Strategic Planning In Human Service Agencies, Stephen A. Webster, Mary Wylie

The Journal of Sociology & Social Welfare

Recent public policy initiatives including deinstitutionalization, deregulation, decentralization, and privatization have resulted in: (a) rapid growth in the number of private not-for-profit organizations; and, (b) competitive environments. These conditions have forced agencies to examine their planning processes to determine if agency goals are appropriate for meeting market demands. An exploratory study of 154 human service agencies examined if and how strategic planning was used to respond to these conditions. The Chief Executive Officers for those agencies reported that strategic planning was replacing incremental planning as a preferred planning model. Challenging The Proposed Deregulation Of P.L. 94-142: A Case Study Of Citizen Advocacy, James G. Mccullagh

The Journal of Sociology & Social Welfare

Public Law 94-142, The Education for All Handicapped Children Act of 1975, considered by many to be the most significant federal legislation for children in need of special education, was proposed for deregulation by the Reagan administration in 1982. This study examines actions taken by citizen advocates-consumer/advocacy/parent (CAP) organizations and groups, parents, and other advocates for exceptional children-who gave testimony in opposition to the proposed changes at public hearings held by the United States Department of Education in late 1982. The most controversial proposed rules were withdrawn on September 29, 1982, while the remaining proposed changes were not implemented. Citizen …

"Our Town": A Case Study Of Ideology And The Private Social Welfare Sector, William M. Epstein

The Journal of Sociology & Social Welfare

This case study explores the relationship between ideology and the performance of the voluntary social welfare sector in Western New York. Data were collected from the directors of 22 of the largest and most important voluntary social welfare agencies relating to their own social attitudes and those of their boards. The common expression of similar agency attitudes toward a variety of social policies were in narrow conformity with the conservative values of the current national administration. Identification Of Learning Styles Strategies Which Enable College Students With Differing Personality Temperaments To Cope With Learning Blocks, Gholam Hossein Zamani Zarghani

The purpose of this study was to identify the major coping strategies which college students with different personality temperament used to deal with their learning blocks. Students' temperament type was obtained from the pool of the Myers-Briggs Type Indicator results available at the Agricultural College, UN-L. An instrument measuring learning blocks was designed and administered in the Fall, 1987. The Coping strategy Inventory (CSI) was developed and administered in the spring, 1988. One hundred and twenty seven agricultural college students responded to the first phase of the study, and 230 agricultural college students took the CSI. The Statistical package for …

Potential Duration Of Unemployment Benefits And The Duration Of Joblessness, Stephen A. Woodbury

Federal Supplemental Compensation (FSC) was the program that temporarily extended the duration of Unemployment Insurance (UI) benefits by 8 to 14 weeks during 1982-1984. This paper examines whether and to what degree the extension of benefits under FSC increased the expected length of UI recipients' jobless spells. The estimates are derived from a large Ul-administrative data base that spans the expiration of FSC and allows one to observe whether and (approximately) when a worker actually returned to work. Previous studies of the effects of extended benefits have had to make assumptions about UI recipients' return to work that appear to …

The percentage of persons in the United States without health insurance that do not qualify for Medicaid or Medicare has been increasing steadily since 1979. Growing numbers of single-parent households, full-time workers becoming part-time, jobs without benefits, and early retirement are a few of the factors contributing to the problem of the medically uninsured.

A study of tax contributions and services benefits received by the greater Roxbury community involves several questions. Important is determining the types of revenue to be included as a basis for assessing contributions. A second key issue is determining how to extract district services from aggregate expenditure budgets. This is necessary in order to make spending estimates consistent with geographic boundaries and revenue categories.

Developing an approximate picture of services which include qualitative measures of the service delivered is not a trivial question. Engineering analysis takes the perspective that dollar values alone are a poor measure of the level of …

As the capacity for rural communities -to provide education services decreases, educators are looking towards notate legislators for support. Jailed (1984) reported that legislators must become more familiar with vocational education as they address the economic and social needs of the future. The purpose of this study was to determine the perceptions held by Iowa and Nebraska Legislators regarding secondary and adult agricultural education programs conducted within the public school system. The population for this study consisted of state legislators in Iowa and Nebraska. Seventy legislators, thirty-five from each state, were randomly selected for the study. The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

Corporate activity in production agriculture has been an object of public debate in the United States and in Nebraska for a long time. During the 1960s, foreign nationals began buying agricultural land, particularly in the Midwest. At about the same time, corporations such as Gates Rubber Company and Blackwatch Farms acquired large tracts of land. Many people saw this as a threat to the family farm and, subsequently, sought restrictions on corporate ownership of agricultural land.
