Occasional Paper No. 091-1: Small Towns Lack Capacity For Successful Development Efforts, B. J. Reed, David F. Paulsen

Publications

Smalltown residents in Nebraska put a high premium on the need for economic development efforts, yet most think their towns' efforts fall short. Some towns, especially the smallest, don't even try to put together a development project. And those that do try often need help of a kind that State and Federal agencies do not offer. Nonetheless, Nebraska is trying some new programs that match State aid with a town's needs and willingness for self-help. Based on a survey of 135 small towns in Nebraska.

The conservative nature and limited objectives of the American War for Independence are difficult to appreciate apart from an understanding of the religious sentiments—the essentially biblical world-view—of the early colonists. To make such a statement is to invite debate in a continuing controversy. But apart from an acquaintance with some of the religious sources of our constitutional tradition, our understanding of the War for Independence and the Constitution of 1787 will be incomplete.

Municipal Capital Maintenance And Fiscal Distress, Mary K. Bumgarner, Jorge Martinez-Vazques, David L. Sjoquist

Faculty Articles

This paper formalizes and empirically tests the hypothesis that the deficient maintenance of public infrastructure is caused by fiscal distress. We utilize a production-decision framework in which public officials combine maintenance and new capital to produce a desired level of capital services. The behavior implied in the fiscal distress hypothesis is treated as perverse deviations from the optimal production path. The empirical findings from cross-sectional expenditures data give support to the fiscal distress hypothesis.

The Idaho Policy Survey is a continuing program in the College of Social Sciences and Public Affairs at Boise State University. Its primary purpose is to examine public opinion on issues that are currently the subject of debate or that civic leaders have identified as potentially important on the state's agenda.

Polling has become commonplace in contemporary American life. When designed and administered properly, po.lls are an effective way to gauge beliefs, attitudes, and opinions on a range of prominent issues. A Survey Of Existing And Proposed State Legislation Protecting High School Students' Rights To Free Expression And A Free Press, And A Proposal For Such Legislation In West Virginia, Vaughn Gibson Rhudy

Since the U.S. Supreme Court's controversial and historic 1988 Hazelwood School District v. Kuhlmeier decision, the debate over whether high school newspapers should have First Amendment protection and rights has been waged from one end of the country to the other. Many principals hailed the decision as giving school administrators the responsibility they should have by putting "the high school press in its proper relationship with principals" (Dickson, "How Advisers View" 2). Conversely, many advisers, students, and journalists criticized the ruling for limiting constitutional rights of student publications to remain free from censorship as guaranteed by the First Amendment (Garneau …
