Incentives And Obstacles Influencing Higher Education Faculty And Administrators To Teach Via Distance, S. Kay Rockwell, Jolene Schauer, Susan Fritz, David B. Marx Jan 1999

Incentives And Obstacles Influencing Higher Education Faculty And Administrators To Teach Via Distance, S. Kay Rockwell, Jolene Schauer, Susan Fritz, David B. Marx

Department of Agricultural Leadership, Education, and Communication: Faculty Publications

This study examined incentives that encourage faculty to develop educational opportunities via distance and obstacles that discourage them from doing so. The primary incentives centered on intrinsic or personal rewards. These rewards included opportunities to provide innovative instruction and apply new teaching techniques as well as self-gratification, fulfilling a personal desire to teach, recognition of their work, and peer recognition. Other incentives included extending educational opportunities beyond the traditional institutional walls so place-bound students have access and release time for faculty preparation. The major perceived obstacles related to time requirements, developing effective technology skills, and assistance and support needs. Monetary …

Human Resource Development: The Case Of The Civil Service Sector In The Sultanate Of Oman, Saleh Alkhamyasi

Theses and Dissertations

Human capital is a crucial element in the production equation of any organization. Since organizations are open systems that ought to adapt to their dynamic environment within which they operate, human resources should be developed , nourished and empowered to shoulder their task. This thesis explored the issue of human resource development (HRD) in the civil service sector in the Sultanate of Oman, a country situated in the Southeastern corner of the Arabian peninsula. The objectives behind this research were to examine the following: • To describe and define the Civil Service policy and practice of HRD in the Sultanate …

In Harm's Way: The Continued Relevance Of The U.S. Navy's Forward Presence Mission In The Post-Cold War World, Christopher B. Earls Jan 1999

In Harm's Way: The Continued Relevance Of The U.S. Navy's Forward Presence Mission In The Post-Cold War World, Christopher B. Earls

Graduate Theses/Dissertations

With the breakup of the Soviet Union, the United States Navy has seen the fleet shrink from nearly 600 ships in 1988 to 320 ships in 1999, with a planned reduction to 305 ships by 2004. While the fleet has been reduced by nearly 50 percent over the last decade, the deployment of U.S. naval forces has continued at near-Cold War levels. The result is a mismatch between the national security requirements that naval forces are called on to support, and the forces available to meet those requirements. Some have suggested that the traditional forward presence mission of the Navy-Marine …

What Does Smart Growth Mean For Housing?, Karen A. Danielsen, Robert E. Lang, William Fulton Jan 1999

What Does Smart Growth Mean For Housing?, Karen A. Danielsen, Robert E. Lang, William Fulton

Public Policy and Leadership Faculty Research

Barely noticed amid the returns from the 1998 midterm elections was a quiet revolution that goes to the heart of how and where Americans live. While most news accounts focused on the high-profile candidate elections, voters across the nation-in Democratic and Republican areas alike-approved more than 160 state and local ballot measures intended to preserve open space and limit urban sprawl.

The coalition forming around the idea of limiting sprawl includes environmentalists, farmers, big-city mayors, and some developers. But perhaps most important, the so-called "smart growth" movement also includes many suburban voters who are fed up with growth. For example, …

Multiple Stochastic Learning Automata For Vehicle Path Control In An Automated Highway System, Cem Unsal, Pushkin Kachroo, John S. Bay Jan 1999

Multiple Stochastic Learning Automata For Vehicle Path Control In An Automated Highway System, Cem Unsal, Pushkin Kachroo, John S. Bay

Electrical & Computer Engineering Faculty Research

This paper suggests an intelligent controller for an automated vehicle planning its own trajectory based on sensor and communication data. The intelligent controller is designed using the learning stochastic automata theory. Using the data received from on-board sensors, two automata (one for lateral actions, one for longitudinal actions) can learn the best possible action to avoid collisions. The system has the advantage of being able to work in unmodeled stochastic environments, unlike adaptive control methods or expert systems. Simulations for simultaneous lateral and longitudinal control of a vehicle provide encouraging results

Incident Management In Intelligent Transportation Systems, Kaan Ozbay, Pushkin Kachroo

Electrical & Computer Engineering Faculty Research

Since the conception of Intelligent Transportation Systems (ITS) in the 1980s, many transportation researchers have also worked on the development of incident management models and integrated systems for real-time operations. ITS created the required infrastructure for collecting, processing, and managing real-time traffic data that can be used to develop on-line incident management strategies. This book provides the reader with a broad picture of the overall incident management process in the context of ITS along with a quick review of the models and systems developed by numerous researchers worldwide. This book is a direct result of the long-term incident management research …

Poverty, Gender, and Youth

Egypt holds a unique place among developing countries due to its longstanding commitment to gather information on the numbers and well-being of its population. But until now, there has never been a systematic effort to gather data on the group of young Egyptians poised between childhood and adulthood—its adolescents. Today, Egypt has the largest cohort of adolescents in its history, more than 13 million boys and girls between the ages of 10 and 19 according to its 1996 census. Their experiences during the transition to adulthood will profoundly affect how the nation makes its transition into the next century. This …

Social Protection For The Poor In The Developed World: The Evidence From Lis, Timothy Smeeding, Katherine Ross

Center for Policy Research

This paper presents data and analysis on the antipoverty effectiveness of safety nets in eight rich nations using data from the Luxembourg Income Study (LIS). We find that national safety nets are quite varied and that the most expensive ones (in terms of budgetary cost) are also the most effective. The paper concludes with some suggestions for the construction of effective safety nets in developing nations.

Unfulfilled Promises: Women's Rights In Egypt, Nemat Guenena, Nadia Wassef Jan 1999

Unfulfilled Promises: Women's Rights In Egypt, Nemat Guenena, Nadia Wassef

Poverty, Gender, and Youth

Today, there is almost no field into which Egyptian women have not ventured, yet their status in society remains unequal to that of men. While many factors account for the prevailing gender gap, male-dominated institutions have continued to relegate women’s concerns to a low priority, impeding their progress. This monograph contends that recent public discourse in Egypt is dominated by the conservative polemics of the Islamists and that the state, in its attempt to contain the Islamists, has subordinated women’s issues to its own concerns for security and legitimacy. Renewed appeals urging women to retreat to the private sphere and …

Zoning Restrictions On Location Of Adult Businesses, Alan C. Weinstein Jan 1999

Zoning Restrictions On Location Of Adult Businesses, Alan C. Weinstein

All Maxine Goodman Levin School of Urban Affairs Publications

This year's report concentrates on recent legal developments concerning regulation of the location of "adult entertainment businesses." Such regulations raise serious constitutional issues because the First Amendment's guarantee of freedom of expression extends to non-obscene sexually oriented media. The U.S. Supreme Court, however, has established that local government may single out adult businesses for special regulatory treatment in the form of locational restrictions if the local government can show a substantial public interest in regulating such businesses unrelated to the suppression of speech and if the regulations allow for "reasonable alternative avenues of communication," which essentially translates into a reasonable …
