As artificial intelligence (AI) technologies expand rapidly, public debate has focused on their societal impacts and the need for regulatory oversight. This report offers the first overview of the “what, where, and when” of AI-related legislation introduced in U.S. state legislatures between 2019 and 2024, analyzing key policy trends, priorities, and equity considerations. Although relatively few bills have been enacted, legislative activity has accelerated, reflecting growing political attention to the promises and risks of AI. Most approved bills focus on regulating public or private sector uses of AI, establishing commissions or study groups, and updating education and workforce development programs. …

This year marks 16 years since the federal minimum wage was raised in 2009. It is the longest period in its history without any increase. Even though over 20 states increased their minimum wage rates in 2025, there are still 20 states adhering to the federal minimum wage of $7.25. Nonprofit leader burnout represents a critical challenge threatening organizational sustainability and mission effectiveness across the nonprofit sector. Rather than an individual failing or isolated organizational pathology, burnout emerges as a systemic phenomenon embedded within institutional forces that operate across the nonprofit field. This quantitative study examines the impact of adaptive governance measures taken by county governments in Texas on their Gross Domestic Product (GDP). The measures were selected based on their fit to adaptive governance theory. The years from 2013 to 2023 are covered, as they encompass the economic shock caused by the COVID-19 pandemic. The measures included the number of special-purpose districts, publicly available budgets, the urban-rural continuum association, the presence of performance dashboards, audits, FEMA-approved hazard mitigation plans, and the number of county revenue sources. Egypt hosts a significant number of refugees, asylum-seekers, and vulnerable migrants. There are over 9 million migrants of diverse nationalities, including 1.5 million migrants living in a vulnerable situation (JPMR, 2022). As of June 2025, approximately one million registered refugees and asylum-seekers reside in Egypt (UNHCR, 2025). This substantial population faces considerable legal, economic, and social hurdles. Egypt is located at the crossroads of Africa, the Middle East, and Europe, with over 9 million migrants, including around 1.5 million migrants living in vulnerable situations (IOM, 2022) and around 992,000 registered refugees and asylum-seekers from 133 countries (UNHCR, 2025a) according to the latest available data. Public and policy discussions, however, remain shaped by the widespread stereotypes and confusion in distinguishing between migrants and refugees. This can promote exclusion, disinformation, and social tension. Misconceptions can hinder integration, limit access to services, and erode social cohesion in a country navigating economic constraints and adapting to ongoing demographic changes.

Background: The maritime industry, vital for global trade, faces escalating cyber threats in 2025. Critical port infrastructures are increasingly vulnerable due to rapid digitalization and the integration of IT and operational technology (OT) systems. Methods: Using 112 incidents from the Maritime Cyber Attack Database (MCAD, 2020-2025), we developed a novel quantitative risk assessment model based on a Threat-Vulnerability-Impact (T-V-I) framework, calibrated with MITRE ATT&CK techniques and validated against historical incidents. Background

Cardiovascular diseases (CVDs) are the leading cause of mortality and are among the foremost causes of disability globally. CVD burden has continued to increase in most countries since 1990, with trends driven by changing exposures to harmful risk factors, population growth, and population aging.

Objectives

We report estimates of global, national, and subnational CVD burden, including 18 subdiseases and 12 associated modifiable risk factors. We analyzed change in CVD burden from 1990 to 2023 and identified drivers of change including population growth, population aging, and risk factor exposure.

The reintegration experiences of veterans and formerly incarcerated persons (FIPs) share significant parallels, yet there is a notable lack of literature exploring these similarities. This study employs qualitative interpretive meta-synthesis (QIMS) methodology, a cross-study qualitative analysis approach developed specifically for the social work field, to identify commonalities in the reintegration narratives of U.S. veterans transitioning from military service and FIPs returning to civilian life post-incarceration. The author conducted a QIMS on ten studies published between 2006 and 2024 (N=172). In this commentary we explore the confluence of factors shaping climate-induced migration and the need for comprehensive solutions grounded in historical and systemic understandings. We argue that climate change, colonial legacies, and geopolitical policies significantly influence migration patterns, particularly for historically marginalised communities. We call for scholars to develop holistic frameworks that consider environmental, political, historical, and economic factors while advocating for the legal recognition and protection of migrants and people displaced by climate impacts. Background: Foreign Direct Investment (FDI) provides more than just capital; it introduces technology and managerial expertise, contributing significantly to economic growth. However, corruption, measured by the Corruption Perceptions Index (CPI), deters inflows. This study examines how Ghana’s CPI relates to FDI, with institutional quality and political stability as mediators accounting for GDP, inflation, and exchange rates as covariates.

Cloud seeding is a form of weather modification intended to increase the amount of precipitation by introducing a seeding agent. The Santa Ana Watershed Project Authority (SAWPA) has implemented a four-year cloud seeding pilot program utilizing silver iodide as a seeding agent during rain storm events. Over the last year, SAWPA received various feedback, much of which exists in the social media realm. This study provides a comprehensive assessment of the graduate education sector, revealing that it is highly privatized, NCR-centric, and dominated by enrollment in Education and Business/Administration fields. The analysis confirms that the primary driver for this high demand, particularly in teacher education (which accounts for over half of all enrollment), is the use of graduate degrees as a key requirement for career advancement and promotion within agencies like the Department of Education (DepEd). This mixed-methods study examined how U.S. Army chaplains experience and facilitate the free exercise of religion. The research explored compelling narratives of best-case facilitation experiences, identified leadership qualities associated with successful religious support, and analyzed similarities and differences between best and worst-case scenarios. Using Brinkerhoff's Success Case Method, the study distributed a quantitative survey to 1,478 active-duty chaplains (achieving a 23% response rate) followed by twelve guided interviews with participants representing diverse ranks and faith traditions. Cisgender sexual minority women (SMW, e.g., lesbian, queer) are at greater risk for poor mental and physical health compared to heterosexual women and face challenges when accessing health care. Previous research has largely focused on general sexual and gender minority barriers to health care, but more research is needed on the experiences of specific subgroups, including cisgender SMW. The current study qualitatively explored barriers and facilitators for cisgender SMW seeking health care. Students from lower-funded high schools often enter college with lower levels of academic preparedness and limited access to advanced coursework, individualized advising, and extracurricular opportunities, all of which contribute to disparities in retention and academic success. These inequities, rooted in longstanding school funding gaps and systemic barriers, disproportionately affect first-generation and racially minoritized students, who may also experience cultural mismatch or isolation within college environments. The development of Japan's high-speed rail system, the Shinkansen, has played a pivotal role in the country's post-war economic resurgence. Introduced in 1964 with the Tokaidō Shinkansen, this transformative infrastructure investment significantly reduced travel times, bolstered economic activity around station hubs, and facilitated regional development by enabling urban decentralization. This paper explores the long-term economic benefits of high-speed rail, including its impact on land value, business expansion, and carbon emissions. The case study of the Linear Chuo Shinkansen, Japan's latest maglev project, underscores both the economic promise and the political resistance to expansion, particularly in regions such as Shizuoka.

Traditionally, traffic incident management (TIM) programs coordinate the deployment of emergency resources to immediate incident requests without accommodating the interdependencies on incident evolutions in the environment. However, ignoring these inherent interdependencies while making current deployment decisions is shortsighted, and the resulting naive deployment strategy can significantly worsen the overall incident delay impact on the network. The interdependencies on incident evolution in the environment, including those between incident occurrences and those between resource availability in near-future requests and the anticipated duration of the immediate incident request, should be considered through a look-ahead model when making current-stage deployment decisions.
