From Sparta To Hostomel: The Enduring Role Of Joint Forcible Entry Operations, Jonathan Maxwell Cohen Oct 2024

From Sparta To Hostomel: The Enduring Role Of Joint Forcible Entry Operations, Jonathan Maxwell Cohen

Joint Force Quarterly

This article argues that joint forcible entry operations remain relevant despite the growing threat posed by antiaccess/area-denial networks. Using the Russian assault on Hostomel Airport during the opening phase of the 2022 invasion of Ukraine as a case study, the author contends that the operation failed not because forcible entry had become obsolete, but because Russian forces were unable to isolate and expand the lodgment, protect access for follow-on forces, and integrate maneuver and supporting fires effectively. The article traces the historical development of forcible entry from ancient amphibious operations through airborne and air assault doctrine, then applies lessons from …

Better In Pairs: Divide The Indo-Pacific Theater In Half, Tim Devine Oct 2024

Better In Pairs: Divide The Indo-Pacific Theater In Half, Tim Devine

Joint Force Quarterly

This article argues that the Department of Defense should reconsider the current geographic organization of U.S. Indo-Pacific Command and create a second geographic combatant command in the region. The author contends that USINDOPACOM’s vast area of responsibility, expanding subordinate structure, growing operational demands, and increasing strategic competition with China are placing excessive strain on a single theater headquarters. Drawing on the U.S. experience in the Pacific during World War II, when separate commands under Admiral Chester Nimitz and General Douglas MacArthur divided responsibilities across the theater, the article presents a dual-command model as a historically proven way to improve span …

The Need For U.S. Stability Policing, John F. Hussey Oct 2024

The Need For U.S. Stability Policing, John F. Hussey

Joint Force Quarterly

This article argues that the U.S. military needs a dedicated stability policing capability to establish public order, protect civilians, uphold the rule of law, and consolidate gains during the transition from combat operations to postconflict stability. Drawing on U.S. experiences in Vietnam, Iraq, and Afghanistan, the author contends that military forces have often been ill prepared to perform civilian policing or train indigenous police forces, leading to overly militarized approaches that can undermine legitimacy and public trust. The article emphasizes that stability policing requires personnel with civilian law enforcement expertise, particularly during the critical period immediately following major combat operations. …

The Profession Of Arms: What Scholars, Practitioners, And Others Of Note Have Had To Say, Gregory D. Foster

Joint Force Quarterly

This article brings together foundational and contemporary perspectives on the profession of arms to consider what defines military professionalism and whether that concept remains sufficient for today’s security environment. Beginning with the officer’s commission, oath of office, and joint doctrine, the author emphasizes that military service rests on constitutional loyalty, character, competence, expertise, responsibility, ethical conduct, and public trust. The article then presents influential views from figures such as George Washington, Alexander Hamilton, Alexis de Tocqueville, Samuel Huntington, Morris Janowitz, Sir John Winthrop Hackett, Charles Moskos, Douglas MacArthur, and Martin Dempsey, highlighting recurring themes of civilian control, selfless service, professional …

Ethical Leadership Development: Highlights From The Past And A Glimpse Of The Future, Elias Ursitti, Eric J. Weis, Donald P. Loren

Joint Force Quarterly

This article traces the development of ethical leadership in the U.S. military over the past century and argues that character, integrity, and ethical judgment remain essential to the profession of arms. Using the Eisenhower School’s centennial as a framework, the authors review how military ethics have adapted to changing forms of warfare, technology, law, civil-military relations, and social expectations from the interwar period through the post–Cold War era. They highlight recurring challenges involving civilian protection, command responsibility, nuclear weapons, counterinsurgency, autonomous systems, private military contractors, diversity and inclusion, toxic leadership, and the psychological effects of war. Looking ahead, the article …

This article commemorates the 100th anniversary of the Dwight D. Eisenhower School for National Security and Resource Strategy and places the school’s development within the broader history of U.S. national security, professional military education, and the profession of arms. Founded in 1924 as the Army Industrial College in response to mobilization challenges revealed by World War I, the institution later became the Industrial College of the Armed Forces before adopting its current name in 2012. The article traces this evolution alongside major changes in U.S. defense organization, strategy, civil-military relations, and the international security environment. It also introduces a Joint …

Stop Talking To Yourself: Military Recruiting In The Modern Age, Richard R. Bell, Elizabeth Goldsmith, Robert Martinez, Donghyun Lee Oct 2024

Stop Talking To Yourself: Military Recruiting In The Modern Age, Richard R. Bell, Elizabeth Goldsmith, Robert Martinez, Donghyun Lee

Joint Force Quarterly

This article explores the Department of Defense’s military recruiting challenges and argues that outdated communication strategies are limiting its ability to connect with Generation Z. The authors contend that young people’s perceptions of military service are shaped by concerns about physical and psychological risk, separation from family and friends, career opportunities, and the military lifestyle, as well as by misinformation and selective information-sharing on digital platforms. At the same time, DOD has struggled to adapt its recruiting efforts to the new media environment and to communicate the benefits of service in ways that are relevant and credible to younger audiences. …

Considering The Utility Of Modern Blockade In A Protracted Conflict With China, Thomas A. Krasnicki Oct 2024

Considering The Utility Of Modern Blockade In A Protracted Conflict With China, Thomas A. Krasnicki

Joint Force Quarterly

This article evaluates the potential use of maritime blockade as part of a U.S. strategy for ending a protracted conflict with China. Drawing on historical examples from the American Civil War, World War I, and World War II, the author argues that blockade remains relevant because China depends heavily on seaborne energy imports and maritime trade. The article proposes a modernized approach that combines close and distant blockade operations to pressure China’s economy while reducing risk to U.S. and allied forces. Close blockade elements would focus on neutralizing Chinese shipping near contested waters, while distant blockade forces would help identify …

Cbrn Defense Readiness Reporting, Jeffrey A. French-Lujan, Taylor Harrington, Ron Fizer, Domah Diggs Oct 2024

Cbrn Defense Readiness Reporting, Jeffrey A. French-Lujan, Taylor Harrington, Ron Fizer, Domah Diggs

Joint Force Quarterly

This article argues that the Department of Defense lacks a sufficiently standardized system for assessing and reporting chemical, biological, radiological, and nuclear defense readiness across the joint force. Although the Defense Readiness Reporting System provides common measures for personnel, equipment, materiel condition, and training, current CBRN reporting requirements rely too heavily on subjective assessments and can overstate a unit’s actual ability to operate in a contaminated environment. Using the Marine Corps as a case study, the authors show how standardized training and equipment metrics can provide commanders with a more accurate picture of CBRN preparedness and operational risk. They contend …

The Implications Of The New Security Environment On The National Health Systems Enterprise, Martin Charles Bricknell, Derek Licina Oct 2024

The Implications Of The New Security Environment On The National Health Systems Enterprise, Martin Charles Bricknell, Derek Licina

Joint Force Quarterly

This article argues that the changing global security environment requires the United States to treat the military health system and the broader national health systems enterprise as strategic national capabilities rather than primarily as peacetime healthcare services. Drawing on lessons from the COVID-19 pandemic, the war in Ukraine, and growing risks of large-scale conflict, the authors contend that future crises could produce military and civilian casualty levels that exceed the capacity of existing military medical systems. They emphasize the need for military health services to operate as part of an integrated civil-military health system capable of supporting deployed forces, receiving …

The Key To Arctic Dominance: Establishing An Arctic-Focused Subordinate Unified Command, Joseph R. Blume, Nathan L. Golike, Geoffrey R. Latimer, Michael Stanski Oct 2024

The Key To Arctic Dominance: Establishing An Arctic-Focused Subordinate Unified Command, Joseph R. Blume, Nathan L. Golike, Geoffrey R. Latimer, Michael Stanski

Joint Force Quarterly

This article argues that the United States should establish an Arctic-focused subordinate unified command under U.S. Northern Command to improve unity of command, resource management, and coordination in a region of growing strategic importance. The authors contend that current responsibility for Arctic operations, divided among U.S. Northern Command, U.S. European Command, and U.S. Indo-Pacific Command, complicates command and control and weakens unity of effort. They trace how reduced sea ice, expanding shipping and resource access, Russia’s military modernization, and China’s growing Arctic activity are increasing competition and security demands in the region. After comparing subordinate unified commands, joint task forces, …

Failure To Implement Decentralization In Haiti As A Constitution Mandate, Alann Fils-Aime

Walden Dissertations and Doctoral Studies

As of 2023, after 36 years, Haiti has yet to implement decentralization successfully per its 1987 Constitution mandate. The situation that prompted this research literature is to fill the literature gap to investigate the elites' responsibilities and their neglectfulness to implement decentralization as mandated by the Constitution. The generic qualitative methodology was the selected design to better understand the reasons for Haiti, as of 2023, and after 36 years, to remain unable to implement decentralization per its 1987 Constitution mandate successfully. Policy feedback theory served as the theoretical foundation for this study. Data were collected from semistructured Zoom or telephone …

Influence Of Incomplete And Unverified Vote-By-Mail Ballots On Mail-In Voting, Susanne Lynne Timmons Oct 2024

Influence Of Incomplete And Unverified Vote-By-Mail Ballots On Mail-In Voting, Susanne Lynne Timmons

Walden Dissertations and Doctoral Studies

Vote-by-mail (VBM) ballots that were returned inaccurately during past general elections contributed to votes that were not counted in Florida. Since 2016, more than 600,000 mail ballots were not counted in the state; 73,000 were not counted in Broward County, Florida. The problem was that VBM ballots were returned as incomplete due to missing or mismatched signatures and not counted during the election processes. However, it was not known if this issue impacted voter perceptions of VBM voting. The public choice theory was the theoretical framework. The purpose of this qualitative study was to gain an understanding of voter perceptions …

Environmentalism And Antitrust, Albert H. Choi, Daniel A. Crane Oct 2024

Environmentalism And Antitrust, Albert H. Choi, Daniel A. Crane

Law & Economics Working Papers

In recent years, there has been a proliferation of interest concerning environmental issues and the application of the antitrust laws. Numerous commentators, for instance, have argued that the antitrust enforcement should adjust to reflect the environmental harm (or benefit) that is generated from a competitive condition. In this paper, we take a step back and argue that analysis of the intersection between antitrust and environmentalism should begin with more mundane questions of economics. More specifically, we argue that environmental regulations can inform antitrust analysis by considering (at least) three issues: (1) the impact of environmental regulation on the firms' production …

How Does The Reauthorization Of The Farm Bill Impact Snap?, Colleen Heflin, Camille Barbin Oct 2024

How Does The Reauthorization Of The Farm Bill Impact Snap?, Colleen Heflin, Camille Barbin

Center for Policy Research

From 2021 to 2023, food insecurity in the United States increased from 10.2% to 13.5%, and food inflation rose to nearly 20%. The Supplemental Nutrition Assistance Program (SNAP) - the largest food assistance program, in the U.S. is funded and governed by the Farm Bill – a multi-year federal omnibus bill that provides agriculture and nutrition program funding. The 2018 Farm Bill expired on September 30, 2024, and while funding for SNAP has been extended through a Continuing Resolution, program reauthorization is needed. Negotiations on a new Farm Bill have included SNAP proposals to limit state discretion on work requirements …

Because He Lives: Exploring The Resurrection Of Jesus As The Root Belief In Theologically Conservative Christians' Resistance To Climate Policy, Roger E. Prather Oct 2024

Because He Lives: Exploring The Resurrection Of Jesus As The Root Belief In Theologically Conservative Christians' Resistance To Climate Policy, Roger E. Prather

Doctoral Dissertations and Projects

The purpose of this dissertation is to contribute to the ongoing and constantly evolving investigation into Christian attitudes about environmental issues generally and skepticism about climate change and climate policy specifically. This purpose is achieved primarily in two ways. First, it seeks to distinguish and disambiguate between skepticism about climate change among theologically conservative American Christians and skepticism about climate change policy. The study contributes to the academic literature by synthesizing two bodies of literature: that dealing with American Christians’ beliefs and climate change and that dealing with the nature of climate skepticism. Using the insights of Niklas Luhmann’s Social …

Can Officers Confidently Query State Vanity Plates & Account For License Plate Reader Inaccuracies?, Matthew Adam Simon Oct 2024

Can Officers Confidently Query State Vanity Plates & Account For License Plate Reader Inaccuracies?, Matthew Adam Simon

Doctoral Dissertations and Projects

This research explored whether Massachusetts police officers in Hampden County struggle to query state vanity plates through their mobile data terminals. When officers fail to attain a valid query response from their electronic inquiries, they cannot positively identify any pertinent data relating to a target vehicle. Consequently, the obstacles tied to this potential problem could provide criminals with an insulative layer of anonymity that shelters them from detection. This study employed a cross-sectional quantitative approach that sampled 164 police officers with traffic enforcement duties across Hampden County, MA. The study asked officers to answer a scalable questionnaire concerning their confidence …

An Ethnically Balanced Male Perspective Towards Police Officers Seeking Mental Health Counseling: A Hermeneutic Phenomenological Study, Arturo Parra

Doctoral Dissertations and Projects

This phenomenological study will aim to understand an ethnically balanced male perspective toward police officers seeking mental health counseling. Police Officers are routinely exposed to stressful and traumatic events, leading to acute and chronic disorders, mental illnesses, suicide ideation, and suicide, as research has indicated. Mental health counseling can play an essential role in intervention into mental health illness, providing critical tools to police officers to handle stress and potential mental illness. However, reluctance among the police community to seek mental health counseling continues to be prevalent. Possible cause for this reluctance are suggested through research as a direct result …

A Qualitative Study Of Federal Employee Whistleblowing And Reprisal For Whistleblowing, Bruce S. Mclean Oct 2024

A Qualitative Study Of Federal Employee Whistleblowing And Reprisal For Whistleblowing, Bruce S. Mclean

Doctoral Dissertations and Projects

Federal employee whistleblowing is essential to holding government officials accountable. The U.S. Office of Special Counsel (OSC) was established in 1979 to provide a secure channel for federal government employees to report wrongdoing while protecting them from reprisal. More statutory protections were enacted with the Whistleblower Protection Act (WPA) in 1989; however, deficiencies in the WPA led to the eventual passage of the Whistleblower Protection Enhancement Act in 2012. The problem is that the literature on whistleblowing fails to distinguish the OSC as the Executive Branch whistleblower protection agency nor recognize its annual reports and surveys as the only known …

Comparison Of Redevelopment Policies, Gentrification, And Disparate Impact In Tallahassee, Dallas, And San Diego, William Dorsey Oct 2024

Comparison Of Redevelopment Policies, Gentrification, And Disparate Impact In Tallahassee, Dallas, And San Diego, William Dorsey

Doctoral Dissertations and Projects

Previous studies found that the economics of poverty are closely tied to property values, education, and employment. Racial disparity in income also exists today. Part of this is attributed to mass gentrification through Urban Renewal Administration programs that legally displaced entire Black neighborhoods under the purview of the Housing Act of 1954 prior to the Fair Housing Act of 1968. For example, Harlem Park was vacated and redeveloped using eminent domain. Critical Race theorists claim that these programs continue today using colorblind policies and secondary discrimination. This dissertation sought to develop a theoretical understanding of the impact ideology has on …
