Economic theory and research data suggest that Nebraska policymakers should redirect economic development efforts toward the formation and growth of small businesses. A mechanism is presented for categorizing small businesses into sectors which are most likely to provide the economic growth so necessary to the state. Recommendations for implementing a search and screening process to identify businesses with high-growth potential in the state are discussed. Finally, recommendations for changing policies and programs to increase the formation and growth of small businesses in Nebraska are presented.

Nebraska's economy is in transition from a goods producing economy to a service producing economy. In a sense, this economic transition is a well established megatrend more than 100 years in the making, that has intensified during the last 5 years. From the mid- 1960s to 1979, the rate of growth in nonagricultural employment and income in Nebraska nearly matched that of the nation. Nebraskans must recognize that their economy is influenced largely by external forces, for example, national farm policy and monetary policy. Children represent the fastest growing group of poor people in the United States today. An increase in the number of children living with one parent, an increase in unwed teenage pregnancy, a lack of child support, lower wages and benefits for women than for men, the cost of child care, and unemployment and underemployment in two-parent families contribute to child poverty. Policy options ranging from changing eligibility requirements for assistance programs to establishing state funded health insurance programs are presented. Production agriculture in Nebraska is undergoing profound change. Longrun structural trends have emerged during the financially stressed 1980's. Increasingly, fewer farms account for most of the production volume, while thousands of smaller farms exist by combining nonfarm income with modest farm receipts. By the year 2000, Nebraska may have less than 30,000 farms, half the current number. These trends, in combination with the likelihood of continued economic stress for U.S. agriculture, pose considerable policy challenges to a state whose economy remains heavily interrelated with agriculture. The defense industry has been an integral part of the Massachusetts economy since colonial days, and the Watertown Arsenal and Springfield rifle are virtually synonymous with the capital-intensive arms business of the nineteenth century. But after World War II, here as elsewhere, defense production became far more deeply embedded in the state 's division of labor, with the result that today it is hard to tell what is of military origin and what is not: the minicomputer and software industries, in their entirety, are properly viewed as a spin-off from the Cold War and the space race, for example. 1985 marked year seven for de facto new federalism, the fiscal decentralization process nudged along by strong public support for the Reagan administration's conservative policies and growing fiscal stringency at the federal level. New federalism is most dramatically illustrated by the national government retreat along the entire state-local aid front — a kind of "sorting out" — as an increasing share of the federal budget goes to strictly national government programs. From 1970–1980, several conferences were held and publications produced regarding the need to improve data collection on indicators of women’s status, as well as a number of publications offering concrete proposals for such improvements. During this period, the disaggregation of statistics by sex has expanded in many countries and indicators, and such disaggregated statistics are presented with increased frequency in international data compiled by United Nations specialized organizations. A high proportion of Nebraska's population is age 65 or older and this is the fastest growing segment of the population. The population aged 85 years and older, which is the population most in need of long-term care, grew by over 45 percent between 1970 and 1980, and is expected to increased by 202 percent by the year 2000. This group includes individuals who are likely to require public assistance to help meet their medical and long-term health care needs. We estimate that the cost to the state to provide Medicaid assistance will increase from $60.4 million to 164.5 million …

Most communities in Nebraska experienced crease in net taxable sales during the early eighties. Nebraska City's decrease has not been as severe as that in other communities in southeast Nebraska, although the percentage decline was greater than the state average (table 1). This decrease in net taxable sales prompted the Nebraska City Chamber of Commerce and the Business Improvement District Board to commission this market area analysis.

The Effects On Public Policy Of Center-Local Relations: A Cross-National Study, Dale Krane

This article attempts a comparative exploration of center-local relationships as part of an effort to test the effect on public policy of concentration and devolution. To pursue these objectives, the research proceeds in two steps: (1) the identification of longitudinal patterns of public sector concentration/devolution among 17 nations and (2) time series analysis of industrial growth and social welfare progress associated with the temporal variation in public infrastructure. The results suggest that a nation's pattern of public sector evolution may be more of a determinant of policy performance than a nation's constitutional framework.
