On August 2, 1990, Iraq invaded Kuwait. As a statement of fact, Iraq's aggression and annexation of Kuwait was an infringement of the principle obligation of member states under the U.N. Charter. The purpose of this document is to clarify and focus U.S. foreign policy in regard to the case held against Iraq, describing the limitations under the U.N. Charter. It is the goal of this thesis to demonstrate that the resolution of the Gulf crisis was in violation to the U.N. In Reflections of an Affirmative Action Baby, Stephen L. Carter, an Afro-American law professor at Yale University, has written a wide-ranging book on affirmative action policy. Like numerous other books on the subject, Carter covers the issues of its legitimacy as policy, white opposition, impact on black mobility, and contradictions faced by universities in administering affirmative action. Carter also offers a new area of discussion — namely, the evolving division among Afro-Americans regarding affirmative action, allocating six of eleven chapters to facets of this issue. Residential Mobility And Revitalization In Portland Between 1970 And 1980: A Study Of The Urban Structural Impacts On Neighborhood Revitalization, Sheka Gassimou Kamara

Evidence of physical decline due in part to the rapid encroachment of commercial and industrial activity into some of Portland's residential areas in the mid-1960s and efforts to combat the forces of time and change through neighborhood revitalization provide the basis for this study. Additionally, some of the characteristics often employed in explaining the phenomenon in cities are manifested in the city of Portland. For example, Portland is endowed with a distinctive and well established downtown area that provides opportunities for the establishment of businesses as well as white-collar job opportunities. Western Australia's population has recently drifted from inland rural areas to cities and coastal regions. Changes in fanning practices over several decades and the recent falls in wheat and wool prices, have forced many families to leave inland farms and rural towns .
However, many families are also developing sources of off-farm income and other activities to keep themselves, local businesses and towns suroiving.

This Article proposes to examine the conflict between religious institutions and landmark preservation groups at both its empirical and normative levels. Part I of the Article provides an overview of historic preservation. It traces the development of the historic preservation movement, describes the standards and procedures commonly found in preservation ordinances, and discusses briefly the seminal cases in this field. Part II then attempts to answer three questions: (1) how extensive is the conflict between religious institutions and landmark commissions; (2) what has been the response of state and local legislatures to the conflict; and (3) what legal doctrines have …

The publicity surrounding the Bergalis case has created a new and powerful fear for some-the fear of contracting a fatal disease while obtaining medical or dental care. Following Bergalis' congressional testimony, Congress passed a bill requiring states to regulate HIV-infected health care workers (HCWs). Responding to constituents' fears, state legislatures had already been debating a wide range of bills designed to confront the risk of HIV transmission in health care settings. Private actors, such as hospitals and insurers, feared litigation or loss of business if the public perceived them to be ignoring the problem of HIV infection among HCWs. As …

The study of human environmental experiences has engaged a range of disciplinary attention, with work deriving chiefly from environmental psychologists and geographers. However, most research has focused on the sensory aspects of environmental experience, while the intangible, immeasurable experiences of environments have been somewhat neglected. Certainly, the meanings and values that are invested in places, which form part of the interaction between humans and environments, have not been sufficiently researched. The overseas qualified doctor is a potential threat to the state-sanctioned control practising doctors have over medical knowledge in Australia. The nonrecognition of qualifications of many migrant and refugee doctors, in particular from non-English speaking background (NESB) countries, presses them into a subordinate relationship lo that of registered practitioners. The ownership of medical knowledge is limited lo state-recognised practitioners, thus allowing them to maintain significant economic and social advantage within the general community. The relationship between qualified practitioners and the state is indicative of a particular dynamic in which some individuals are able to exclude others by mechanisms of social …

Many who value the contributions of religion to American life have contended that American public life is hostile to religion. They perceive many of the Supreme Court's Religion Clause opinions as hostile to religion, and circulate anecdotes about the antireligious hostility of public life. Studies also suggest that some of the principle actors in American public life systematically marginalize religious viewpoints relative to secular ones. Nevertheless, others are baffled by the suggestion that public life discriminates against religion. These people note that religion is deeply (if controversially) involved in much of contemporary American politics, and dismiss anecdotes about such hostility …

Principal components extraction with orthogonal and oblique rotations tested construct validity for the Personal Profile System. MOST-LIKE endorsements of 96 behavioral descriptors were coded with 4, LEAST-LIKE with 1, and unendorsed with 2.5. Descriptor data from 1,045 senior noncommissioned Air Force officers were normalized. Four factors accounted for 85% of total variance, with 19 descriptors loading significantly on two factors and the remaining 77 on just one factor. The measure of sampling adequacy for every descriptor exceeded .94. One factor for the varimax-rotated (best) analysis was bi-scalar, loading on Steadiness and Compliance descriptors; a second resembled Influencing, a third loaded …

Integrated pollution control, or IPC, can be defined for now as an approach to environmental regulation that "seeks particularly to link air, water, and waste programs. Its concern is institutional changes that reduce total risk to the environment from pollutants." 8 This sounds remarkably appealing, which perhaps explains IPC's recurring popularity. As we shall see, it enjoyed a brief celebrity about twenty years ago, and it is once again in vogue-especially within the U.S. Environmental Protection Agency (EPA).
Is the Agency's recent interest in IPC a good thing? We worry that it is not. First of all, IPC has an …
