The results show that dominant ebb currents drive southward …

Socio-Economic And Infrastructural Determinants Of Response Time Disparities Across Emergency Service Agencies, Alice N. Ottah Jan 2025

Socio-Economic And Infrastructural Determinants Of Response Time Disparities Across Emergency Service Agencies, Alice N. Ottah

Electronic Theses & Dissertations (2024 - present)

This study comprehensively analyzes the determinants of disparities in emergency response times for EMS, Fire, and Police agencies in San Francisco from 2021 to 2023, utilizing a multilevel modeling framework and publicly accessible data. Contrary to a primary reliance on structural neighborhood factors, this research reveals that while neighborhood disadvantage statistically significantly interacts with agency type to influence response times, its direct effect is weak and not uniformly consistent across services. Specifically, the analysis demonstrates that variance in call response times across neighborhoods is minimal (Intraclass Correlation Coefficients < 0.02), the effects of disadvantage are agency-specific (null effects for Police and Fire), and even when significant (for EMS calls only), response times are faster in more disadvantaged neighborhoods. These findings challenge the existing literature on emergency response times and highlight the need for tailored policy interventions that consider both neighborhood context and agency-specific operations to promote equitable emergency response.

Three Essays On Addressing Conflicts And Consensus During Energy Transitions, Paul Inseok Jo

Electronic Theses & Dissertations (2024 - present)

Addressing the current climate crisis becomes more urgent, but also controversial. This is because the move toward a renewable energy system tends to produce new winners and losers by generating disproportionate outcomes across different stakeholders. Given this context, more actors and organizations are engaged in the policymaking process of energy transitions while competing or cooperating to defend their interests and values. Therefore, it is pivotal to understand these dynamic interactions to achieve a just transition based upon energy justice. This research thus strives to respond to this research question: How can different coalitions and stakeholders reach consensus by mitigating tensions …

Welfare States And Imprisonment Rates: Revisiting The Study Of Public Assistance And Punishment In The United States, Stefan Ivanov Jan 2025

Welfare States And Imprisonment Rates: Revisiting The Study Of Public Assistance And Punishment In The United States, Stefan Ivanov

Electronic Theses & Dissertations (2024 - present)

In the past fifty years, the United States has seen significant changes in both the criminal legal system and the welfare state. The incarceration rate surged by 475% from 1972 to 2007, driven by state-level decisions about criminal legal policy and disproportionately affecting Black Americans. Simultaneously, welfare programs became less generous, especially for those deemed “undeserving.” A long line of social science scholarship emphasizes that these two major social institutions—the welfare state and the carceral state—must be considered as complementary and alternative methods of managing marginalized groups. Quantitative research often confirms these claims, finding a durable inverse relationship between welfare …

Research outputs 2022 to 2026

Many jurisdictions are looking to next-generation impact assessment (IA) that includes sustainability considerations that extend beyond biophysical. Subjectivity is inherent in many of these additional impact considerations, and they are often not easily nor effectively quantified. Delivering effective IA within this broadening scope requires new, innovative, and rigorous applications of qualitative methods that enable meaningful inclusion of diverse knowledges, values, and information. While many qualitative methods are available for IA, there remains a significant opportunity to strengthen their contribution toward more effective IA practice. As such, we establish in this paper needs that must be addressed if qualitative methods are …

[Review Of The Book The Two Faces Of Fear: Violence And Fear In The Mexican Metropolis, By A. Villarreal], Francis Adams Jan 2025

[Review Of The Book The Two Faces Of Fear: Violence And Fear In The Mexican Metropolis, By A. Villarreal], Francis Adams

Political Science & Geography Faculty Publications

[First paragraph] Mexico has long been a transhipment point for illegal narcotics between South America and the United States. Clashes among drug cartels over territory and trafficking routes have caused insecurity and violence in parts of Mexico for decades, especially along the U.S. border. When Filipe Calderón became president in 2006, he declared a "war on drug traffickers" and deployed thousands of federal troops to combat the cartels. Over the next decade, violence in Mexico dramatically escalated, with tens of thousands of people killed or disappeared. Violence also became more generalised throughout the country, impacting areas that had previously been …

"Shocking The System" In The 21st Century: Conservative Policy Entrepreneurs And The Plan For Authoritarianism In The U.S., Athena M. King

Political Science & Geography Faculty Publications

The first few days of the second Trump presidency saw a flurry of executive orders targeting immigrants, the transgender community, blacks, and federal government employees. The resulting “shocks” to the system are unprecedented, causing many to question the continuation of American democracy. These actions are a few of many policy preferences developed by conservatives and captured in “Project 2025”, spearheaded by the Heritage Foundation and with the overall intent of restructuring the federal government to suit authoritarian aims. Using a theoretical framework regarding policy entrepreneurs (PEs), I argue that conservative PEs (CPEs), under the aegis of the Republican Party and …

Nexus Of Fear, Deterrence, And Prestige: The Role Of Russia's Exotic Nuclear Toolkit, Ryan Christenson

Graduate Theses/Dissertations

This thesis examines Russia’s development of “exotic” nuclear weapon systems, specifically the Poseidon nuclear-powered torpedo, the Avangard hypersonic glide vehicle, the Kinzhal hypersonic air-launched ballistic missile, and the Burevestnik nuclear-powered cruise missile, to determine how and why Russia diverged from traditional nuclear platforms. Drawing on open-source data and comparative analysis against the standard nuclear triad, it investigates the doctrinal, technical, and political motivations driving Moscow’s nuclear modernization, including paranoia over U.S. missile defense, aspirations for great-power status, and domestic economic influences. Scenario-based assessments illustrate the potential destabilizing effects of these systems, which compress decision-making time and raise risks of inadvertent …

Cyber Warfare And The Future Of Conflict, Victor A. Mercado Jan 2025

Cyber Warfare And The Future Of Conflict, Victor A. Mercado

Graduate Theses/Dissertations

This thesis examines whether cyber warfare now poses a more immediate threat to U.S. national security than weapons of mass destruction (WMD). Cyber operations have become a dominant instrument of contemporary conflict, with malicious actors operating in a persistent “grey zone” that blurs traditional boundaries between war and peace. These operations target military and civilian entities, both directly and often as collateral damage due to the uncontrollable nature of cyber threats. WMDs, despite their catastrophic destructive potential, remain largely constrained by established deterrence frameworks.

The evolving nature of cyber warfare warrants comparison to WMD effects and impact, as cyber capabilities …

The Influence Of Gender Identity And Healthcare Delivery Experience On Hiv Screening, Delton Harris Jan 2025

The Influence Of Gender Identity And Healthcare Delivery Experience On Hiv Screening, Delton Harris

Theses and Dissertations

This dissertation examines the roles of gender identity, healthcare experience, and practitioners' scope of healthcare services in the uptake of annual HIV screening among the understudied population of transgender individuals. Transgender individuals are about half as likely to have an annual HIV screening despite having similar risk profiles to men who have sex with men (MSM). The current HIV guidelines for MSM recommend annual HIV screening because of the risky sexual practice, anal sex with other men. Similar to MSM, transgender individuals who have anal sex with men are at higher risk than the general population for HIV acquisition because …

Maximum Trimmed Likelihood Estimation For Discrete Multivariate Vasicek Processes, Thomas M. Fullerton Jr., Michael Pokojovy, Andrews T. Anum, Ebenezer Nkum Jan 2025

Maximum Trimmed Likelihood Estimation For Discrete Multivariate Vasicek Processes, Thomas M. Fullerton Jr., Michael Pokojovy, Andrews T. Anum, Ebenezer Nkum

Mathematics & Statistics Faculty Publications

The multivariate Vasicek model is commonly used to capture mean-reverting dynamics typical for short rates, asset price stochastic log-volatilities, etc. Reparametrizing the discretized problem as a VAR(1) model, the parameters are oftentimes estimated using the multivariate least squares (MLS) method, which can be susceptible to outliers. To account for potential model violations, a maximum trimmed likelihood estimation (MTLE) approach is utilized to derive a system of nonlinear estimating equations, and an iterative procedure is developed to solve the latter. In addition to robustness, our new technique allows for reliable recovery of the long-term mean, unlike existing methodologies. A set of …

Climate Liberalism And Decarbonization, Jonathan H. Adler Jan 2025

Climate Liberalism And Decarbonization, Jonathan H. Adler

Faculty Publications

Existing climate policy goals require dramatic and rapid reductions in greenhouse gas (“GHG”) emissions. Achieving such reductions within the desired time frame is a tremendous challenge, particularly through conventional regulatory approaches. The conventional approach to environmental problems is to treat such problems as “market failures” that can be corrected by government intervention, such as through regulation. Such approaches are constrained by various sources of government failure that are exacerbated by the scale and scope of the problem. The knowledge problem, administrative transaction costs, and limits on regulatory throughput capacity all hamper the use of traditional regulatory tools to address the …
