Primary Prevention Of Child Abuse: Is It Really Possible?, Mary K. Rodwell, Donald E. Chambers
The Journal of Sociology & Social Welfare
Despite the growing interest in child abuse and its prevention, to date no systematic research has been conducted to determine the usefulness of instruments used to identify and predict abuse or neglect. The present study is a review and analysis of predictive instruments of abuse or neglect with the goal of identifying the predictive efficiency of the instruments. Analysis reveals a variety of problems with predictive efficiency, particularly as predicting individual risk of abuse or neglect relates to primary prevention. Implications of the findings and suggestions for practice are discussed.

Military manpower management principles and policies are in constant flux as the military forces mobilize and demobilize during periods of war and peace. This study identifies trends in U.S. military manpower policies and procedures from 1890 to 1991. Major military conflicts reviewed are the Spanish- American War, World wars I and II, the Korean Conflict, the Vietnam War, and the Persian Gulf War. In all wars until Vietnam, post war active duty forces were larger than prewar forces. However, these active duty forces tended to be relatively small until the Cold War period. This research evaluated current NASA organizational and logistical strategy processes to compare them with current academic theory and make recommendations to improve the processes. Various strategy theories were explored, resulting in a model synthesizing the various elements. The organizational, cultural, and political environment surrounding NASA was studied. Personal interviews were conducted and various NASA strategic plans and other documents were analyzed. From these activities emerged six recommendations: (1) Create a formal strategy process for NASA logistics (and NASA), (2) Tie logistics strategies directly to organizational strategies/goals, (3) Get logisticians from different functions/programs/centers to crossflow information, (4) Identify redundancies in logistics …

This paper examines how the unorganized or unincorporated areas of Northern Ontario pose difficulties for the provincial government based on a discussion of the steps the province has taken to compensate for the lack of local government and the problems that occur with respect to these provincial initiatives. The findings reveal that unorganized areas present a considerable burden on the Ontario government with respect to service provision, taxes, planning, and democracy.

This paper examines the overall effectiveness of financial impact analysis (FIA) in local government based on a survey of 48 municipalities in Ontario with populations over 25,000. The findings reveal that despite the usefulness of FIA as an evaluative technique for municipal expenditures and revenues, it remains an unpopular tool for local government administrators in the province.

Parturition is a very stressful event for both the cow and the calf. Endocrine changes occur which typically enable to calf to make the transition from a uterine to a gaseous environment. These endocrine changes are basic stress responses, necessary for an organism to maintain homeostasis. They include surges in catecholamine and cortisol secretion and changes in T3 secretion in response to temperature changes. It is well established that the stress response, if

The purpose of this study was to examine the relationship between instructor moral reasoning level. teaching style. and adult students' perception of the classroom environment. Rest's Defining Issues Test
measured the independent variable, principled level of moral cognitive development. Teaching style was identified as either learner-centered or teacher-centered using Conti' s Principles of Adult Learning Scale.

This paper examines the issues involved with the privatization of local government services based on a case study of the Waterloo County Board of Education’s decision to privatize school bus operations. The findings reveal that a number of considerations should be made with regards to privatization, including whether the service is one that can be competitively substituted by the private sector, the type management controls, regulations, and evaluations that need to be put in place, and the contractual, legislative, and moral obligations to existing employees.

The purpose of this study was to identify and rank effective teaching competencies by secondary vocational teachers, general secondary teachers, teacher educators, and State Department of Education supervisors, and to determine if there was a difference in teaching effectiveness between secondary vocational and general secondary teachers as measured in the classroom, utilizing the COKER (Classroom Observations Keyed for Effectiveness Research). An instrument was constructed from a variety of sources, primarily from the University of Toledo competency indicators as noted by Medley, Coker, and Soar (1984). This book is a public policy study detailing the various factors which culminated in pro-Indian federal policy and legislation during the 1970s. The author's primary thesis is to suggest the 1970s represented a marked departure from previous federal Indian policy and legislation in that Native Americans themselves were well-represented in the democratic process impacting favorable federal decision-making.

The State of Michigan has been partially responsible for the treatment of the mentally ill population since 1832, when Wayne County General Hospital opened its doors. The state government made a commitment to care for the afflicted, and at the same time provide an opportunity for other individuals to participate in their treatment. Eventually this commitment led to the establishment of employment for many citizens, and gradually, over the decades, a mental health bureaucracy emerged. The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

This thesis examines whether military interdependence among states is increasing or decreasing. Although it is impossible to predict the future, it can be deduced that military interaction is increasing as a result of current world events and stated Presidential policy objectives. In order for interdependency to reach fruition governments must create policy which allows mutual goals to be realized. If military-to-military programs contribute to U.S. political objectives then government policy toward military interdependence should allow the U.S. military to act as a catalyst for international cooperation as well as the guardian of U.S. security interests. This thesis investigates the implementation of President Ronald Reagan's active counterterrorist policy. The paper attempts to determine why the stated policy of "swift and effective retribution" was not carried out. This paper concentrates on the discrepancies between the numerous statements advocating retaliation made by Reagan and his top officials and the failure of these officials to administer the necessary orders for such retaliatory policies. Over time, the concern has grown that government is not funding infrastructure investment in United States at a sufficient level. Funding of infrastructure has been a joint effort of all levels of government, but reductions in the federal contribution (after adjusting for inflation) have shifted more of the cost onto state and local governments. Many studies have identified massive funding requirements that are not being met. The dichotomy of urban and rural areas does not fit the circumstances of contemporary social life in the United States. Although needy populations redistributed across the social landscape, almost no social service agencies serving rural populations are, or ever have been, located in either urban (city) or rural (countryside) areas. Social agencies serving rural populations are nearly always located in towns. The town is a unique and distinctive rural social, economic and political institution. An adequate approach to conceptualizing rural social work must begin with recognition of one of the fundamental insights of contemporary urban theory: the regional character of …

Much of the literature on the Charter has focused on the manner in which the courts have interpreted the document. This essay examines the Charter from another perspective-its impact on the policy process within government. Drawing on a series of papers prepared by senior government officials at both the federal and provincial levels, the authors argue that the Charter has permanently changed the way in which governments formulate and implement public policy in Canada. Virtually all policy proposals making their way to the Cabinet table must be examined to ensure that they conform to the requirements of the Charter. This …
