Today's deterrence is dramatically different from that during the Cold War. This thesis examines how changes in global geopolitics altered deterrent frameworks and how those changes threaten strategic stability. Traditional nuclear deterrence is built on clear adversaries, established escalation protocols, and predictable outcomes that are increasingly obsolete when facing modern realities. Adversaries employ hybrid strategies below the traditional thresholds of nuclear deterrence while integrating nuclear capabilities into these hybrid tactics, driving a distinct disadvantage for traditional deterrence frameworks. U.S. special operations forces (SOF) operate in volatile, uncertain, complex, and ambiguous (VUCA) environments that demand cognitive clarity, emotional regulation, and relational presence. While previous research on SOF readiness has addressed physical fitness, resilience, and sleep, little attention has been given to the psychological dimensions of rest and their implications for leadership. The purpose of this qualitative, transcendental phenomenological study was to explore the lived experiences of psychological rest and unrest in U.S. government SOF and the perceived influence of these states on their leadership. Perpetrators of intimate partner violence are barred by federal law and many states' laws from possessing firearms. While such prohibitions enjoy popular support, they are sporadically and inconsistently enforced, placing the lives of survivors at risk when offenders do not voluntarily comply. Many experts, including this author, have offered legal and policy solutions to increase the likelihood that perpetrators of domestic violence will either willingly relinquish their guns or otherwise be dispossessed of them. But these proposals may have been premature.

Environmental protections and the processes of the administrative state are under attack. In recent years, the National Environmental Policy Act (NEPA) has drawn outsized criticism from across the political and legal spectrum as a major impediment to climate friendly infrastructure and the clean energy transition. NEPA enables private groups to challenge development through litigation. Critics are moving to strip public oversight over federal permitting based on claims that these private groups bring largely frivolous environmental claims to court, driving up costs for developers and delaying progress responding to climate change. The static nature of traditional military symbology, such as MIL-STD-2525D, hinders effective real-time threat detection and response in modern cybersecurity operations. This research introduces the Dynamic Adaptive Symbol System (DASS), a novel framework enhancing cyber situational awareness in military and enterprise environments. The DASS addresses static symbology limitations by employing a modular Python 3.10 architecture that uses machine learning-driven threat detection to dynamically adapt symbol visualization based on threat severity and context. Empirical testing assessed the DASS against a MIL-STD-2525D baseline using active cybersecurity professionals. Effective risk and crisis communication can improve health and safety and reduce harmful effects of hazards and disasters. A robust body of literature investigates mechanisms for improving risk and crisis communication. Race and gender disparities in the U.S. criminal justice system are well documented, primarily in sources of national post-conviction data. However, localized and pre-conviction studies remain limited. This study examined race and gender disparities in pre-conviction detention outcomes and charge severity in Ramsey County, Minnesota, between 2017 and 2019. Using a descriptive, exploratory quantitative design and a retrospective single-cohort analysis, the researcher analyzed trends in arrests, charge severity, and pre-conviction incarceration duration across race and gender groups. Findings indicate disparities in both charge rates and pre-conviction detention durations, with Black men and Native American women experiencing longer periods of incarceration. …

This article examines the resurgence of war in international politics after the Cold War. It contends that interstate wars have declined after 1990 and there was high optimism for stability and a cooperative international order, but contemporary conflicts have evolved into complex intrastate and asymmetric confrontations involving non-state actors, ethnic and religious divisions, resource competition, and geopolitical rivalries. Previous research has outlined trans histories within the United States and Europe, illustrating historic transphobia, oppression and the origins of gender identity clinics. Grid-cell data are increasingly used in research due to the growing availability and accessibility of remote sensing products. However, grid-cell data often fails to represent the actual decision-making unit, leading to biased estimates in socio-economic analysis. To this end, this paper presents a comprehensive parcel-level dataset for Salt Lake County, Utah, spanning from 2008 to 2018. This dataset combines detailed spatial and temporal data on land ownership, land use, and preferential farmland tax assessments under the Greenbelt program. Institutional agents play a crucial role in shaping youth development. While the institutional agent framework is well established in postsecondary research, less is known about its role during mid-adolescence. Using relational ethnography and responsive interviewing, this study compares an urban and a suburban high school in minority-majority neighborhoods in Cook County, Illinois, to explore how development is influenced through relationships between sport coaches and high school athletes. Athletes in both contexts face significant challenges tied to neighborhood conditions and socioeconomic status. Problem: The shift from a focus on rehabilitation to the more punitive, “tough on crime” approach to illegal behavior in the U.S. has been enacted in no small way by policies connected to the use and abuse of drugs. The disparities between crack and powder cocaine—two chemically similar substances—have headlined this shift (Vagins and McCurdy 2006). However, research is scarce on laypeople’s approval of deterrence approaches for drug offenses, including as a function of types (e.g., powder vs. cocaine possession). This thesis examines the interconnection between civilian manufacturing and national defense within the context of globalization. The study aims to identify the challenges faced by the United States in maintaining its manufacturing capabilities and to propose strategic solutions to address these challenges. Through a comprehensive analysis of historical data, case studies, and policy recommendations, the research highlights the critical role of specialized and process manufacturing sectors towards national defense. Coastal nature-based solutions (NbS) have emerged as powerful tools to enhance sustainable development and ecological restoration goals. There is significant research on high-growth firms (HGFs), though there is little research focusing on such businesses in Kentucky. By comparing Kentucky to two similar states that are economic competitors and in the context of the Kentucky Innovation Act of 2000, we find that Kentucky has a relatively fewer number of HGFs, even compared to itself at the time of the bill’s passage. Ultimately, we determined that there was a focus on high-tech firms in Kentucky that may be detrimental to the growth and success of HGFs in other industries; furthermore, it would serve the state to focus enhanced efforts …

The Lexington, Kentucky Vice Mayor’s Office is exploring ways to expand access to homeownership as a means to facilitate wealth creation for its citizens. This paper outlines literature highlighting the issues surrounding the shortage of housing and past discriminatory policies which negatively affected Lexington. Specific criteria were used to identify cities that resemble Lexington to see what housing programs those cities have implemented and to see what can be reasonably applied to Lexington. Descriptions and themes of the identified programs are provided to provide the Lexington Vice Mayor’s Office with policy options to increase avenues to first-time homeownership.

This capstone project examines best practices among state-level innovation programs participating in the U.S. Small Business Administration’s Federal and State Technology (FAST) Partnership Program, with a specific focus on the Kentucky Science and Engineering Foundation (KSEF). As a key player in Kentucky’s innovation ecosystem, KSEF supports small businesses and entrepreneurs in pursuing federal Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) funding. The Impact Of Medicaid Postpartum Coverage Expansion On Insurance Coverage In California, Akuoma Nwannunu

This study examines the impact of California’s 12-month Medicaid postpartum expansion on insurance coverage outcomes among recent mothers using pooled data from the American Community Survey (ACS) microdata from 2018-2019 and 2022-2023. A quasi-experimental difference-in-differences design compared postpartum mothers with non-postpartum mothers to assess whether the policy altered Medicaid enrollment, private coverage, or uninsurance in the first two years after implementation. Findings show that Medicaid coverage increased slightly and uninsurance declined modestly among postpartum mothers, while private coverage remained stable. Across all three outcomes, however, the DID estimates were small and statistically insignificant, which indicates early but limited measurable effects. …

Chronic absenteeism is linked to poor academic performance and lower social-emotional skills, both of which can have long-term effects on students and their communities. The California Department of Education uses average daily attendance (ADA) to determine most of the funding that public schools receive. When a student is absent, their school loses a portion of potential funding for that day. This study explores chronic absenteeism’s impact on the funding of Humboldt County’s elementary schools with a sequential exploratory research strategy and critical systems lens. This dissertation consists of three essays that investigate the environmental and regulatory dimensions of unconventional oil and gas (UOG) development and place-based policy in the United States. The research examines how energy production activities interact with water resource management, regulatory compliance behavior, and regional economic resilience. By integrating empirical modeling, quasi-experimental methods, and policy evaluation, the dissertation provides new insights into how environmental risks and economic tradeoffs are shaped by regulatory constraints, strategic behavior of regulated entities, and government interventions in extractive regions. This thesis examines how state-level environmental, social, and governance (ESG) regulations influence corporate ESG performance in the United States. Using a panel dataset that combines state ESG legislation, firm-level ESG scores from S&P Global, and financial data from Compustat (2019–2024), I employ fixed-effects regression models to analyze the relationship between state ESG regulations and corporate ESG performance. The analysis incorporates firm and year fixed effects to account for unobservable heterogeneity across companies and time, while controlling for firm-specific characteristics. For decades, social scientists and activists have advocated for equal participation of citizens in decision-making about development and equitable futures. The urgency of this call has intensified with the climate emergency, pushing communities towards resilience. Yet, the concept of participation remains contested. This systematic review examines 187 articles to understand how participatory processes in climate mitigation, adaptation, and resilience initiatives engage with power dynamics. Findings are categorised into three themes: domination and exclusion, negotiation and contestation, and transformation and emancipation. Results reveal that most participatory approaches sustain power imbalances and exclude marginalised groups, hindering meaningful engagement. However, some cases highlight …
