The Unintended Consequences Of International Student Shortage: Evidence From South Korea, Chung-Yoon Choi, Syngjoo Choi, Seonghoon Kim, Jongkwan Lee

Research Collection School Of Economics

We study the role of international students in the higher education sector and the local economy by exploiting a policy reform in South Korea that restricted the admission of foreign students to local universities. By comparing the pre- and post-reform differences across universities with different pre-reform shares of international student enrollment, we show that an international student shortage resulting from this policy reform significantly worsened the financial outcomes of universities and consequently led to reduced investment in their students. We also document that a reduction in the number of international students in local areas decreased native employment, mainly in low-skilled …

Regular maintenance during non-traffic hours (NTH) is vital for the resilience of urban rail transit (URT) systems, yet an insufficient NTH maintenance window poses a challenge for URT systems in various cities. For instance, the Hong Kong MTR Corporation has noted that the required NTH maintenance time often exceeds the available window, prompting service adjustments such as earlier late-night closures and/or later early-morning starts. To address this challenge, this study develops an optimal scheduling framework that links late-night and early-morning URT services through the NTH maintenance window requirement to maximize public welfare. Freight transportation plays a critical role in supporting economic activity and everyday consumption across metropolitan regions, but growing freight demand continues to increase congestion, infrastructure strain, greenhouse gas emissions, air pollution, and safety risks. Existing studies of China’s overarching ideological framework for national development, “Ecological Civilization”, have focused narrowly on environmental governance; how it reshapes sustainable rural development remains underexplored. This paper pursues two analytically distinct tasks. First, it reconstructs the policy history of how President Xi Jinping’s “Two Mountains” theory was incorporated into the Eco-civilization framework and how Zhejiang Province’s “Green Rural Revival” (GRR) program, as a lived example of Eco-civilization, was elevated as the national template for rural development in 2024. A power station or transmission line can be affected due to bushfires, increasing operation costs. We study a fundamental but challenging problem of planning the optimal power flow (OPF) for power systems under bushfires. We develop a model to capture the stochastic nature of bushfire spread based on Moore’s neighborhood model and propose an online optimization modeling framework to sequentially plan power flows in the electricity network. Our framework assumes that bushfire spread is non-stationary over time and that the spread and containment probabilities are unknown. Transportation agencies require advanced tools that support faster, proactive management and data-driven infrastructure decisions rather than passive monitoring. This report presents SMART-TWIN, an Artificial Intelligence (AI)–driven Digital Twin framework designed for real-time traffic operations, disruption detection, and performance-based decision-making support. Autonomous vehicles (AVs) are expected to transform transportation systems and reshape workforce needs across engineering and related fields. Although existing AV workforce development efforts often emphasize electrical engineering, computer science, and mechanical engineering, transportation engineering remains underrepresented despite its importance to infrastructure, traffic operations, safety, and mobility integration. New housing and development in California are often planned in communities that already face economic hardship, environmental burdens, and limited access to reliable transportation. Recent research finds specifically that in the San Francisco (S.F.) Bay Area and Southern California (SoCal) metropolitan regions, there is a high propensity to plan new urban development in socially, economically, and environmentally disadvantaged communities (DACs) with poor transit accessibility and limited personal mobility. National parks as core protected areas are universally regarded as the most important wildlife conservancies as they are protecting pristine nature or untouched wilderness. For this reason, global conservationists, with the assistance of colonial governments, introduced buffer zones in a bid to protect important protected areas from poaching and habitat destruction. Julius K Nyerere, the founding President of Tanzania, held office from 1962 to 1985. Much has been written about Nyerere's presidency, with the literature generally falling into two categories: strong advocacy for his decisions, actions, and ideas, and pointed criticism against him. Using narrative and new historicism theories, this article examines the recreation of the history of Nyerere’s presidency in local narratives, specifically Nyakyusa myths. The myths were collected using the oral history interviews from Kyela and Busokelo districts in Tanzania. Śaṅkha-Dvīpa And The Swahili Littoral: Reconstructing India–East Africa Contacts Before The Common Era, Narendra Vijayasimha

Zamani: A Journal of African Historical Studies

This article is the first focused attempt to explore India–East Africa relationships in the Bronze Age and early Iron Age, approximately two to three millennia before the Common Era (3000–300 BCE) from a puranic perspective. While extensive scholarship exists on medieval and later Indo–African exchanges, the pre-Common Era period has remained underexplored. Drawing on Purāṇic cosmographies, Greco-Roman geographical accounts, African archaeology, and Indian Ocean trade studies, this research reconstructs possible networks of contact facilitated by monsoon navigation and long-distance exchange. Methodologically, the article integrates textual exegesis, comparative cosmography, and archaeological correlation. The findings suggest that Indian conceptions of Śaṅkha-dvīpa reflect …

While tea plantations brought good fortunes to some parts of Southern Highlands in Tanzania such as Mufindi and Rungwe during the British mandate, its production sites became centres of ethnic contestations in relation to work discipline. The colonial and post-colonial enterprises labelled some ethnic groups as “reliable labourers” and others “unreliable”. This article, uses the tea plantations in Mufindi district, Iringa, to debate the labour question and ethnic identity in tea plantations between 1920s and 2000s. This article explores the significance of collaboration in the spread of missionary Christianity in Africa through a historical study of The Apostolic Church of Nigeria (TACN). It examines how the partnership between British missionaries and Nigerian leaders produced a hybrid mission model that combined Western ecclesiastical structure with African spirituality. Drawing on historical records, church documents, and existing scholarship, the article adopts a narrative–analytical method to trace how figures such as Pastors George Perfect, Idris J Vaughan and DO Odubanjo negotiated issues of theology, finance and cultural identity.
