Understanding how experiments in basic scientific research “confirm” theories is crucial for upholding the spirit of science and fostering technological innovation. Mr. Zhou Guangzhao conducted an in-depth discussion on this topic in his early work. This study further analyzes the issue from the perspective of the philosophy of science. We derive falsificationism from a Bayesian perspective, providing a philosophical understanding of the proper handling of the relationship between scientific theory and experiment. By examining the relationship between theory and experiment in physics, this study proposes a philosophy of science concept of progressive falsifiability, emphasizing that through Bayesian methods, experiments can …

The expansion trend of desertification in China has been fundamentally restrained. In the new era, scientifically improving the relationship between human and nature in desertification areas to promote regional sustainable development has become an important demand for desertification combat in China. We summarize four key challenges to sustainable development in desertification areas, including increasing human demand on water, increasing land use intensity, increasing climatic risk, and insufficient industrial innovation. Based on the theoretical understanding of the coupling relationship between human and nature, the evolution of human-nature relationship in combating desertification can be divided into four stages, namely, extensive land exploitation, …

This study was conducted on six renowned strategic scientists in China using the life cycle theory framework. The research explored the key competency characteristics, growth trajectories, and influencing factors in their growth process. The findings revealed that the capabilities of Chinese strategic scientists encompass four dimensions: scientific metacognition, strategic planning, team coordination, and spiritual leadership. These capabilities exhibit staged development characteristics, including phases of enlightenment, wisdom enhancement, and molding. They are influenced by a comprehensive range of factors, including the influence of others, resource conservation, and career construction. Currently, there are 262 resource-based cities in China, of which mature and declining cities account for 79.39%. The turnover of publicly elected or appointed board members in Northern California’s special districts poses a significant challenge to effective governance, impacting these local governments' strategic capabilities and mission accomplishment. Despite extensive research on governance, there is a notable gap concerning the effects of turnover and the role of formal training in building effective governance teams in special districts. This qualitative multiple-case study addresses this gap by investigating the governance dynamics following board turnover, focusing on the perspectives of both board members and general managers. Most forms of clinical research examine a very minute cross section of the patient journey. Much of the knowledge and evidence base driving current genomic medicine practice entails blind spots arising from underrepresentation and lack of research participation in clinicogenomic databases. The flaws are perpetuated in AI models and clinical practice guidelines that reflect the lack of diversity in data being used. Participation in clinical research and biobanks is impeded in many populations due to a variety of factors that include knowledge, trust, healthcare access, administrative barriers, and technology gaps. The article investigates the motivation behind the prevalent use of the subtypes of ad hominem (personal attacks) arguments in Zimbabwe political discourse in the build-up to the 2023 harmonised council, parliamentary and presidential elections. This qualitative case study research looks at the use of ad hominem arguments by Zimbabwean politicians. Using analytical tools and concepts from informal logic and pragma-dialectical argumentation theories, this article focuses on identifying, analysing, and evaluating ad hominem arguments used in Zimbabwean political discourse, particularly in parliamentary debates and broadcast interviews. Karl-Philipp Wojcik is the general counsel of the European Union’s Single Resolution Board (SRB), the central resolution authority within the European Commission (EC) banking union. The banking union, which as of January 1, 2023, encompasses the 20 eurozone countries, along with Bulgaria, was established as part of the financial system reforms stemming from the Global Financial Crisis and the ensuing European sovereign debt crisis. The SRB’s stated mission is to ensure orderly resolution of failing banks, protect taxpayers from state bailouts, and promote financial stability. Wojcik became SRB general counsel in November 2020. Subba Rao Duvvuri served as governor of the Reserve Bank of India (RBI) for five years (2008–13). Before that, he was finance secretary to the government of India (2007–08), and secretary to the prime minister’s Economic Advisory Council (2005–07). With a career spanning 35 years in the Indian Administrative Services, Duvvuri has held various positions at the state level in the government of Andhra Pradesh, and at the central government of India. Calvin Mitchell III served as executive vice president of the communications group within the executive office of the Federal Reserve Bank of New York (FRBNY) during the Global Financial Crisis. In 2008, Mitchell was tapped by Timothy Geithner, who was then FRBNY president, to head a new group charged with expanding the communications and community affairs functions. Mitchell left the FRBNY in 2009 for the private sector and returned to government in 2021 as assistant secretary for public affairs in the US Treasury Department.

Despite efforts by the world’s major economies to address stresses in the global financial system, by early 2009, the Global Financial Crisis caused developing and lower-income countries to experience shortages of the major reserve currencies. In August 2009, the International Monetary Fund (IMF) distributed a general allocation of Special Drawing Rights (SDR) of unprecedented size—totaling USD 250 billion (SDR 161.3 billion)—to all member countries in an effort to address these issues and provide liquidity to the world’s economies. Jason Cave was the senior adviser to the chairman of the Federal Deposit Insurance Corporation (FDIC) from 2008 to 2011 and the deputy director of the Division of Complex Financial Institutions at the FDIC from 2011 to 2013. This Lessons Learned summary is based on an interview with Cave held on April 8, 2024. During the interview, Cave discussed the so-called ring-fencing arrangements planned, considered, or executed between various agencies of the US government—the Federal Reserve, Department of the Treasury, and FDIC—and three banks: Wachovia, Citigroup, and Bank of America. As the COVID-19 pandemic spread in March 2020, global financial conditions tightened considerably. In response, global reserve currency-issuing countries extended bilateral swap lines to select countries. Strong demand for US dollar liquidity among emerging markets led the International Monetary Fund (IMF) to introduce the Short-Term Liquidity Line (SLL) on April 15, 2020. The SLL functioned as a swap lending facility. Unlike other IMF liquidity tools, the SLL was a revolving credit line that allowed countries to repeatedly draw funds and make repayments, with each repayment restoring access up to the approved limit across SLL arrangements. The official response to the COVID-19 pandemic was costly for governments, particularly those in developing economies with significant existing external debt. On August 2, 2021, the International Monetary Fund (IMF) announced in a press release the allocation of SDR 456 billion (USD 650 billion) in Special Drawing Rights (SDRs) to “address the long-term global need for reserves, build confidence, and foster the resilience and stability of the global economy.” The COVID-19 allocation was a form of unconditional (or “concessional”) liquidity to IMF member nations, similar to a capital injection or grant. Since their inception in the 1980s and early 1990s, budget stabilization funds (BSFs) have been seen as a way to avoid recurring crises like those experienced by states after the 1980-1982 recession. In hindsight, we may wonder if other motivations were not at play. For example, states with tax expenditure limitation laws (TEL) were more likely to adopt BSFs with less stringent deposit and withdrawal requirements. Previous research has suggested that TELs may have motivated some states to adopt BSFs.
