The April 15 War is frequently portrayed as a power struggle between two generals, a simplistic narrative that overlooks not only internal factors but also external dynamics and the agendas of foreign nations in Sudan. Numerous countries have vested interests in this resource-rich nation, a pivotal gateway to Africa with a strategic position overlooking the Red Sea facilitating over 12% of global trade. However, what exacerbates the situation is the leadership weakness and intense political polarization since 2019, following the downfall of the Inqaz regime.

Exploiting Tribal Identity: Evidence From The Darfur Conflict (2001-) And The Chad-Sudan Proxy War (2005-2010), Eline Rosenhart

Using the case of the Darfur conflict (2001-) and the Chad-Sudan proxy war (2005-2010), this study will demonstrate that conflict in Chad and Sudan cannot be fully understood without taking into account how heads of state and rebel leaders in both countries manipulated tribal identities to retain and enhance power. It shows how Idriss Déby, a Zaghawa leader, held onto his tenuous position as President of Chad by leveraging tribal customs and symbols, while the Darfur conflict and the Chad-Sudan proxy war destabilized his rule. The conflict in Darfur, rooted in longstanding tensions among ethnic and political groups in western Sudan, is marked by widespread violence, displacement, and human rights abuses. Whereas there have been concerted efforts by successive governments and different local, regional, and national stakeholders to resolve these conflicts through various transitional justice and traditional mechanisms, these interventions have largely been ineffective, often resulting in accusations of bias and unequal treatment by the Khartoum government. After the wave of protests that led to the fall of the former regime in April 2019 and the establishment of the Transitional Justice in August 2019, Sudan is undergoing transitional phases marked by significant political and social changes since 2018. The Sudanese Resistance Committees (RCs) have played important and crucial roles throughout the whole period since the breakthrough of the Revolution in Sudan in December 2018. Darfur has been shattered by a long chain of violent escalations, and numerous interpretations of reasons and recommendations for solutions have been put forward. Since the early 2010s, gold mining appeared as an additional element in ongoing conflicts and became a dominant aspect, not just as one of the financial pillars of the upcoming Rapid Support Forces under Dagalo family leadership, but also as a source of environmental pollution. The relationship between religious identity, ethnic identity, and politics has always been a problematic one, especially in plural societies like Sudan. This article is an attempt to understand the reasons behind the insistence of the popular parties of the Muslim majority in Northern Sudan on establishing shar’ia law as the law of the land. By using secondary data on party programmes, public opinion, and an analysis of political events, I reconstruct the evolution of the debate in order to identify its prime movers. In 1973, the Kansas State College, Pittsburg administration fired thirteen faculty members without cause. In order to improve administration-faculty relations, remaining faculty organized, petitioned for recognition, and drafted PSU/KNEA's first contract with PSU/KBOR, which went into effect five years later. The narrative covering this period draws on Axe Library's KNEA Collection and interviews of former faculty.

The Pilbara Demersal Scalefish Resource (PDSR) includes over 60 demersal scalefish species. The resource is accessed by the Pilbara Trap Managed Fishery, Pilbara Fish Trawl (Interim) Managed Fishery, and the Pilbara Line Fishery (PTMF, PFTIMF & PLF respectively) as well as the recreational and charter fisheries.
The PDSR is managed in accordance with the North Coast Demersal Scalefish Resource Harvest Strategy (Harvest Strategy). This study used a mixed-method design to examine travel behavior and accessibility of older adults. The research team conducted a statewide survey and focus groups to gather travel behavior data of older adults (50+) residing in Utah. The study also employed a two-step floating catchment area method, a novel spatial technique, and integrated the survey data to accurately measure travel accessibility of older adults. Using the survey data of 724 older adults as well as the focus group interviews of 18 older individuals, we found a significant dissatisfaction and vulnerability experienced by older adults with limited mobility. This chapter uses Kingdon’s (2003) multiple streams framework (MSF) to explain policy changes that brought home rule to South Carolina, a modern constitution to Georgia, and the Judicial Article in Alabama. Policy change in the Deep South is rare, but it can happen. Short et al. provide a comparative study between three states in the Deep South to illustrate how policy changes can occur in traditionalistic political cultures. In every case, unusual events came together just at the right time. In Alabama and Georgia, ambitious politicians pushed their pet policies to attain policy change. In 2002, A Century of Controversy: Constitutional Reform in Alabama was published to reflect on the problematic history of Alabama’s Constitution. From its inception, the 1901 Constitution was a document that sought to codify white supremacy (Jackson, 2002). It created a system where election rules were actively tilted toward the affluent while disenfranchising Black voters and poor whites (Webb, 2002). The collection illustrated how Alabama’s tax code is overwhelmingly dependent on sales tax revenue and extremely regressive. The over-reliance on sales tax revenue, which are highly variable from year to year, puts Alabama’s institutions into crisis mode whenever the national …

In this chapter, Professor Hamill illustrates that Alabama’s regressive tax policy oppresses poor Alabamians and denies their children a chance for a better future and explains why the 1901 Constitution makes meaningful tax reform impossible. She then shows that Governor Bob Riley’s 2003 failed reform efforts and ten years of unsuccessful civil rights litigation which followed, means reformers must convince Alabama’s citizens at the ballot box. Planetary health is an emerging field that emphasises that humans depend on a healthy Earth for survival and, conversely, that the sustainability of Earth systems is dependent on human behaviours. In response to member demands for resources to support teaching and learning related to planetary health, the Consortium of Universities for Global Health (CUGH) convened a working group to develop a set of planetary health learning objectives (PHLOs) that would complement the existing ten CUGH global health learning objectives. Despite Oregon's expanded investments in affordable housing development and eviction prevention, over 5,400 eviction cases were filed in the state’s subsidized housing from January 2019 to December 2023. This report maps out the landscape of subsidized housing eviction in Oregon and brings attention to the high share of eviction judgments in subsidized eviction cases, the disproportionate rate of eviction filings from housing-authority-contracted management companies and nonprofit housing providers, and the great disparities in legal representation between landlords and tenants.

This collection intended to update Thomson’s (2002) work in time for the 125th anniversary of the 1901 Constitution. The essays in A Century of Controversy continue to be enlightening. Alabama’s tumultuous history is fascinating and troubling. The book highlights that the framers of the 1901 Constitution sought to create a form of government that institutionalized white supremacy, undermining democracy in the process. Throughout Alabama’s history, when opportunities arose to right the wrongs of the 1901 Constitutional Convention – to adequately fund education and infrastructure and allow for local-level democracy – Alabama’s lawmakers have consistently chosen not to do so …

The System Works As Intended: Alabama’S 1901 Constitution And Financing Public Education, Brucie Porter

From 1990-2014, Alabama fought against improving the property tax system for the benefit of public schools in Knight v. Alabama (2007) and Lynch v. Alabama (2014). Knight and Lynch charged the State with upholding a racially discriminatory property tax system that served to keep public school systems, particularly in rural, predominately Black counties, severely underfunded. Brown v. Board compelled Alabama to desegregate its school systems with “all deliberate speed,” but school systems remained unequal due to funding disparities from the state’s overly complicated tax system. Political Indifference And The Withering Of Democracy In Alabama, Noe Alexander Aguado

Alabama’s 1901 Constitution was drafted to codify white supremacy by removing African Americans from the voter rolls. Alabama did not invent voter suppression, nor does it have a monopoly on policies that deny African Americans, minorities, and poor people the right to vote. This chapter provides examples of how and to what effect disenfranchisement has been used in Alabama and other communities throughout the United States. This chapter also chronicles Alabama’s unique constitutional feature that centralizes policymaking in the capitol – further suppressing democracy at the local level to the advantage of affluent interest groups entrenched in Montgomery. This dissertation provides an historical analysis of repurposed material adventure playgrounds in the United States between 1949 and 1999. Three microhistories of adventure playgrounds (The Yard, in Minneapolis, M.N., and several playgrounds in New York City, N.Y., and Houston, T.X.) are framed against the wider socio-economic changes that shaped more than thirty-five adventure playgrounds in the United States over the period of study. By focusing on the relationships mobilized by adventure playground advocates at different scales and across different points of view, and how these networks shaped the local production of spaces for play, this dissertation's method underlines the importance …

American state governments occupy unique political roles when it comes to critical public-facing policy areas like education, health, transportation, and commerce, and therefore they administer many public services and benefits that affect immigrants and their communities. This study expands the existing knowledge of the ways in which U.S. state governments digitally engage with their immigrant populations, doing so through a landscape analysis that maps the information and resources provided for and about immigrant communities on 413 immigration-related webpages across all 50 U.S. state governments’ official websites. Institutional reliance on tenure-line faculty reached a historic low after the Great Recession in 2009, remaining at approximately a third of all faculty through 2022. Postsecondary institutions have steadily increased their reliance on full-time adjunct faculty over the last two decades. Part-time adjuncts, meanwhile, were hired in great numbers before and during the Great Recession, as student enrollment increased, but have steadily declined since 2012, as college enrollment waned. Almost all evidence suggests that tenure expansion would benefit both the recipients of tenure and their students, but would come at a cost. There are few studies, however, that distinguish between …
