The health-care system in Omaha-Douglas County is on the verge of dramatic changes because of federal cutbacks, expanding cost-containment efforts, and an increasingly competitive medical market. As a result, problems are now arising because of increasing difficulties in providing health care to the poor.

In the early 1970's a surge of articles in the lay and scientific press brought the burgeoning problem of pet overpopulation to the attention of the American public. The spark for this concern appears to have been an article by Carl Djerassi (who was prominent in the development of oral contraceptives for humans) and his colleagues in the unlikely forum of the Bulletin of Atomic Scientists. Djerassi argued that an efficient means of birth control was also required for the pet population (Djerassi et al, 1973). Mechanized Agriculture/Agricultural Mechanization programs have been in existence since the early 1900's, but no researcher has attempted to determine the human relations competencies that are important for the graduates of these programs to possess. This dissertation attempted to remedy this situation by determining the importance level graduates placed on a list of 80 human relations competencies. The level of importance for the competencies was determined by analyzing the results of a questionnaire sent to 120 graduates of the University of Nebraska's Mechanized Agriculture program. The impact of interactive graphics and an improved multimodal transportation planning software package on the urban t ransportation planning process and organization responsible for the planning is assessed. The focus is on the results of applying the new technology, which allows the planning organization to increase capacity to conceptualize and evaluate alternative courses of action. This emphases on the results of planning raises the likelihood of changes in the way transportation decision making occurs.

In the last two decades, organizational-environment contingency theory has attracted much attention. A great deal of research has been done on investigating the impact of environment on organizations, suggesting the appropriate design of organizational structure. In recent years, organizational theorists have moved to investigate proactive approaches to organizational environments.

Most empirical studies, however, have been conducted in the private sector. In order to transfer the knowledge to the public sector, it is necessary to investigate whether public organizations are also subjected to environmental influence and how public administrators interact with the environment.

The writer proposes the utilization of a developmentally based outdoor curriculum and playground designed for young children. The curriculum consists of an overview, objectives, curriculum methodology, playground designs and evaluation. Cognitive, affective and psychomotor domains are each included in the objectives. A curriculum methodology focusing upon approaches for individualization and development of the total child is presented. The playground designs are based upon current research. Play value, development appropriateness and safety were considered in developing playground designs and curriculum. The City of Rivergrove requested the Center for Urban Studies to undertake this report as part of its compliance with the LCDC rule. This study examined the expectations and perceptions of 63 military nurse participants from all levels of the nurse hierarchy for the role of the military nurse middle manager. Utilizing a tool developed by the researcher, the MMRQ, the study sought to explore role clarity and the importance of the management principles: planning, organizing, staffing, directing, and controlling. Relationships and differences in nursing perceptions were analyzed using Pearson Correlation and Discriminant Analysis. Although the hypothesis of no relationship between expectations and perceptions could not be supported, findings revealed role confusion for two nurse hierarchical levels. This study of the future labor supply and demand in the Omaha area was conducted for the Economic Development Council of the Greater Omaha Chamber of Commerce by the Center for Applied Urban Research, University of Nebraska at Omaha, with Dr. Murray Frost as the principal investigator. Educational reform must go beyond a restructuring of the teaching occupation. A realistic approach would include strengthening the principalship, reestablishing the primacy of education as the focus of public schools, improving the physical plant, increasing parental participation in the decision-making process, and aligning schools with the external communities — especially the business and university communities.

Getting Power Back: Court Restoration Of Executive Authority In Boston City Government, Marcy M. Murninghan

This article chronicles some of the events that occurred when a state and a federal court attempted to disengage from active jurisdiction over two Boston public systems: the public schools and the Boston Housing Authority (BHA). It makes three proposals which, if enacted, would help to keep the courts out of day-to-day management of municipal operations. It also makes some generalizations about the court-agency interplay which are relevant to the postremedial phase of institutional reform litigation. The author uses the term restorative law to describe this court-controlled process of returning power to the executive branch.

Health and welfare are usually considered secondary or peripheral concerns of modern society. The article considers how questions about the provision of social welfare are imbedded in the economic, social, moral, and political fabric of contemporary America and New England. Underlying trends of economic, social, and attitudinal change are outlined, and implications for the future are considered. The article also considers the role of universities in equipping the next generation of citizens to cope more effectively with the complex issues that are forcing a restructuring of urban services.

Dismal Science Meets Dismal Subject: The (Mal)Practice Of Nuclear Power Economics, Charles Komanoff

Electric utilities, reactor designers and builders, and the federal government have badly underestimated the costs of new nuclear power plants over the past fifteen years. Although not all of the increases were readily predictable, particularly those caused by rapid general inflation, nuclear advocates failed to foresee most of the sixfold growth in real costs resulting from new reactors' greater complexity, scope, and regulatory surveillance.

This review recounts the methods used by nuclear power proponents to convince policymakers, the public, and themselves that new nuclear plants would be competitive with other energy sources, long after conclusive contrary evidence was available. It …
