Preliminary Report On A Comparative Analysis Of The Underlying Dimensions Of Unemployment Among Blacks, Hispanics, And Whites In Boston, Jeremiah Cotton

There are four major objectives of this research. The first objective is to determine whether and to what extent differences in unemployment rates in Boston among black, Hispanic, and white workers are due to the following: (1) the differences in the percentage of individuals in each group who experience a spell of unemployment at one time or another during the year, that is the incidence of unemployment; or (2) the differences in the average number of spells of unemployment during the year, that is the frequency of unemployment; or (3) the differences in the average length of time a spell …

This report presents a list of current state legislative initiatives which directly or indirectly, affect older women in Massachusetts.

Despite the progress made by the Commonwealth in the area of elder services, a significant portion of this population continues to live in dire need. It is important that State Legislators, State Administrators, policymakers and community leaders understand the needs of this population and work to increase the financial resources and enhance the dignity of older women in the Commonwealth.

Although social and economic conditions and prevailing popular philosophies may affect the success or failure of an attempt at change in social welfare policy and practice, the relative strengths and weaknesses of the political forces for and against the change may be more important. In 1897, fourteen years before the passage of the first U.S. Mothers' Pension law in Illinois, New York State Senator John Ahearn attempted such a law in New York. Supervised occupational experience (SOE) programs have been a part of vocational agriculture and agribusiness since its inception. The Smith-Hughes Act of 1917 provided federal funding for vocational agriculture and required ". . . directed or supervised practice in agriculture, either on a farm provided by the school or other farm, f o r a t least six months per year" (Stimson, 1919). Vocational agriculture and the industry of agriculture have changed dramatically since that time. However, the role of SOE in the comprehensive vocational agriculture program remains fundamentally the same (Barrick, 1981).

Vocational agriculture instructors, teacher educators and state supervisory staff are expected to demonstrate a high degree of professionalism in their respective positions. At the same time, many of them would be hard pressed to provide a concise definition of "professionalism." j Lee (1981) defined professionalism as "how individuals or groups of individuals conform to the characteristics expected of them by virtue of their occupation." Allen (1978) stated that "being a professional carries with it certain roles and responsibilities. The three areas with which we should be concerned are: professional status, professional improvement and professional organizations."

Significant changes are occurring in the work place, and these changes must be reflected in the vocational education curriculum. A task force of the American Vocational Association (1981) developed a national agenda for vocational education which identified remaining current in the technical subject area as a major concern among vocational educators. More recently, a national study on vocational education placed the topic of “Keeping up with technological changes” third on a list of 60 topics of concern (Zellner & Parrish, 1986). Judicial Approaches To Urban Housing Problems - A Study Of The Cleveland Housing Court, W. Dennis Keating

This article reviews the role and impact of urban housing courts. It analyzes the findings of a detailed empirical study of Cleveland's housing court, which began operations in April 1980, and discusses the relationship of this court to code enforcement and resolution of landlord-tenant disputes. The court's role in innovative remedies, especially the appointment of receivers for abandoned housing, is also discussed and reforms are suggested. The article concludes with an overall assessment of the potential of housing courts to deal effectively with urban housing issues.

Therapeutic Case Advocacy (TCA) is one approach to helping emotionally handicapped children and their families. It is described here as a multi-level model to improve services for this population for two reasons. First, the approach typically requires planned, coordinated activity on three levels: the child and family, the lead organization providing services, and interagency collaboration. Second, the word "model" conveys the idea of what the real thing might look like.

In December 1986, a survey was conducted by the Center for Applied Urban Research (CAUR) at the University of Nebraska at Omaha to assist a community group in determining whether there is sufficient market demand for a new YMCA facility in the Papillion/La Vista/Ralston area of Southwest Omaha. Residents in the area were surveyed to assess their current level of fitness activity, the specific activities in which they participated, their use of existing YMCA facilities and programs, the need for an additional YMCA facility, and the potential support for a new facility. School District Current Operating Expenditures: A Comparative Analysis Of Michigan School Districts Having A Student Population Of 10,000 To 50,000 For 1984-85, James Ross Constandt

The purpose of this study was to compare line item current operating expenses among school districts in Michigan having a student population of 10,000 but less than 50,000 and to present a budget model which establishes minimum and maximum line item current operating expenses for such school districts. Line item expenditures were compared and analyzed among those school districts within the same student population grouping.

Local school districts in Michigan are categorized by the State Board of Education into 14 groupings based on pupil membership. School districts in Groups B and C were studied. Group B included four school districts …
