Should We Flee? The Mortality And Economic Impacts Of Hurricane Evacuation Orders, Lucas Kaplan

I estimate the mortality and county-level regional economic impacts of hurricane evacuation orders using a novel instrumental variables framework. Relative to similarly affected but non-evacuated areas, evacuated counties experience fewer deaths but lower personal income, employment, and business establishments into the second year following the storm, likely stemming from delayed returns in wealthier neighborhoods. I then develop a threshold decision rule that balances the mortality benefits against these persistent economic costs and apply this framework to orders issued from 2016–2022. The accelerating militarization of artificial intelligence (AI) has transformed the ethics, politics, and governance of warfare. This article interrogates how AI-driven targeting systems function as epistemic infrastructures that classify, legitimize, and execute violence, using Israel’s conduct in Gaza as a paradigmatic case. Building on interdisciplinary debates in security studies, critical technology studies, and international law, the paper advances the concept of "genocide by algorithm"—a mode of technologically mediated extermination in which opaque computational systems automate and rationalize mass violence. Kinship caregivers caring for children often lack access to services and supports they need to stabilize their families. Other kinship navigator programs have been shown to improve child permanency, child safety, child wellbeing, and adult wellbeing. This study evaluated Kinnections, a kinship navigator program provided by Wayfinder Family Services, operating since 2007 in seven counties in Northern California. Using propensity score matching, 116 kinship caregivers receiving Kinnections services were matched with 116 kinship caregivers in neighboring counties with no kinship navigator services available. The matched sample showed strong baseline equivalence on key caregiver, child, and household factors. Findings showed …

This ethnographic study explores the caregiving experiences of grandparents in northern Vietnam who are raising grandchildren impacted by HIV/AIDS. Specifically, what is the process of skipped-generation caregiving in families affected by HIV/AIDS in Vietnam? Data were collected between 2009 and 2011 through participant observation and in-depth interviews with 26 grandparent caregivers and eight key informants. Informed by the Caregiving Career framework as a sensitizing concept and using constructivist grounded theory analytic strategies, the study identifies four interconnected caregiving phases shaped by cultural expectations, stigma, and intergenerational disruption. Carbon-rich Black Soils are an important natural resource ensuring China’s food security, and their soil carbon stocks are closely related to grain production capacity. Based on nearly two decades of regional survey data and long-term field experiments, this study systematically investigated the dynamics of soil organic matter (SOM), its response relationship with crop productivity, and strategies for soil fertility improvement. The results showed that soil carbon stocks in the topsoil (0–20 cm) of the Black Soil region in Northeast China have declined by approximately 60%.
