Discussion between liberal apologists for the "welfare state" and their radical critics has tended in recent years to focus on the question of "social control." In this area the corporate liberals and social democrats (the "welfare statists") are weak. They talk of the "welfare state" as if, at least in principle, it represented the collective assumption by society of responsibility for the basic needs and dependencies of its members. Insofar as "social control" is relevant for them, it has to do with society's exercise of restraint over the selfish pursuit of private profit.1 Radical critics of the "welfare state," on …

Despite its rapid expansion over the last decade, the American welfare state appears unable to remedy many of the social problems it has been designated to solve. In many instances, the welfare state has become as much a part of the problem as the solution. Unfortunately, most proposals to reform the welfare state do not go beyond the liberalconservative conception of the welfare state as a backup to the capitalist market system. The Journal of Sociology & Social Welfare

From its inception in the 1930's, public welfare has emerged as a major service industry commanding a sizeable portion of the public tax dollar. Concomitant with growth and size and expenditure has come the federalization of the program. In the face of a series of changes--the growth of welfare, added administrative complexity, and the emergence of new economic function--public welfare's identification with social work was weakened. Correspondingly, and perhaps logically, its identification with public administration has been strengthened. In this paper, there is exploration of the changes leading to the confrontation between social work and public administration within public welfare. …

The Attraction Of Interstate Radial Freeway Corridors For New Office Sites, Murray Frost, Armin K. Ludwig

This paper discuses the impact of Interstate radial freeway corridors upon the location of new office developments in the 1970-76 period in seven United States cities. Data indicated that in each of the seven cities, greater growth occurred outside of the downtown Core than in it. Growth of the office sites compared to previous development ranged from 12% to 110% in the Cores with an average of 24%, compared to 106% to 307% for non-Core areas with an average of 207%. Growth expressed in terms of gross square feet had a similar pattern. Of the 1970-76 office development, the greatest …

The purpose of this study was to compare the acceptance of three competency-based teacher education modules by field-dependent-independent Nebraska home economics cooperating teachers in a group setting and in an independent learning environment. Relating Wolf Scat Content To Prey Consumed, Theodore J. Floyd, L. David Mech, Peter A. Jordan

In 9 trials, captive wolves (Canis lupus) were fed prey varying in size from snowshoe (Lepus americanus) to adult deer (Odocoileus virginianus), and the resulting scats were counted. collectible scats were distinguished from liquid, noncollectible stools. In collectible scats, the small prey occurred in greater proportion relative to the prey's weight, and in lesser proportion to the prey's numbers, than did the remains of larger prey. A regression equation with an excellent the data (r2 = 0.97) was derived to estimate the weight of prey eaten per collectible scat for With this information …

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. On September 4, 1970 Salvador Allende became the first ever democratically elected Marxist president of Chile. In addition he headed a predominantly left-wing coalition government whose program entailed the achieving of socialism by peaceful means.

During the first six months of his administration Allende began to carry out a number of his policies in the areas of agrarian reform, nationalization of industries, and redistribution of income. These policies were populist in nature and succeeded in raising the level of support for the Unidad Popular government as shown by the results of the April 1971 Municipal elections. Harris recorded orders while at Castle Island (Boston) and Fort Cumberland (Nova Scotia) under the command of Joseph Frye and Brig. Gen. Timothy Ruggles as a member of Frye's regiment of Mass. Provincials during the French and Indian War (1759-60), and while stationed with the 1st Massachusetts Regiment of Guards under the command of Col. Jonathan Reed from Apr.-June 1778.

In the United States, the rendering of police service is carried out by some of the world's finest forces which operate immediately adjacent to other agencies which have made no earnest move toward improving their methods in field operations since World War II. These deficient agencies seem to cling to tradition and oppose change even when innovations exist which have been shown to be more effective than present methods or when present methods are shown to be ineffective.

In Volume 3, Number 3 of this journal, Professor Havighurst* wrote a brief Comment in which he observed that the function of health care cost-containment regulation is the rationing of health care resources, and argued that the fostering of health care consumers' and providers' free choice in the competitive marketplace is preferable to conventional cost-containment regulation as a mechanism for such rationing. He briefly outlined various reforms, including changes in federal tax treatment of health insurance premiums, aimed at implementing his ap- proach.
