Massachusetts Office of Public Collaboration Publications
The Massachusetts Housing Mediation Program (HMP), administered by the Massachusetts Office of Public Collaboration (MOPC) at the University of Massachusetts Boston (UMass Boston), remains a critical resource for addressing housing instability and homelessness across the Commonwealth. By offering free mediation services to tenants and landlords/property managers at every stage of a housing dispute, the program plays a pivotal role in fostering housing stability.
Established in FY2021 as part of the Eviction Diversion Initiative (EDI) to mitigate housing crises during the COVID-19 pandemic and coordinated through the Executive Office of Housing and Livable Communities (EOHLC), the HMP has continued …
The U.S. Grand Strategy Toward The Pacific Islands, Angela Vasovic
The U.S. Grand Strategy Toward The Pacific Islands, Angela Vasovic
Dissertations, Theses, and Capstone Projects
The United States has recently placed its relations with the Pacific Islands, fourteen small states far out in the Pacific Ocean, on its high-priority diplomatic agenda. Although it has been interacting with the islands since the 1800s and had heavily relied on their cooperation during World War II, the importance of the islands waned in the eyes of the United States in the late twentieth and the beginning of the twenty first century as the country turned its attention to other regions of the world. However, in recent years, the U.S. has recognized the need to strengthen relations with the …
Why Are Fairness Concerns So Important? Lessons From A Last-Mile Transportation System, Yiwei Chen, Hai Wang
Why Are Fairness Concerns So Important? Lessons From A Last-Mile Transportation System, Yiwei Chen, Hai Wang
Research Collection School Of Computing and Information Systems
The Last-Mile Problem refers to the provision of travel service for passengers from the nearest public transportation node to the final destination. The Last-Mile Transportation System (LMTS), which has recently emerged, provides on-demand last-mile transportation service for passengers. We consider an LMTS that consists of two types of passengers, regular-type passengers and special-type passengers (e.g., seniors, disabled people). The valuation of the last-mile service for special-type passengers is statistically higher than the one for regular-type passengers. Passengers incur disutility from waiting for the last-mile service. In this paper, we explore two fairness constraints on special-type passengers: (1) the fare for …

Data And Digitalization In Energy Efficiency Policy Design: The Case Of Singapore, Ishani Mukherjee, Diandrea Ho
Research Collection School of Social Sciences
Overarching and broad policy goals for enhancing energy efficiency have existed globally over the last 50 years as a response to rising energy demands, heightening costs, and construction levels of residential and commercial buildings, and the associated rises in greenhouse gas emissions from energy use (Levine et al., 2007; World Bank, 2010). Buildings, in particular, have been widely recognized as offering the greatest potential for reducing energy use and related greenhouse gas emissions, followed by reduced energy consumption in manufacturing, appliances, electronic goods, and end-users of electricity (Levine, 2007; IEA, 2010). And while significant technological strides have been made globally …

Irrigation And Society In The Upper Río Grande Basin, U.S.A: A Heritage Of Mutualism, José A. Rivera Ph.D
Faculty Publications
The acequias of the upper Río Grande are more than just irrigation canals. They also allocate and manage water for the community of landowners in the system. After four centuries of use, the acequias persist into modern times with their founding principles intact: self-government, local autonomy, internal rules for operating procedures, and a strong sense of mutualismo or communal responsibility. They have endured since Spanish colonial settlement and have maintained continuity of a water culture surviving political-administrative changes under three sovereigns, Spain (1598-1821), Mexico (1821-1848), and the United States (1848-Present). Despite stressors of climate variability, demographic changes, urbanization, and economic …

Center for Medical Ethics and Health Policy Staff Publications
Background: Wilms tumor (WT) is the most common pediatric malignancy of the kidney. Past studies describing WT incidence and survival used surveillance data with < 30% of the US population. We evaluated differences in WT incidence and survival comparing demographic groups and tumor characteristics.
Methods: We analyzed new cases of WT among patients aged < 20 years at diagnosis by using incidence data from US Cancer Statistics (USCS) for 2003-2020 and 5-year relative survival (RS) data from the National Program of Cancer Registries (NPCR) for 2001-2019. To assess incidence trends, average annual percent change (AAPC) was calculated by using joinpoint regression. Relative survival (RS) and all-cause survival were calculated overall and by demographic and clinical variables.
Results: During 2003-2020, 8218 cases of WT were reported in USCS, which represented an age-adjusted incidence rate of 5.7 cases per million. Rates were the highest among females (6.3), children aged 0-4 years (17.2), and non-Hispanic Black patients (7.1). Overall, trends remained stable (AAPC = -0.4, 95% CI: -1.4 to 0.4). Among 7567 cases of WT in NPCR, 5-year RS was 92.6%. Patients with the lowest …

Geographic Distance And State's Grip: Information Asymmetry, State Inattention, And Firm Implementation Of State Policy, Xiyi Yang, Heli Wang, Xiaoyu Zhou
Geographic Distance And State's Grip: Information Asymmetry, State Inattention, And Firm Implementation Of State Policy, Xiyi Yang, Heli Wang, Xiaoyu Zhou
Research Collection Lee Kong Chian School Of Business
In this study, we develop the argument that geographic distance between the state and local governments undermines the state's capacity to influence the implementation of state policies by local organizations. Drawing from information economics and the attention-based view, we propose that physical distance reduces the state's monitoring effectiveness through two interrelated mechanisms: information asymmetry and state leaders' inattention to distant issues. Using data of Chinese public firms' implementation of environmental activities between 2008 and 2016, we find that firms conduct fewer environmental activities required by the state when they are regulated by local governments that are more geographically distant to …

In 2018, after law enforcement announced it had used a technique called forensic investigative genetic genealogy (FIGG) to identify the Golden State Killer, we conducted a U.S. general population survey and found most respondents supported using FIGG to solve violent crimes. Since then, FIGG has helped close hundreds of criminal cases, but it also has weathered controversies. On FIGG's fifth anniversary, we conducted an expanded, follow-up survey with U.S.-based participants to determine if public opinion had changed and found continued support for FIGG across most applications. The same proportion (91 %) of respondents in the 2018 and 2023 surveys endorsed …
Island Platforms And The Hyper-Terrestrialisation Of Singapore's Smart City-State, Orlando Woods, Tim Bunnell, Lily Kong
Island Platforms And The Hyper-Terrestrialisation Of Singapore's Smart City-State, Orlando Woods, Tim Bunnell, Lily Kong
Research Collection College of Integrative Studies
This paper foregrounds the importance of underlying territorial formations in realising a vision of the smart city. It argues that as a political technology of the state, territory should be understood as a platform upon which data works and the smart city unfolds. In this view, island territories – of which bordered city-states like Singapore provide paradigmatic examples – provide an integral, yet hitherto unexplored, component in the realisation of urban “smartness”. We illustrate these theoretical arguments through an analysis of how the territorial constraints that characterise Singapore’s island platform enable the state to accurately and effectively realise its vision …
