instrument that would select vocational agriculture instructors that develop positive rapport with their students. A review of literature that led to this study stemmed from three areas. These were the use of the interview in hiring prospective teachers, the teacher-pupil rapport concept, and combining these two processes into an interview instrument intended to measure the teacher-pupil rapport an applicant could be expected to develop. A random sample of forty-five vocational agriculture instructors was selected out of a total of 138 teachers in the state of Nebraska. …

This issue of Review of Applied Urban Research features "Economic Status in Midcontinent Metropolitan Areas, Third Quarter 1976," by Ralph H. Todd.

During the third quarter of 1976, Midcontinent metropolitan areas experienced the most universal decline in unemployment rates since the monitoring system was initiated for the fourth quarter of 1975. September unemployment rates in all 25 areas were lower than the United States rate, which declined from 8.1 percent during September of 1975 to 7.4 during September of 1976. Only Fargo, Rapid City and Cheyenne experienced unemployment rates higher than during September of 1975. The increase in average weekly …
