The investigators determined that the victim used his detector over the two meter clearance lane he was working. He then put on an anti-fragment jacket and a helmet to start prodding. During the prodding he "made mistake by inserting excessive pressure on the top of the mine…"

Marine Farm Planning And Consultation Processes In Western Australia, Dave Everall Aug 1997

Marine Farm Planning And Consultation Processes In Western Australia, Dave Everall

Fisheries Management Papers

The development of a sustainable aquaculture industry in Western Australia is considered to be a high priority by the Government. The marine farming industry has a bright future in Western Australia, but there is a need to balance its developing needs for suitable waters with those of existing activities, and with community expectations for accountability and transparency in the resolution of equity and resource sharing decisions. The purpose of this report is to review the existing planning and consultation processes for pearling and aquaculture in WA and recommend how they may be improved and incorporated into a single process. It …

Toward An Economic Development Strategy For The County Of Middlesex, Stephen Evans Aug 1997

Toward An Economic Development Strategy For The County Of Middlesex, Stephen Evans

MPA Major Research Papers

This paper examines the factors that are necessary in the successful adoption of an economic development strategy in Middlesex County based on an analysis of Census data pertaining to population, gender, age, income, education, employment, housing, and agriculture and an investigation of the governance issues in the region. The findings reveal that in order to overcome conflict among constituent municipalities and foster a sense of cooperation between them, decisions about economic development initiatives must be removed from the political realm and placed in the hands of local, appointed business actors.

Humanizing The Downsizing Process: A Review Of A Recent Downsizing Process In Three Conservation Authorities, Thomas Prout Aug 1997

Humanizing The Downsizing Process: A Review Of A Recent Downsizing Process In Three Conservation Authorities, Thomas Prout

MPA Major Research Papers

This paper examines the ways in which the negative effects of downsizing can be reduced based on a survey of stakeholders involved in the downsizing processes of three conservation authorities in Ontario – Ausable Bayfield, Saugeen Valley, and Upper Thames River. The findings reveal that the most important factor to consider with respect to downsizing is whether there are good human resource management practices in place long before the downsizing process is to occur.

Why Targets Of Regulations Do Not Comply: The Case Of Conservation Compliance In The Corn Belt, J. Dixon Esseks, Steven E. Kraft, Edward J. Furlong Aug 1997

Why Targets Of Regulations Do Not Comply: The Case Of Conservation Compliance In The Corn Belt, J. Dixon Esseks, Steven E. Kraft, Edward J. Furlong

Center for Great Plains Studies: Staff and Fellows Publications

This article employs survey data to test hypotheses about Corn Belt farmers’ intentions to apply conservation compliance plans. The data came from winter 1995 telephone interviews with a random sample of 839 farmers in that five-state region who had USDA-approved plans for their high4 erodible cropland For ethical and practical reasons noncompliance was measured indirectly-the respondents’ estimates of the percentage of their peers in the county who would “not apply their plans to any meaningful extent in 1995.” Regression analysis found that, as predicted by deterrence theory, farmers who believed in high probabilities of violations being detected or penalized were …

Are Union Jobs Worse? : Are Government Jobs Better?, John S. Heywood, W. S. Siebert, Xiangdong Wei Aug 1997

Are Union Jobs Worse? : Are Government Jobs Better?, John S. Heywood, W. S. Siebert, Xiangdong Wei

Centre for Public Policy Studies : CPPS Working Paper Series

The determinants of job satisfaction are estimated from difference equations using four waves of the British Household Panel Study. We find that those moving into union jobs report a drop in overall job satisfaction and those moving into the public sector an increase. This finding reduces the likelihood that cross-sectional results showing lower overall job satisfaction for union members and higher satisfaction for public sector workers reflect individual-specific effects (endogeneity). However, we find that cross-sectional results on satisfaction with the working environment and with pay do, indeed, reflect individual-specific effects. Our difference equations indicate that while union workers complain more …

How The Fruits Of Growth Were Distributed Among Working-Age Families In The United States And Germany In The 1980s, Richard V. Burkhauser, Amy D. Crews, Mary C. Daly Aug 1997

How The Fruits Of Growth Were Distributed Among Working-Age Families In The United States And Germany In The 1980s, Richard V. Burkhauser, Amy D. Crews, Mary C. Daly

Center for Policy Research

We use cross-sectional and longitudinal data from Germany (Socio-Economic Panel) and the United States (Panel Study on Income Dynamics) to show how the income distribution changed over the 1980s business cycle in these two countries. Consistent with other researchers we find income inequality in the United States increased over the peak years of the 1980s business cycle and that the middle of the income distribution shrank. However, we also find that the great bulk of the disappearing middle shifted to the right— became richer— over the period. Hence, it was disproportionate gains from growth rather than the “immiseration” of the …

Expensive Children In Poor Families: Out-Of-Pocket Expenditures For The Care Of Disabled And Chronically Ill Children And Welfare Reform, Anna Lukemeyer, Marcia K. Meyers, Timothy M. Smeeding Aug 1997

Expensive Children In Poor Families: Out-Of-Pocket Expenditures For The Care Of Disabled And Chronically Ill Children And Welfare Reform, Anna Lukemeyer, Marcia K. Meyers, Timothy M. Smeeding

Center for Policy Research

This study explores one aspect of the costs experienced by low-income families with one or more special needs children: direct, out-of-pocket expenses for items related to the child’s disability, such as special foods, transportation to medical clinics, or medical costs not covered by insurance. We find that almost half (46 percent) of a sample of California AFDC families with special needs children experienced some special expenses in the preceding month. About 20 percent of these low-income families experienced total costs exceeding $100. Families with severely disabled children were more likely to experience costs and tended to experience higher costs. While …

Placing A Lid On Marginal Tax Rates: A New Way To Simplify The Income Tax Structure, John Yinger Aug 1997

Placing A Lid On Marginal Tax Rates: A New Way To Simplify The Income Tax Structure, John Yinger

Center for Policy Research

Thanks to the phasing out of exemptions and excess itemized deductions and to the alternative minimum tax, the federal income tax rate schedule is difficult to draw, to understand, and to connect with any tax principle. Moreover, some taxpayers now face unreasonably high marginal tax rates. This paper proposes a new approach that simplifies the income tax system at its point of intersection with taxpayers; sets absolute upper and lower bounds on true marginal tax rates; and allows for the phasing out of any or all exemptions, deductions, or other tax preferences according to clear principles. This approach can achieve …

The Economic And Fiscal Impact Of Lake Remediation On Onondaga County, William Duncombe, Shannon Felt, James R. Follain, Bernard Jump Jr. Aug 1997

The Economic And Fiscal Impact Of Lake Remediation On Onondaga County, William Duncombe, Shannon Felt, James R. Follain, Bernard Jump Jr.

Center for Policy Research

This is the fourth and final report to the Onondaga Lake Management Conference about the economic and fiscal implications for Onondaga County of court-mandated expenditures for sewer-related remediation of Onondaga Lake. Exactly how much remediation will cost and what, precisely, will be the technical specifications of the plan that is finally approved by the court are both still to be decided. Yet, there is little doubt that an undertaking of the dollar magnitude contemplated for lake remediation has the potential to affect the fiscal condition of the county and the future health of the local economy.

Trends. Can Accountability Be Accountable? General Fogleman Requests Retirement, Ibpp Editor Aug 1997

Trends. Can Accountability Be Accountable? General Fogleman Requests Retirement, Ibpp Editor

International Bulletin of Political Psychology

Ultimately military personnel deal with life and death Issues--even if for many of these personnel the likelihood of the ultimate is very remote. Requiring accountability for these personnel--the taking of responsibility for one's actions and their consequences--is a sound abstract principle. However, it too easily breaks down in concrete instances.

Generational Dependency And Elderly Care : A Psychological Interpretation Of Cultural Norms And Exchange, Ying Yi Hong, William T. Liu Aug 1997

Generational Dependency And Elderly Care : A Psychological Interpretation Of Cultural Norms And Exchange, Ying Yi Hong, William T. Liu

Centre for Public Policy Studies : CPPS Working Paper Series

ln spite of the complexity of such dynamic relationships in the caregiving system, the literature shows that dominant research paradigm has places elderly care in the framework of a simple, unqualified social exchange theory. The primary goal of this paper to critique research approach based on the social exchange theory. First, we wish to discuss how the exchange theory lies at the heart of the debate between the proponents and opponents of having family members as the primary care providers for elderly. We wish to review the basic assumptions that social exchange theory holds about caregiving relationships. Second, we suggest …

What Should We Do About Global Warming? Weighing The Pros And Cons, Murray L. Weidenbaum Aug 1997

What Should We Do About Global Warming? Weighing The Pros And Cons, Murray L. Weidenbaum

Murray Weidenbaum Publications

The most controversial environmental issue facing the country today is how to respond to the pressure to fight global warming by substantially reducing emissions of carbon dioxide (CO2), the leading greenhouse gas. The United States has reached a point where it is personally and professionally dangerous, if not foolhardy, to criticize in any way any proposal to "do more for the environment." Nevertheless, in advance of the massive UN Framework Convention on Climate Change meeting in Kyoto, Japan in December 1997, this paper suggests that we should examine the seriousness of the problem and the feasibility of the suggested solution.

A New Role For Transparency, Ann Florini Aug 1997

A New Role For Transparency, Ann Florini

Research Collection School of Social Sciences

Arms control has traditionally dealt with limiting the means of destruction. When the greatest threa to security came from the potential for organized violence inflicted by an external enemy against a state, arms control logically sought to limit that danger. But as the threats to security have become more diffuse, policy-makers will need to draw on a wider repertoire of tools to reduce the potential destructiveness of less organiized threats, and even emerging unintended dangers. The article examines the problems of nuclear proliferation and environmental toxification over the long term, describes why these problems will require a transparency-based approach, and …

Two witnesses "who at this stage were only one metre from the deminer" described his attempts at excavation as "futile" because the ground was too hard. The victim used water to try to soften the ground but this did not help. He excavated for about eight minutes before the detonation occurred at 08:15. The blast was "within half a metre of his body". The victim received injuries to his face "and may well lose his sight… his right forearm was later amputated….his right leg has fragmentation injuries". The victim was wearing a "fragmentation vest" and a visor (both damaged). The …

The document stated that the victim was called to confirm the presence of a mine by one of his colleagues. He turned to comply, and as he did so his foot slipped "on a piece of wood" and he fell over. As he got up "he put his foot outside the cleared lane and detonated a PMA-3 which was buried and not visible".

On the day of the accident a truck initiated a mine with its right front wheel as it turned onto the verge to unload. The driver was sitting above the wheel that caused the detonation. He escaped from the cab before it caught fire. He was taken to hospital but later discharged in "good health". The blast wave threw the truck one-meter forward, destroyed the wheel and made the cab and front tyres catch fire. [Photographs indicate minimal blast damage to the cab above the wheel arch – implying deflagration rather than detonation of the device, or an incendiary/small blast …

The investigators determined that the victim was clearing a portion of the minefield with bushes, grass and defensive wire. While he was searching for a tripwire with the feeler, the deminer set off a tripwire-controlled device with the feeler. He was not wearing a helmet and visor at the time.

The document stated that the deminers were working on a bare and stony slope. They were "familiar with the ground" and the minefield record. The victim stood at the edge of the mined area, stepped into it and saw a GORADZE mine. He asked a deminer behind him (the report records that the second man was "unprotected") to confirm the identification and moved forward. As he did so he stepped on a mine that he had not seen. As he fell backwards he detonated a second mine that he had failed to detect.

The investigators determined that the victim had checked the area with a detector then started to cut the grass and bush with a sickle. He stepped on a mine that he has missed at the end of his work on the previous day. The investigation was limited by bad security in the area and the investigators were unable to validate a claim that the Schiebel detector signalled constantly and so was unreliable.

Prior to the accident the Team Leader had "used a machete to clear foliage and to inspect uncleared ground" in the accident lane. He did not use a detector or prodder. He advanced ten metres in this way, then handed over to the victim. The ten metres were counted as "cleared". The Team Leader was reported to have "used this system on other occasions to encourage deminers to clear areas faster". He was not wearing any protective equipment. During this time he missed what the report states was a "PMA" [I infer a PMA-3]. The deminers returned to work and …

The victim [who was wearing protective equipment including leggings] took over clearance at the new end-of-lane and had cleared about five metres when he stepped on a mine that may have been "concealed below a small rock". The Team Leader was close to the victim. Three other deminers hurried along the lane to his assistance and they carried the victim to the Control Point where the medic attended him. The victim suffered "bruising and flesh injuries to his lower leg and fractures to his left foot". He was not expected to require amputation. It took "approximately 15 minutes" to reach …
