The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

This report presents an evaluation of the Park Forest Integration Maintenance Program. The report was conducted at the request of the Village Board of Trustees to aid them in evaluating and directing future policy regarding the Program. This report is not seen as a public relations document but as a working document for the Board and Village staff. The Center for Applied Urban Research at the University of Nebraska at Omaha (CAUR) was contacted in the summer of 1980 by the Legal Aid Society of Omaha about the possibilities of obtaining assistance with a research project. In an initial letter, the director of Le·gal Aid stated the purpose of the proposed project:

Our goal in conducting the survey is to obtain as much information as possible to determine the most pressing problems facing poor people in our community.

This is the Third Annual Report on the independent evaluation of the California Master Plan for Special Education, which was mandated in Assembly Bill 1250 and Senate Bill 1870. It contains the findings from follow-up studies in six Master Plan (MP) and four non-Master Plan (NMP) areas during 1979-80. The findings are based on responses of administrators, support personnel, and special education and regular classroom teachers to question­ naires and to questions asked during interviews conducted by SRI staff mem­ bers during 1-week visits to each of the 10 sites. On November 4, 1980 the citizens of Massachusetts, by a vote of 59% to 41%, resoundingly endorsed a tax reduction plan known as Proposition 2 1/2. All communities in the Commonwealth were faced with an immediate reduction in their local revenues due to the immediate cut in the excise tax that Proposition 2 1/2 called for, and up to 130 communities will have to implement a 15% reduction in their tax levies for FY 1982.

Already there are protestations from many local officials that they cannot make the required tax cuts without severely reducing the level of local services. The …

Social Welfare: Context For Social Control, Phyllis J. Day

The Journal of Sociology & Social Welfare

Because human service professionals are uncritical concerning the latent functions of their organizations they may be unaware of their power as agents for social control. The paper discusses values, attitudes, and education supportive of such control, the permeation of social programs into heretofore private areas of human life, the power inherent in new techniques of social persuasion, and the centralization of that power because of expanded government funding and accountability requirements. As public assistance programs contain civil disorder among the poor, so other social welfare programs insure conformity and control the alienated of all levels of society.

Child Health And Developmental Problems And Child Maltreatment Among Afdc Families, Isabel Wolock

The Journal of Sociology & Social Welfare

This paper explores the complex interrelationship among the physical health and developmental problems of a child, child abuse and neglect, and poverty. Gaps in agency attention to children's medical needs are identified and recommendations made for reducing these gaps. The analysis is based on interview and agency data for 45 families randomly selected from a group of 365 AFDC recipient families under supervision for child abuse and neglect.
