The Macroeconomics Of Nebraska's Competitiveness World Agricultural Markets, Frank Zahn

Nebraska faces a cyclical and a secular decline in its competitiveness in world agricultural markets. Economic instability and technological advances account for much of the decline, along with unfair trade practices and counterproductive government intervention. The short-term forecasts for the U.S. economy are fairly bright, but the farm economy, particularly in Nebraska, is gloomy. Because it is unlikely that government price and income supports will continue at current levels, Nebraska must take some bold steps to provide a healthier farm sector. Policy choices for state action include supporting federal policies that promote domestic and international economic stability, fair international trade, …

James P. Smith and Finis R. Welch, along with fellow economist Richard B. Freeman, have been primarily responsible for the much accepted notion that there have been “dramatic” advances in the economic situation of blacks in the recent past. Closing The Gap: 40 Years of Economic Progress for Blacks (CTG) is just the latest installment and reworking of this optimism. Freeman attributed the alleged progress to a “collapse” of labor market discrimination caused by “governmental and related antidiscrimination activity associated with the 1964 Civil Rights Act.” Smith and Welch, on the other hand, have always been somewhat agnostic about the …

Between 1815 and 1852, when people in New England wanted advice on matters of public policy, they sought out Daniel Webster. His extraordinary reputation rested in large measure on his ability to play a conservative role, to assure his followers that the federal Union was sound and that their role in a rapidly changing democratic society was consistent with their historic legacy. In 1850 the message failed and Webster fell.

State Management Systems: The Case For Internal Controls, Joseph A. Mchugh

This article contends that recent managerial improvements in the federal government can and should be replicated by the states. Although effective internal controls in federal agencies and programs had been mandated in 1950, little progress was made until the late seventies and early eighties, when Congress enacted several laws to strengthen federal financial management and the executive branch initiated a modernization program. This happy confluence of events brought significant improvements to federal management as a whole. Now it's time for similar progress in state operations. During the 1986-87 school year, the University of Nebraska at Omaha/Omaha Public Schools (UNO/OPS) Liaison Committee requested a study to determine how high school graduates from the Omaha Public Schools were progressing in their college careers at UNO. The author was asked to work with Paul Malcom of the Research Department of Omaha Public Schools to determine how the study might be conducted. Possible research questions were shared with the committee. The author met with Malcom to obtain lists of names of high school graduates.

In recent decades, central business districts in many cities in Canada have undergone considerable change with respect to many aspects of their function and importance. A number of factors have been responsible for these changes, notably the migration of populations to the suburbs. The changes in the CBD have resulted in a deterioration of the core areas of almost every major city and a great many smaller communities in the country. Developments in medicine and constitutional law dictate modification of public health legislation in the United States. Traditionally overlooked by legislators, present public health laws provide inadequate decision-making criteria and inappropriate procedures for dealing with issues. Revised legislation should provide health care officials and agencies with the tools to balance individual rights against public health necessities. This article makes four recommendations for legislative reform: (1) remove artificial legislative distinction between venereal and other communicable diseases; (2) provide criteria defining "public health necessity" to limit discretionary exercise of police power by health officials; (3) provide strong confidentiality protections in the collection and …

Mature Industrial Communities: The Realities Of Reindustrialization, Jeanne H. Armstrong, John R. Mullin

This article analyzes the reindustrialization problems facing mature-industry communities in Massachusetts. The findings are based upon our planning consulting work and research projects involving forty cities and towns. The range of these communities includes those which have recovered, are on their way to recovery, and are stable; those which are declining; and those whose status is indeterminate. A variety of factors are reviewed, including unionization; work-force characteristics; the relationship between small and large plants; the characteristics of local companies; location; financing; the availability of land; and the role of local planning. Industrial policy has become an increasingly central focus of political debate as American society struggles with new and troubling economic realities. Yet despite the importance of this subject, little is known about how the public gains or processes information on these matters, or about the evaluative standards used to judge industrial-policy proposals. A recent referendum in Rhode Island offered a unique opportunity to study these questions. Citizens participated directly in the debate over new industrial policy by soundly rejecting the Greenhouse Compact, a novel and comprehensive plan to "reindustrialize" Rhode Island. New England has a new, regional philanthropy, the Fund for New England, which is concerned with the advancement of natural resources and environment in the six-state region. The fund is one of a class of new regional environmental funds/trusts that are emerging across the country. Because of increasing costs and demand for nursing home care, studies are needed that can better describe the population of users and improve prediction of clinical outcomes and program requirements. The major purpose of this study was to explore the incremental and seven month outcomes of nursing home patients using the Andersen model. The design was longitudinal. Patients from one Veterans Administration (VA) hospital-based nursing home and six freestanding. VA contract community nursing homes were studied. Functional and cognitive ability were analyzed along with socioeconomic and demographic data. and utilization patterns.
