Turnout And Partisanship In Tennessee Elections, Lillard E. Richardson Jr., Grant W. Neeley Jan 1998

Turnout And Partisanship In Tennessee Elections, Lillard E. Richardson Jr., Grant W. Neeley

Political Science Faculty Publications

To understand the forces shaping current Tennessee politics, we discuss two fundamental concepts of Tennessee's electoral system: voting turnout and partisanship. These two concepts are easily illustrated by two questions. First, how many people participate in elections in the state? Second, whom do Tennesseans elect to represent them? While we use a historical perspective to inform the analysis, we are generally more interested in the forces shaping politics in Tennessee today.

Nonlethal Weapons: A British Review, Robert J. Bunker Jan 1998

Nonlethal Weapons: A British Review, Robert J. Bunker

CGU Faculty Publications and Research

Hundreds of documents and articles have been published about nonlethal weapons (NLW) since the 1960s. However, few books had been published on the subject. As NLW significance becomes more recognized for the operational advantages they provide in the Western urban and "failed-state" settings, more books are appearing. Malcolm Dando's book A New Form of Warfare: The Rise of Nonlethal Weapons and Nick Lewer and Steven Schofield's book Nonlethal Weapons: A Fatal Attraction? Military Strategies and Technologies for 21st-Century Conflict are two of the first books to appear. All three authors are academics with ties to the fields of peace studies …

La Pine North: Two Futures, Deborah A. Howe, William A. Rabiega Jan 1998

La Pine North: Two Futures, Deborah A. Howe, William A. Rabiega

Center for Urban Studies Publications and Reports

This paper provides a vision of how accommodating such high growth may affect one rural residential area of the county, La Pine North. It will first draw a profile of La Pine North as it exists currently. Then, two possible futures for that space and its residents will be depicted. These futures represent the minimal and the most radical responses to the present and intensifying problem of nitrate/nitrogen pollution of ground water in the area. The "Restricted Growth" scenario assumes that the only response to the pollution problem will be the requirement of sand filter septic systems for replacement and …

Differentiating Regulation Of Public And Private Institutions: A Preliminary Inquiry, Jonathan G.S. Koppell Jan 1998

Differentiating Regulation Of Public And Private Institutions: A Preliminary Inquiry, Jonathan G.S. Koppell

Publications from President Jonathan G.S. Koppell

Twenty years ago, James Q. Wilson and Patricia Rachal argued that government cannot regulate itself. In an era of revived federalism, increased reliance on contractors, and proliferation of quasi-public organizations, the importance of government self-regulation is greater than ever. This paper tests an underlying assumption of Wilson and Rachal's claim: that regulation of public and private organizations can be differentiated. Employing a meta-research design, this pilot study uses existing regulatory case studies to create "regulatory relationship profiles" for public and private organizations. These profiles include information on the structure of the regulator, the intent of the regulation, the enforcement tools …

1996 Welfare Reform: Effects On Single-Parent Families In Rural Minnesota, Philip M. Kern Jan 1998

1996 Welfare Reform: Effects On Single-Parent Families In Rural Minnesota, Philip M. Kern

Honors Theses, 1963-2015

In 1996, historic legislation redirected and changed our national system of welfare, a structure that had been in place for over 60 years. Despite minor tinkering in various years since the 1960s, the distribution of welfare in this country for the most part has fallen under the same guidelines since its creation. However, the recent changes, at both the national and state levels, will have a profound impact on the lives of the most disadvantaged Americans. In this thesis, I will explain the 1996 national and state welfare reform laws and how they fail to provide the necessary solutions for …

Personal As Professional, Kiran Bedi Jan 1998

Personal As Professional, Kiran Bedi

IIMB Management Review

The first woman to join the Indian Police Service, Kiran Bedi has always made headlines, whether as Deputy Director, Narcotics Control Board or Inspector General, Prisons. The Police Medal for Gallantry which was awarded to her in 1979 and more recently, the Magsaysay Award for Government Service in 1994, seem to represent two ends of a spectrum but to her they are "a cumulative upsurge of goodwill through redressal". Currently Special Secretary to the Lieutenant Governor of Delhi, Bedi shared with Management Review, her recipe to revolutionise the Indian administration-a sensitive individual approach to bring in transparency, accessibility and accountability.

Community-Based Aids Prevention And Care In Africa: Results Of Four Action-Research Interventions In East And Southern Africa, Ann Leonard, Esther Muia

HIV and AIDS

The Community Counseling Aides (CCA) project operating with support from the National AIDS Control Programme (NACP) in Uganda, is a government initiative being carried out in collaboration with local communities. As the Ministry of Health seeks to develop local capacity to support and operate these efforts at the community level, it has identified the need to improve the skills of local project staff so that they may begin to assume the responsibility for monitoring and evaluating their own program performance. This is part of an overall strategy on the part of the Ugandan Government to decentralize control and allocation of …

IIMB Management Review

With the general elections to the federal parliament now complete, a government in place at the centre and the political fall out of the country's nuclear tests under reasonable control, it is time perhaps to get on with the unfinished agenda of action for the future. Foremost among the pressing priorities before the country is the need to upgrade and reorient education at all levels, primary, secondary, university and professional, to provide the leading edge to the nation as it enters the next millennium. Round Table this time takes a critical look at the state of management education in India …

Mexico: The Case For Creation Of A National Court Of Human Rights, Nauhcatzin T. Bravo-Aguilar Jan 1998

Mexico: The Case For Creation Of A National Court Of Human Rights, Nauhcatzin T. Bravo-Aguilar

LLM Theses and Essays

The continuing oppression and violation of human rights in Mexico is predicated on the abuse of executive power, suppression of the powers of the Comision Nacional de Derechos Humanos (the National Commission for the Protection of Human Rights), and the usurpation of the authority of the judiciary. This thesis conducts a comparative analysis of the protection of human rights under the Constitution of the United States, the German Basic Law, and the Constitution of Mexico. It analyses the concept of the judicial review of executive and legislative powers and advocates for the establishment of a National Court of Human Rights …

Four Commentaries: How We Can Better Protect Children From Abuse And Neglect, Leroy H. Pelton Jan 1998

Four Commentaries: How We Can Better Protect Children From Abuse And Neglect, Leroy H. Pelton

Social Work Faculty Research

The fundamental structure of the public child welfare system is that of a coercive apparatus wrapped in a helping orientation. Agencies ostensibly having the mission to help are mandated to ask whether parents can be blamed for their child welfare problems, and these agencies have the power to remove children from their homes. Thus, the public child welfare agency has a dual-role structure: On one hand, the agency attempts to engage in prevention and support, and to promote family preservation; on the other hand, it also has the task of investigating complaints against parents and removing children from them. This …

Financing Higher Standards In Public Education: The Importance Of Accounting For Educational Costs, William Duncombe, John Yinger Jan 1998

Financing Higher Standards In Public Education: The Importance Of Accounting For Educational Costs, William Duncombe, John Yinger

Center for Policy Research

Performance standards have been at the center of recent debates on educational reform. Many states have implemented new performance standards, often based on student test scores, and a district's state aid is sometimes linked to its success in meeting the standards. This focus on performance is designed primarily to promote better student achievement by holding schools accountable. However, a school's performance is influence not only by the actions of its administrators and teachers but also by factors outside its control, such as the nature of its student body. Thus, a focus on performance is inevitably unfair, especially to cities, unless …
