Promoting a high- technology economic base has been widely adopted as a regional development "policy for the 80's." To this point, however, it appears that little consideration has been paid to questions regarding the feasibility of this policy as it relates to structural and locational characteristics of the regional economy. This paper will discuss those attributes of the regional economy that typically contribute to the expansion of high- technology activities, with particular attention paid to expansion potential in the Portland SMSA. High-technology activities are defined according to product cycle theory, and the attributes of the regional economy are examined with …

Urban stagnation and turbulence, the roller-coaster trends In the national and local economy and the vicissitudes of national, state and local public policies have left their mark on Boston's residential neighborhoods and housing markets.

Boston's response to the new opportunities of public policy during the sixties and seventies was to take full advantage of urban renewal, assis ted-housing production and housing rehabilitation. Large-scale activities reshaped the occupancy patterns and market strengths of residential neighborhoods. By mid-1975, however, except for continuing growth in the City's subsidized housing stock, Boston's housing future looked bleak. There was pervasive evidence of a growing housing …

In view of the current emphasis on private approaches to social problem resolution, it is instructive to look at private efforts of the past. The St. Louis Provident Association was a private effort to deal with poverty. It was organized in 1860 to provide relief for the "needy and distressed." Data on the volunteer leaders of the association and on the people who were actually helped show a number of things about the 19th-century effort to deal with poverty. First, the volunteers were upwardly- mobile business and professional men who were concerned about the stability of their society. Second, the …

The Service Orientations Of Social Service Administrators: Towards A Normative Model, Walter Lamendola, Patricia Yancey Martin

The Journal of Sociology & Social Welfare

The service orientations of 28 administrators of social service agencies are examined as part of a normative model of service delivery. Six service issues are identified, and their interrelationship is described and examined. The service orientation issues include: effectiveness, efficiency, responsiveness to constituency interests, agency autonomy, community involvement, and services integration. In part, the results show that, as a group, the executives rank effectiveness (or the setting and achievement of programmatic goals) as of greatest concern. Community involvement and responsiveness follow in importance. Efficiency ranks fourth and autonomy, fifth. Services integration is of least concern. Service orientation is examined in …

Motivation, self-esteem, achievement and the development of tolerance and acceptance of others -- these are the goals that most, like Crain, et al., have come to accept as legitimate objectives of public schooling. Yet, there is substantial opinion that the public schools of Boston have been unable to achieve standards in these areas that are acceptable to the public, the students who occupy the schools, and the professionals who run them. Opposition groups in authoritarian political systems are constrained not only by the presence of coercive forces, but also by the indeterminate and uncertain application of repression. This article suggests the use of Albert Hirschman's rational model of dissent as an analytic framework for the study of interest articulation within mixed regimes. After deriving several behavioral attributes associated with dissent, the article then explores the utility of the Hirschman model within the Brazilian context. Several political strategies that allowed opposition forces to survive more than a decade of severe repression by the praetorian regime are examined. Political "safety zones" that permit …
