Ideological Congruence In The Chinese Countryside : Village Leaders And Their Electorates And Selectorates, Melanie Manion

CAPS Working Paper Series

Recent changes in economic and political organization in the Chinese countryside are producing a new basis for inquiry into congruence between village leaders and those who choose them—namely, their electorates of ordinary villagers and selectorates of leaders at the higher township level. This paper draws on 1990 survey data to analyze the connection between village leaders and their electorates and selectorates, in terms of congruence of positions along an economic ideology dimension measuring orientations to the importance of state management relative to private individual initiative in economic development. Pretrial release (PTR) is the permanent or temporary freedom from incarceration for criminal defendants awaiting adjudication of their cases in court. From Anglo Saxon times in England, people accused of non-capital crimes were generally permitted to remain free until judicial officials could hear the charges against them. In America, pretrial release has been advocated by the courts since the colonial era. The U. S. Constitution requires that bail not be excessive, but leaves governments free to decide how bail laws are administered. The study briefly traces the historical developments of PTR up to the present time. The study then centers …

Summarizes information on wildlife viewing in Montana by residents and nonresidents, drawing from three studies conducted by the ITRR as well as the 1991 National Survey of Fishing, Hunting, and Wildlife-Associated Recreation. The report displays national trends in wildlife viewing, resident and nonresident viewer characteristics and participation patterns in Montana, and resident preferences for viewing area enhancements and for program funding sources.

A comprehensive homeless policy includes emergency housing, transitional housing, permanent housing, and prevention components. Researchers have determined that all four categories of homeless assistance are essential to address the needs of the diverse groups that comprise the homeless population.

This dissertation focuses on the prevention component which is designed to assist those in marginal economic circumstances who experience an unavoidable housing crisis. Several states have state-sponsored and state-funded homeless prevention programs.

Recent studies conducted by oversight agencies show that improvements are needed in Federal personnel office (FPO) operations. The existing literature and research in the field of public personnel administration provides little guidance as to what types of changes or interventions will improve service quality. The purpose of this study is to identify organizational variables that influence FPO service quality.

The purpose of this study was to examine the effects of parenting training on the acquisition of parenting skills and its impact on self-esteem of incarcerated mothers. The program under study is the "Mothers Inside Loving Kids" (M.I.L.K.) program, which is a holistic training/visitation program designed for incarcerated mothers.Study participants included 40 volunteer incarcerated mothers at the Virginia Correctional Center for women. The treatment group consisted of 20 participants who were already involved in the "M.I.L.K." program. Congress should establish a committee on regulatory reform. Changes that would be helpful include: 1) require benefit-cost analysis for new regulation; 2) enforce a fixed timetable for agencies to issue permits; 3) emphasize objectives sought rather than precise methods to be used; 4) use risk assessment for achieving environmental, health, and safety protection; and 5) promote regulatory justice.

Port Multipliers For Singapore: Impact On Income, Output, And Employment, Rex S. Toh, Sock-Yong Phang, Habibullah Khan

Research Collection School Of Economics

This article examines the contribution of the activities of the Port of Singapore Authority (PSA), a government-owned statutory board which operates almost all of the port related activities in Singapore, to the prosperity of the entire country, by way of multiplier analysis. Input-output analysis is used to compute the income, output, and employment multipliers of port activities, broken down into direct, indirect, and induced effects. The policy implications on port investment and maritime policy follow.

This study is an original application of resource dependence theory to research administration at public universities. It examines the extent to which and under what conditions economic development orientations can be predicted by resource dependence theory. Data analyses concentrate on the combined effects of administrative structure and variations in federal financial support on the economic development orientations of public doctorate-granting universities nationwide.

In the coastal zone, relationships between natural, social and economic processes are often intense. This complexity has led to a host of government agencies involved in the planning and management of coastal environments. Unfortunately, these institutions often work at cross purposes, generating inefficiencies and exacerbating conflict. This conflict is compounded by the increasing participation of non-governmental groups and local interests in resource use decision-making. Jonathan Taylor materials include discharge papers from June 1864 and a letter to his sisters and brother in Chattanooga, Tennessee from March 1864 discussing camp life. John Seeley materials include an envelope to Mrs. Charles Seeley (his mother) in Bridgeton, New Jersey, as well as two letters, both to his mother. The letters, from March 1862 and December 23rd of an unknown year, cover camp life, including Christmas, religion, and daily events among other topics.

Youth substance abuse in Oregon reached epidemic proportions in the early 1980s. A response to this social issue from the Governor's Office, the state legislature, and the Office of Alcohol and Drug Programs during 1983-1985 is the foundation of this case study. Oregon, a small state of three million, was faced with a growing problem of youth and adult substance abuse. Legislative leaders, agency staff, and Governor Atiyeh recognized an opportunity to create public policy to solve problems of substance abuse including crime. From December 1994 through March 1995, the D2T2M consulting group took a serious look at the future of Civic Stadium and its position in the regional community. This study was prepared for the Portland Metropolitan Sports Authority.

In an effort to develop a series of alternative scenarios on the future of Civic Stadium the group conducted an exhaustive series of interviews and a national data search.
