Magnetic Fragment Collection, James Trevelyan

The Journal of Conventional Weapons Destruction

In a typical manual mine clearance operation, deminers often spend nearly all of their time finding metal fragments in the search for anti-personnel mines. Often there is too much metal to be able to use metal detectors: then the deminers have to probe an entire minefield by hand, every 25 - 50 mm apart, or even dig through thousands of square metres of ground by hand.

An Analysis Of Implementation Issues Relating To Chip Cost-Sharing Provisions For Certain Targeted Low Income Children, Sara J. Rosenbaum, Anne Rossier Markus, Dylan Roby Jun 1999

An Analysis Of Implementation Issues Relating To Chip Cost-Sharing Provisions For Certain Targeted Low Income Children, Sara J. Rosenbaum, Anne Rossier Markus, Dylan Roby

Health Policy and Management Issue Briefs

This analysis, prepared for the Health Care Financing Administration and the Health Resources and Services Administration, examines issues that arise under laws designed to avert excessive cost-sharing in the case of low income families whose children participate in the State Children’s Health Insurance Program (CHIP). High cost-sharing has been shown to significantly affect children’s participation in insurance programs, as well as their utilization of health services. As a result, the Federal CHIP legislation, while permitting cost-sharing under certain circumstances, also places limitations on the total amount of cost-sharing to which families can be exposed for services covered by State CHIP …

What Kind Of World Do We Want?, V Kurien Jun 1999

What Kind Of World Do We Want?, V Kurien

IIMB Management Review

Let the market resolve it' is India's new mantra, ever since globalisation and liberalisation ushered in a new economy, and with it, a new philosophy. Our bureaucrats have shifted from the jargon of doctrinaire socialism to the far more glamorous jargon of the bornagain capitalist. But is the market really as omniscient and just as we have begun to believe it is? The market has operated for most of this century in a world where poverty, hunger, disease and need are endemic; a world poised on the precipice of war, civil disorder and anarchy. Padma Vibhushan V Kurien, India's milkman …

America's Changing Attitudes Toward Welfare And Welfare Recipients, 1938-1995, Laurie Macleod, Darrel Montero, Alan Speer Jun 1999

America's Changing Attitudes Toward Welfare And Welfare Recipients, 1938-1995, Laurie Macleod, Darrel Montero, Alan Speer

The Journal of Sociology & Social Welfare

This paper examines American national public opinion on welfare, welfare recipients, and the government's role in welfare programs. The data were gathered from published public opinion polls of national samples of adults taken between 1938 and 1995. The findings indicate that public opinion has remained relatively stable over this 57-year period, with the majority of Americans believing that the government has a responsibility to help those in need. At the same time, the majority of those polled believed that the government spends too much on welfare. The findings also show that the public is in favor of reducing income differences …

Social Security And The Incremental Privatization Of Retirement Income, Neung-Hoo Park, Neil Gilbert Jun 1999

Social Security And The Incremental Privatization Of Retirement Income, Neung-Hoo Park, Neil Gilbert

The Journal of Sociology & Social Welfare

This study examines the process of "incremental privatization" of retirement income--a slow decline in the proportion of retirement income from Social Security relative to retirement income derived from employerprovided pensions (private and government) and IRA-type Accounts. The findings reveal that since the mid 1970s the elderly in the bottom 40% of the income distribution experienced a minimal increase in retirement income from pensions other than Social Security, while those in the upper ranges showed steady gains in income from private sources. This trend is accompanied by increasing inequality in the ratio of retirement income of those in the lower quintiles …

The primary cause of this accident is listed as a "Management/control inadequacy" because the system of sending out Level 1 survey teams without protection is inherently and obviously dangerous. To expect the surveyors to always be able to correctly assess an area prior to entering it implies a lack of knowledge and/or thought on the part of those who devised the system. The parameters of survey seem to have been confused, with inadequate SOPs and the surveyors having no clear idea of the limitations of their work. With the work ill defined, the training cannot have been appropriate, so the …

Globalization, Stateless Capitalism, And The International Political Economy Of Tonga’S Satellite Venture, Anthony Van Fossen Jun 1999

Globalization, Stateless Capitalism, And The International Political Economy Of Tonga’S Satellite Venture, Anthony Van Fossen

Pacific Studies

Globalization has led some Pacific Islands countries into ventures that use their sovereignty to advance private interests against regulation by metropolitan states. Tongasat, Tonga’s innovative satellite enterprise, is one such recent initiative in “stateless” capitalism that has deep structural similarities with flags of convenience and offshore tax havens. The microstate has claimed a disproportionate percentage of geostationary slots and succeeded in filling a number of them. Tongasat’s emergence is analyzed in terms of the contemporary world-system, declining U.S. hegemony over the global satellite regime (creating opportunities for independent entrepreneurs), and the end of the cold war (making inexpensive Russian satellites …

The Role Of Access In Evaluating Distance Learning Program Effectiveness, Carole A. Richardson Jun 1999

The Role Of Access In Evaluating Distance Learning Program Effectiveness, Carole A. Richardson

Dissertations

Distance learning technologies are increasingly used within public post-secondary institutions as a way to deliver courses to students remote from the home campus. Many proponents of distance learning argue that its use provides a method for reaching the educationally undeserved, i.e., those who lack access to higher education. If a distance learning program decreases access barriers, then it is congruent with traditional American values of providing universal access to education to all citizens. Distance learning program evaluation strategies, therefore, need to include a means of measuring the extent to which access goals are met.

The purpose of this study is …

Evaluation Of The Lloyd District Parking Programs, City Of Portland: The Impacts Of Parking Pricing And Transportation Management Association Programs In A High-Density, Mixed-Use District, Martha J. Bianco

Center for Urban Studies Publications and Reports

This is the final report of the Lloyd District transportation management program and the subsequent survey.

During the one year that had elapsed between the implementation of the Lloyd District transportation and management programs and the survey information collected in this study, the drive alone mode for the trip to work by employees in the Lloyd District had decreased by 7 percent. For the District as a whole, the drive alone commute share is about 56 percent. These are remarkable achievements.

Development And The Environment: A Case Study About The First Attempted Creation Of A Texas Coastal Conservation District, Rene De La Rosa Jun 1999

Development And The Environment: A Case Study About The First Attempted Creation Of A Texas Coastal Conservation District, Rene De La Rosa

Theses and Dissertations - UTB/UTPA

In 1991, the American General Insurance Corporation desired to create a $2.5 billion ``ecotourism'' resort in Willacy County, Texas. Unfortunately, the land the Corporation owned was located within the Coastal Barrier Resource System which does not allow federal flood insurance for any construction in the area due to it's proximity to ``Hurricane Alley''. American General's plan to build hinged on a three-pronged attack at the federal, state, and county levels. At the federal level, AG was shut out except for some minor concessions. At the county level, a municipal utility district (MUD) was established to help with building the infrastructure …

Globalisation And Singaporean Transmigration: Re-Imagining And Negotiating National Identity, Lily Kong Jun 1999

Globalisation And Singaporean Transmigration: Re-Imagining And Negotiating National Identity, Lily Kong

Research Collection School of Social Sciences

Within the context of globalisation that confronts the world today, I aim in this paper to illustrate one particular state's attempts at constructing a 'nation' amidst efforts to encourage its citizens to globalise, actions which are ostensibly, or at least, potentially, contradictory; and to analyse how these citizens who became transmigrants construct and negotiate their sense of 'nation' and national identity. Specifically, my empirical questions centre on Singaporean transmigrants working in China. I ask the following questions. What happens to the sense of national identity among Singaporeans and their relationship with the 'nation' when confronted with transnational conditions? What are …

Space, Culture And Power: New Identities In Globalizing Cities By AyşE ÖNcü; And Petra Weyland, Lily Kong

Research Collection School of Social Sciences

The book is tantalizingly titled, promising to draw together between the covers of a single volume empirical analyses of several key notions, namely, space, culture, power, identity and globalization. It is attractive precisely for its empirical orientation, especially towards several cities that do not often enter the English language literature, particularly Istanbul, Cairo and the former East German cities. Concerned with globalization and localization, the book has a particular emphasis on social and cultural dimensions while situating the discussions within the larger networks and circuits of global trade and finance.

Social Work And Downsizing: Theoretical Implications And Strategic Responses, Samuel J. Rosenberg Jun 1999

Social Work And Downsizing: Theoretical Implications And Strategic Responses, Samuel J. Rosenberg

The Journal of Sociology & Social Welfare

The economic, political and social changes of the past 25 years have undermined most working American's assumptions about job security. Large segments of the population now find their jobs threatened by "downsizing" -which results from the reduction of staff by employers, usually for economic reasons. Downsized individuals typically experience personal and familial crises of major magnitude, and have increasingly been turning to social workers for assistance. Social workers, however-who have had relatively little experience delivering services to this clientele--are themselves being threatened by downsizing. Given this situation, the present study assesses-through interviews and participant observation-(a) how social workers are conceptualizing …

Historical Trends In State-Level Adc/Afdc Benefits: Living On Less And Less, Sandra Wexler, Rafael J. Engel Jun 1999

Historical Trends In State-Level Adc/Afdc Benefits: Living On Less And Less, Sandra Wexler, Rafael J. Engel

The Journal of Sociology & Social Welfare

This paper, using government statistics, describes state-level variation in ADC/AFDC benefits from 1940-1995. The findings illustrate that the "race to the bottom" began in 1975, especially among higher paying states. The concomitant declines in benefit value relative to the poverty line places TANF-dependent recipients in serious jeopardy. Implications for education and advocacy are discussed.

A Socio-Economic Analysis Of The Three Paths To Social Security Reform, Rebecca A. Van Voorhis Jun 1999

A Socio-Economic Analysis Of The Three Paths To Social Security Reform, Rebecca A. Van Voorhis

The Journal of Sociology & Social Welfare

As this century ends, old-age pension systems worldwide are experiencing tremendous strain and undergoing rigorous examination. At issue is the ability of current schemes to survive demographic changes which threaten to bankrupt most OECD (Organization for Economic Cooperation and Development) members' old age pension systems by the early part of the twenty-first century (Peterson, 1996; Steuerle & Bakija, 1994; World Bank, 1994). A variety of proposals have been advanced in response to this concern, which reflect different underlying values and priorities. Varying significantly in their recommendations for the appropriate balance between public and private efforts, these proposals form a continuum …

Bridging The Divide: The Casework Policy Link, Peggy Pittman-Munke Jun 1999

Bridging The Divide: The Casework Policy Link, Peggy Pittman-Munke

The Journal of Sociology & Social Welfare

The professional history of social work in the United States of America is entering its second century. From this vantage point, it is possible to draw on. the past to develop ideas that will work for the future. Contemporary social workers often view the profession as dichotomized between those who deal with individual issues through counseling and private practice and those who are concerned with social change through policy reform. Mary Richmond, pioneer in the professionalization of social casework, offers a tightly integrated model which demonstrates how social casework and social reform can serve to reinforce and support one another …

The investigators concluded that the victim was carrying out an excavation drill correctly. A high "gravel" content in the soil made excavation the correct drill to use. His blast apron was covered with mud, which was taken as proof that he was using water to soften the ground. The investigators thought it likely that the mine was unusually sensitive due to having spent "more than 20 years in the ground". They thought it possible that the spring firing mechanism was already partly depressed.

A Survey Of Teen Pregnancy With The Latino Community, Deborah C. Rodarte-Carrasco

Whittier Scholars Program

The purpose of this paper is to determine, by the use of a survey, if differences in personal, social and family behaviors can be detected within two groups of demographically similar Latina females; one group who became teen mothers and the other who did not, in an attempt to distinguish factors that will help parents and adolescents reduce teen pregnancy. Previous research has mostly focused on the reasons why certain groups have higher rates of teen pregnancy than others have, but only one study (Hanson and Ginsberg, 1989) was done in a similar manner as this study has been designed. …

The victim claimed that he had noticed an object "that he did not recognise" and prodded it with a piece of wire when it exploded. He sustained "lacerations and some light fragment damage to his hands… deep lacerations and damage to his left thumb and forefinger and lighter lacerations to his right middle finger".

American Indian Elderly And Long-Term Care : Interorganizational Barriers To The Use Of Oregon's Home And Community-Based Medicaid Waiver, Jo Lynn Isgrigg

Dissertations and Theses

Developing culturally supportive long-term care services for Native American elderly has gained increasing attention on the federal level. On the state level, Oregon's Senior and Disabled Services Division (SDSD) possesses a federal Medicaid waiver that allows for the development of home and community-based long-term care services. While this waiver is culturally neutral, its value is that it would allow tribal governments within Oregon to develop their own culturally supportive home- and community-based services, yet none have done so.

The purpose of this study was to determine why senior service agencies of tribal governments within Oregon have not participated in the …
