The key to education is “learning how to learn.” We must first stand on the shoulders of the giants who preceded us before we can reach far enough to loose their embrace. A liberal arts education is to be liberating. But as Irving Babbitt noted, commenting on Edmund Burke, the basis of genuine liberty is an act of subordination or humility. We tend to mistake the part for the whole and exalt our partial discoveries into idols.

This paper is a study of how the Presidency affects, and has affected, the Environmental Protection Agency. The EPA is a relatively new agency having only been created in 1970. Therefore, I have focused my research on the individual administrations from President Nixon to President Reagan. I shall present to you trends in presidential policy towards the Environmental Protection Agency, and how they have shaped the Agency, its direction, and its effectiveness.

This study was designed to determine whether there was a positive relationship between an individual's self-esteem and their achievement in a leadership development and assessment setting. While correlational studies have been conducted utilizing self-esteem and achievement as variables, no known study has been conducted with achievement at ROTC Advance Camp as a dependent variable. The hypothesis tested focused on determining if there is a positive relationship between self-esteem and achievement at ROTC Advance Camp. Sixty-six ROTC cadets from five select universities in the state of Illinois were administered the Barksdale Self-Esteem Evaluation Number 35. The results of their evaluation was …

"Easy Or Hard" The Mentality Of Survival: The Gi In Europe In World War Two, Brian R. Bowen

An oral history compiled from recollections of fourteen combat veterans, documented by over forty hours of tape-recorded interviews, the paper recreates GIs' mentality upon entering combat. The formation of the collective mentality is examined by exploring the attitudes, motivations, and historical circumstances determining thought and actions of these reluctant, yet dedicated soldiers. The collective mentality, defined as the way of thinking allowing the majority to best cope with their predicament, answers why men fought and how they persevered once in combat. This article discusses theoretical models for effective interpersonal communication in the intranational workplace for public sector managers in the U.S. Effective communication is complete when the message has been understood. A message has been understood when it has been both clearly sent and received. Effective communication is a requisite to every step in the organizational process--from the mutual recognition and understanding of a topic or problem that triggered the communication in the first place to its final resolution. The second classical model of interpersonal communication was published by David Berlo. Berlo elaborated upon the Shannon-Weaver model. He recognized that interpersonal …

Examines how the US federal government came to subsidize a greater share of transit industry costs than most other national governments. Since World War II, downtown activists sought to boost their transit systems in the face of increasingly intense competition from suburban business centers; the transit systems of Los Angeles and San Francisco in particular were shaped by this competition. Downtown activists tried, with varying success, to influence the newly formed regional transit agencies and the Federal Department of Transportation, created in 1964. Prepared in February 1993 on Civil-Military Operations during Operation Desert Shield/Storm 1991. This work documents the services of a unit of public officials, who I call 'public administrators in green.' These men and women, having entered on active duty with the U.S. Army, made a significant contribution to restoration of government services in Kuwait following the cessation of hostilities. Their work was recognized in December 2016 by the Reserve Forces Policy Board, which presented the Distinctive Service Award for 'exceptional, meritorious and distinctive service ...during the liberation and restoration of the government of Kuwait.'

A systems engineering approach to the development of a radically different kind of surface combatant ship is presented, followed by a preliminary design of the ship shown by the analysis to be most effective. The requirement for the project was the development of a ship which would provide a major increase in the missile firepower of a battlegroup. The study conducts an analysis of four warfare scenarios and evaluates the effectiveness of replacing some Aegis ships with the missile carrier (CMX) and examines the relative utility of varying missile loads for the CMX. Drawing A Line Between Killing And Letting Die: The Law, And Law Reform, On Medically Assisted Dying, Lawrence O. Gostin

Traditional medical ethics and law draw a sharp distinction between allowing a patient to die and helping her die. Withholding or withdrawing life sustaining treatment, such as by abating technological nutrition, hydration or respiration, will cause death as surely as a lethal injection. The former, however, is a constitutional right for a competent or once-competent patient, while the latter poses a risk of serious criminal or civil liability for the physician, even if the patient requests it.

In November 1991, some 12 years after the installation of the European Exchange-Rate Mechanism (ERM), a further step towards monetary integration in Europe was decided upon in Maastricht. This has led to an intensive debate among politicians and economists about the potential benefits and drawbacks of a European Monetary Union (EMU). In Germany, it is first and foremost the "scientific community", which doubts the benefits and emphasizes the risks concerning EMU (see BABELER; et. Al., 1992; BAREIS; et al., 1992), while most politicians and managers accentuate the benefits rather than the risks. In the other member countries, however, the situation …

No need to lament the fate of Mr. Dysart, who does seem to have been a well-intentioned fellow.
The point of relating Dysart's travails is to bring to life, through one illustration, the American legal and constitutional tradition governing sexual immorality, from the founding until the 1960's.
Dysart's lawyers made no constitutional claim. The Supreme Court raised none of its own. The Justices did not even question their prior test for "obscenity." They simply declared that Dysart remained on its safe side, that as a matter of law the notices were not obscene.
I agree with the Supreme Court's conclusion. …

Canadian society generates huge quantities of solid waste, for which disposal is becoming more difficult. Landfill space is becoming scarcer and municipal jurisdictions are having to allocate greater and greater financial resources to this problem. The ultimate solution to the waste problem lies in reducing waste generation. Iii this area, there is considerable disagreement on how to achieve this goal. One school of thought advocates economic instruments such as user fees to induce people and societies to become more sustainable. This thesis examines the user-pay concept as a waste management tool.
