The Extreme Poverty Alleviation Impact Of The Conditional Cash Transfer Program In Nigeria, Oluseun Omolara Olagunju May 2025

The Extreme Poverty Alleviation Impact Of The Conditional Cash Transfer Program In Nigeria, Oluseun Omolara Olagunju

Walden Dissertations and Doctoral Studies

Despite several social investment programmes (SIPs) to reduce poverty, Nigeria had a high poverty rate, particularly in remote rural areas. The SIPs included conditional cash transfers (CCTs) to eligible households under certain conditions, such as extreme poverty in remote rural areas without access to water, electricity, shelter, basic health care, and education. While a few studies conducted on the effectiveness of CCTs have shown that Nigeria invested significant resources in poverty alleviation without the desired results due to factors like poor implementation and corruption, none reflects the perspective of CCT beneficiaries. The purpose of this study was to fill this …

Cyberterrorism And International Laws: Need For Cyber Inclusion, Carla A. Lechette-Danberry May 2025

Cyberterrorism And International Laws: Need For Cyber Inclusion, Carla A. Lechette-Danberry

Walden Dissertations and Doctoral Studies

Cyberterrorists use cyberspace to communicate their threats and conduct their actions to intimidate their political, religious, or ideological control. The literature reviewed on cyberterrorism and international law has been limited and continues to develop as cyberterrorists develop their skills and capabilities to conduct cyberattacks. A gap exists in the literature on how nation-states respond to a cyberattack, cyber warfare, or cyberterrorism under international laws and policies. The problem is that international laws are being outpaced by the development of new technology, which cybercriminals and cyberterrorists can circumvent in order to escape punishment for a cyberattack. The purpose of this basic …

Automation Mismatch: How Contractor Ai Adoption Challenges Institutional Procurement Norms At U.S. Customs And Border Protection (Cbp), Farhan Bin Amjad May 2025

Automation Mismatch: How Contractor Ai Adoption Challenges Institutional Procurement Norms At U.S. Customs And Border Protection (Cbp), Farhan Bin Amjad

Beyond the Project Horizon: Journal of the Center for Project Management Innovation

This letter explores a growing strain in the U.S. federal procurement: the automation mismatch between AI-powered proposal development by contractors and the regulation-bound evaluation systems at agencies like U.S. Customs and Border Protection (CBP). Tools like Vultron and Unanet AI have enabled federal contractors to increase proposal submission volume, yet institutional constraints such as data sensitivity, budget limitations, and cultural barriers have hindered equivalent modernization on the government side. This article leverages institutional theory and prior research to analyze this disparity, highlighting how legal and cultural factors limit AI integration in procurement. Detailed analysis of these regulatory and cultural influences …

Federal And State Governments Can Help Solve The Employment Problems Of People In Distressed Places To Spur Equitable Growth, Timothy J. Bartik May 2025

Federal And State Governments Can Help Solve The Employment Problems Of People In Distressed Places To Spur Equitable Growth, Timothy J. Bartik

Upjohn Institute Policy Papers

Places in the United States differ greatly in their residents’ access to jobs, especially good jobs. Although the federal and state governments provide about $80 billion annually to create jobs through multiple programs, these job-creation initiatives are rarely targeted to economically distressed places, where the job-creation benefits for local residents are greatest. Moreover, many of these programs take the form of business tax incentives, which are less effective at job creation than customized services for businesses and workers. I argue that the prime-age employment rate of places should be used to target job-creation programs and review which such programs are …

Puerto Rico's Coast: Preservation Through Positive Obligations On Property Owners And The State In The Context Of Climate Change, Jaime Villeta-Garcia May 2025

Puerto Rico's Coast: Preservation Through Positive Obligations On Property Owners And The State In The Context Of Climate Change, Jaime Villeta-Garcia

Journal of Comparative Urban Law and Policy

The rise in sea level, the obvious rampant coastal erosion and the uncertain future due to climate change urge the need to rethink the coast, through property and administrative law. The security of life, property and the fair and orderly use of the ultra-valuable resources that is the coast depend on a new concept for properties in the coastal zone and its effective execution by a conscious and responsible State. Centered on the community of Ocean Park in San Juan, Puerto Rico, it’s no longer a question of whether coastal property rights can contribute to safeguarding the coast, but rather …

Institutions, Indigenous Peoples, And The Structure Of Power In Columbia River Basin Salmon Governance, Christopher Michael Page May 2025

Institutions, Indigenous Peoples, And The Structure Of Power In Columbia River Basin Salmon Governance, Christopher Michael Page

Dissertations and Theses

As broad patterns of behavior influenced by norms and rules, institutions structure many aspects of modern society through coordination and the distribution of power. Due to the importance of common-pool natural resources to many aspects of society, they usually involve competition and lie at the intersection of multiple institutions. This combination of institutions, power disparities, and a competitive interest is what scholars have referred to as a "field." Fields can be complex, and the coordination among interests is generally done through a form of governance involving a wide array of laws, regulations, and actors. When at least one of these …

Should Physicians Take The Rap? Normative Analysis Of Clinician Perspectives On Responsible Use Of 'Black Box' Ai Tools, Ben H Lang, Kristin Kostick-Quenet, Jared N Smith, Meghan Hurley, Rita Dexter, Jennifer Blumenthal-Barby May 2025

Should Physicians Take The Rap? Normative Analysis Of Clinician Perspectives On Responsible Use Of 'Black Box' Ai Tools, Ben H Lang, Kristin Kostick-Quenet, Jared N Smith, Meghan Hurley, Rita Dexter, Jennifer Blumenthal-Barby

Center for Medical Ethics and Health Policy Staff Publications

Background: Increasing interest in deploying artificial intelligence tools in clinical contexts has raised several ethical questions of both normative and empirical interest. One such question in the literature is whether "responsibility gaps" (r-gaps) are created when clinicians utilize or rely on such tools for providing care, and if so, what to do about them. These gaps are particularly likely to arise when using opaque, "black box" AI tools. Compared to normative and legal analysis of AI-generated responsibility gaps in health care, little is known, empirically, about health care providers views on this issue. The present study examines clinician perspectives on …

Climate Change Behind Prison Walls: Environmental Justice, Prison Abolition, And Social Welfare, Mia Moody May 2025

Climate Change Behind Prison Walls: Environmental Justice, Prison Abolition, And Social Welfare, Mia Moody

Student Theses 2015-Present

Unbeknownst to many, human rights violations occur on a large scale behind prison walls. This paper examines some of these violations, especially those exacerbated by climate change, through an environmental lense in order to emphasize the need for social welfare-based solutions in the abolition of the prison industrial complex. It also seeks to illustrate the connection between the environmental justice movement and the prison abolition movement so that marginalized peoples may be free from shouldering disproportionate effects of environmental hazards and imprisonment. This paper is introduced with a brief overview of the human rights violations occurring in prisons. Using quantitative …

Three Essays On The Implications Of U.S. Social Welfare Spending Through The Tax Code, Anna Wiersma Strauss May 2025

Three Essays On The Implications Of U.S. Social Welfare Spending Through The Tax Code, Anna Wiersma Strauss

Dissertations - ALL

In the United States, tax credits are one of the primary ways the federal government supports families with children. This dissertation focuses on the effect of tax credits on the way recipients spend their time and money. I use time use data to examine how tax credits change recipients’ time allocated to both labor supply and caregiving. I use consumption data to examine changes in spending and savings behavior induced by tax credits. Combined, these elucidate the mechanisms through which these policies affect the well-being of recipients and their family members. My first chapter is the first study to examine …

Three Essays On Improving Access To Healthcare In Ethiopia, Abdela Alite Hilo May 2025

Three Essays On Improving Access To Healthcare In Ethiopia, Abdela Alite Hilo

Dissertations - ALL

Abstract Achieving universal health coverage necessitates equitable access to healthcare services. The World Health Organization estimates that nearly half of the global population lacks full coverage of essential health services, with Low and Middle-Income Countries (LMICs) being disproportionately affected. The situation is further exacerbated by the increasing frequency and severity of climate change-induced extremes, which are deepening health equity challenges in these regions. In response, governments and various international and national organizations have implemented numerous policy initiatives to improve healthcare access for marginalized populations in LMICs. Given the growing emphasis on achieving universal health coverage in developing countries, there is …

Exploring The Interplay Of Restorative Justice, Mental Health, And Support Structures In Shaping Student Outcomes, Harneet Kaur

Dissertations - ALL

In recent years, educational policymakers and researchers have increasingly recognized the complex interplay between school discipline, mental health, and the availability of support personnel, and their cumulative impact on student outcomes. My dissertation aims to investigate these interrelated factors through the lens of three distinct but complementary studies. Each study examines different aspects of this multifaceted issue: the effectiveness of Restorative Justice (RJ) reforms in school discipline, the influence of access to mental health resources on student disability diagnosis, and the long-term economic impact of mental health issues on young adults. The first study of my dissertation, titled "Moving Away …

General - Animal Protection

This article examines the landscape of animal advocacy in Egypt, a nascent and growing field in one of Africa’s largest economies and most densely populated countries. It focuses on three types of animal advocacy: 1) stray animal welfare, 2) wildlife conservation, and 3) farmed animal welfare. The paper critically analyses current practices and trends in each of these areas, highlighting the main challenges and opportunities facing the growth of the movement. Our research draws on insights from interviews with active animal welfare organizations, situating their practical experiences, daily operational struggles, as well as instances of success, within Egypt’s wider socio-economic …

Restoring Confidence In Our Elections: An Analysis Of Post-Election Audits In South Dakota, Evan Sippel May 2025

Restoring Confidence In Our Elections: An Analysis Of Post-Election Audits In South Dakota, Evan Sippel

Honors Thesis

Post-election audits have been a standard practice for election officials across much of the United States since the 2000 presidential election. However, there were still six states that had never performed a post-election audit as the nation prepared for the 2020 presidential election. Due to the controversies of the 2020 presidential election and the resulting decrease in voter confidence, particularly among Republican voters, there was a concerted effort in the few remaining states to pass legislation that would require election officials to conduct post-election audits. In response to this pressure, South Dakota passed a law to require that election officials …

Identifying The Trends Of K-12 Funding Formula Reforms In Red States: A Comparative Case Study Of Texas, Tennessee And Mississippi., Hannah E. Watts

Honors Theses

Following the decade after K-12 public education funding cuts brought on by the Great Recession, some states are addressing these funding cuts with changes to their funding formulas. This comparative case study identifies trends of significant changes in education funding formulas since the end of the Great Recession in states with majority Republican legislatures—red states. The states analyzed in this study are Texas, Tennessee, and Mississippi. The research analyzes what caused the states to change their education funding formulas as well as trends regarding the changes of the actual education funding formula. With other red states looking to change their …

Church And State Relationships Explored In Mississippi's Foster Care System, Olivia Gray May 2025

Church And State Relationships Explored In Mississippi's Foster Care System, Olivia Gray

Honors Theses

Historically, the entities of church and state were never meant to be wholly separate. Yet, varying ideas as to what this relationship should be evolved over centuries to become the notion of a separation of church and state that Americans cling to today. Despite common misconceptions regarding this ideal, Mississippi’s foster care system maintains strong and beneficial relationships with local churches throughout the state to better impact and meet the needs of foster children in local communities.

This research seeks to explore the relationship between the church and the state utilizing the example of Mississippi’s foster care system. The findings …

Weathering The Storm: Examining Mississippi’S Disaster Recovery For Diverse Economic Groups, Ethan C. Robertson May 2025

Weathering The Storm: Examining Mississippi’S Disaster Recovery For Diverse Economic Groups, Ethan C. Robertson

Honors Theses

This study investigates the systemic disparities in disaster recovery resource allocation in Mississippi, with a particular focus on the challenges faced by underprivileged communities. Guided by the central research question—how can we make disaster recovery more equitable?—this research critically examines whether current disaster recovery policy in Mississippi is equitable and how effectively it addresses the needs of diverse economic groups. The current disaster recovery model often fails to address the unique needs of socio-economically vulnerable populations, hindering their ability to recover effectively. Through case studies of Hurricane Katrina (2005), the Mississippi River Flooding (2011), and undeclared tornadoes in December 2022, …

Extracting Renewables: A Capabilities Approach To A Just Transition Crisis, Mateos Lozano May 2025

Extracting Renewables: A Capabilities Approach To A Just Transition Crisis, Mateos Lozano

Honors Theses

Extraction of cobalt and lithium is often regarded as necessary to facilitate a successful transition to renewable energy so that global warming can be limited to 2°C. At the same time, many current cobalt and lithium extraction practices contribute to environmental destruction, expose workers to toxic contaminants, and sometimes involve child labor. This thesis argues that cobalt and lithium extraction, if permissible, must be conducted in a manner compatible with the normative obligations of justice and fairness. I first explain notable differences between prominent types of cobalt and lithium extraction and note how each impacts people and the environment. Then, …

Living In Paradise? Cameroonian Women In The American Diaspora, Joseph Takougang May 2025

Living In Paradise? Cameroonian Women In The American Diaspora, Joseph Takougang

Journal of African Policy Studies

For decades after independence, African migration was a phenomenon that could be attributed to a patriarchal culture that encouraged male domination. Later, that traditional mindset was reinforced by a colonial system that often marginalized the role of women in many African societies. Indeed, because young men were more likely to be educated than their female counterparts under the colonial system, they were advantaged after independence to attend institutions of higher learning abroad when it became necessary to train young Africans to occupy important government and other decision-making positions in the newly independent states. Recently, however, women have become important players, …

Journal of African Policy Studies

This study examines the effect of the socioeconomic status of parents on the provision of education during the COVID-19 lockdown in Cameroon. Three major objectives guided this study, which examines the effects of parents’ educational level and level of income on the provision of education and how the emergency response strategy adopted by the government affected the provision of quality education for all. A case study research design was used, and the Southwest Region was chosen as the study site. Forty parents from rural and urban areas within the region were selected while twelve divisional delegates were sampled for the …

Transformation Of Artisanal Small-Scale Mining (Asm) In Ghana: From Pre-Colonial To The Modern Era, Emmanuel Ababio Ofosu-Mensah

Journal of African Policy Studies

Literature abounds on the nature and impact of gold mining activities in Ghana, but limited efforts have so far been directed at exploring a concise historical account of the transformation of artisanal small-scale gold mining in Ghana from the pre-colonial era to the present. Against this background, this article traces the history of gold mining policies and regulations that have brought about the transformation of the artisanal small-scale mining sector in Ghana. Drawing on archival documents, interviews, newspaper reports, and a review of secondary materials, this study reveals that, unlike the situation in the pre-colonial era, artisanal mining from the …

The Women’S Emancipation Struggle In Senegal During The 1980s And 1990s: The Case Of The “Yewwu-Yewwi” Movement, Aliou Ly May 2025

The Women’S Emancipation Struggle In Senegal During The 1980s And 1990s: The Case Of The “Yewwu-Yewwi” Movement, Aliou Ly

Journal of African Policy Studies

Senegalese women’s socio-cultural and economic status has always been shaped by local customs, religion, and gender structures. During the colonial period, against the backdrop of the opportunity to have a Western education, economic changes and extremely rapid urbanization encouraged Senegalese women to join the political arena in supporting various male political leaders. This trend continued during the post-colonial period, leading to the election of female parliamentarians and women holding high governmental positions in the 1960s and 1970s. The 1980s saw the creation of more vocal and visible women’s organizations such as the Yewwu-Yewwi “Pour la Liberation des Femmes” movement of …

Healthcare Policy And Administration In Nigeria: A Critical Analysis, Robert A. Dibie May 2025

Healthcare Policy And Administration In Nigeria: A Critical Analysis, Robert A. Dibie

Journal of African Policy Studies

This paper examines the perception of the effectiveness of the healthcare system in Nigeria by citizens and residents of the country. It argues that the Nigerian government needs to adopt a more pragmatic healthcare policy, one that could be more effectively implemented. Unlike the old practice of the Ministry of Health, an innovative approach to healthcare delivery should involve benchmarks, strategic doing, and coordination of priorities, as well as partnerships with various stakeholders from the private sector, including nongovernmental organizations and foreign investors. The paper uses quantitative and qualitative data derived from questionnaire surveys and interviews administered to 3,202 Nigerian …

Africa And Us Foreign Direct Investments In The 21st Century: The Contours Of Global Engagement, Moses K. Tesi May 2025

Africa And Us Foreign Direct Investments In The 21st Century: The Contours Of Global Engagement, Moses K. Tesi

Journal of African Policy Studies

The focus of this article is to analyze the state of US private investments in Africa, the nature, pattern, and trend of such investments, and various ideas about factors that have either inhibited or accelerated the growth of investment flows to countries in the region. US private investments in Africa were inconsequential from the 1960s to 1990s, but in the 2000s, significant efforts were made by the US government to encourage, promote, and support private US firms to invest in Africa, and efforts were also made by African governments to increase US private investments on the continent. My research shows …

The Rural Development Politics Under Prime Minister K.A. Busia Of Ghana, 1969-1972, Kwame Adum-Kyeremeh

Journal of African Policy Studies

This article discusses rural development under the Second Republican government of Ghana. While not directly engaging with the claims of Busia’s unrivalled rural development agenda, this article provides some perspectives as to why the assertions of unqualified success remain popular. Drawing on newspapers and published sources, it discusses the Busia government’s rural development programme and accomplishments, and finds that plans to develop rural Ghana date to several years before the Busia government. By adopting rural development as its flagship programme, Busia directed the government and citizens’ attention towards rapid rural development in the early 1970s. Widespread media publicity has helped …

Women And The Policy Process: Minimum Marriageable Age Policy Adoption In Nigeria, Ene Ekpebe May 2025

Women And The Policy Process: Minimum Marriageable Age Policy Adoption In Nigeria, Ene Ekpebe

Journal of African Policy Studies

Nigeria has the eleventh highest incidence of early marriage – marriage before the age of 18 – in the world. This is problematic because early marriage has been shown to have significant health and socioeconomic disadvantages for girls. In 2003, the Child Rights Act (CRA) was adopted by the federal government of Nigeria. One of its provisions was a prohibition of early marriage. As of 2022, 25 of Nigeria’s 36 states had adopted the CRA. However, only 23 have adopted its minimum marriageable age provision without exception. This paper discusses the factors affecting the adoption of the CRA’s minimum marriageable …
