As wildfires increase in frequency and severity in rural communities, disaster management agencies are seeking to collaborate with community-based organizations (CBOs) working with rural, low-income Latin@/e/x communities to build wildfire resilience. This qualitative case study examines the critical role of CBOs rooted in their local, predominately low-income Latin@/e/x communities as cultural brokers in supporting Latin@/e/x wildfire survivors following the 2020 "Mobile Home Parks" Fire in a rural county in Oregon. Drawing from 23 semi-structured interviews, three focus groups, a review of relevant documents, and participant observations, the research investigates how Latin@/e/x CBOs navigated the complex cultural landscape between wildfire survivors …

'There Is That Of God In All Of Us': Church, State, And Restrictive Abortion Policies, Kimsey J. Stewart

Unsafe abortion affects millions of women around the globe every year. Unsafe abortions are more likely to occur in countries with restrictive abortion policies. Yet, these policies persist, and the worldwide trend of liberalization of abortion laws is at risk of reversal. There is a disconcerting lack of research regarding what factors cause governments to enact, retain, and enforce restrictive abortion policies. This paper is an attempt to fill in such a gap. I theorize that countries in which the government has closer ties with religious organizations will have more restrictive abortion policies. My results indicate that this is likely …

This project proposes a new protocol for implementing meta-synthesis as a research tool. Meta-synthesis allows researchers to combine data sets from multiple sources that appear unconnected; it allows data sets to be extracted from multiple domains and knowledge banks that present as being unable to be combined or cross-transferable. This project presents a protocol designed to guide meta-synthesis which was used to extract critical relevant data from the Sustainable Development Goals (SDGs) related to inclusive education and inclusive work and rehabilitation policies and practices. This dissertation examines everyday experiences of a North Korean refugee woman in the U.S., centering her narratives as sites of critique, resistance, and meaning-making. Grounded in Critical Refugee Studies, Asian American Studies, and Critical Intercultural Communication and framed by intersectionality, it explores how interlocking structures of power shape and are shaped by her life. On the 20-year anniversary of the Intelligence Reform and Terrorist Prevention Act (IRTPA), two DIA officers examine the impact of analytic tradecraft reforms and the over-emphasis on intelligence analyst skills over intelligence product outputs, particularly to the Joint Force. This article reexamines civil-military relations through a philosophical lens, arguing that they are far more complex than simple military subordination to civilian authority. Drawing on foundational models from Hobbes, Plato, medieval Christendom, and Clausewitz, it reveals a recurring tripartite structure of society: rulers, warriors, and citizens bound together by mutual responsibility and moral obligation. From Plato’s emphasis on virtue and justice to Clausewitz’s "paradoxical trinity" of people, military, and government, the article shows that the strength of any state depends on trust and collaboration among all three. This article evaluates the modernization of the People’s Liberation Army Air Force (PLAAF) from 2007 to 2025 using the Saunders-Quam framework, which identifies four core trade-offs: changes in roles and missions, domestic versus foreign procurement, high-tech versus low-tech systems, and combat versus support aircraft. While the framework remains a useful analytical tool, it underestimated the Chinese Communist Party’s willingness to fund expensive modernization efforts and the rapid advancements in China’s defense industrial base. This qualitative critical race case study investigates the underrepresentation of Black and Latinx students at Heister University, a predominantly White public research institution in the Northeastern United States. Despite its location near two diverse cities and its reputation as an affordable, high-quality university, its student body remains disproportionately White. This study explores whether admissions and recruitment policies, either overtly or covertly, contribute to systemic barriers limiting access for students from minoritized groups. Using Critical Race Theory and Colorblindness Ideology, the research examines the intersection of race, policy, and institutional practice through interviews policy reviews, demographic data. Spotting And Preventing Air Rage: Proactive Strategies For Pilots & Flight Attendants For Handling Unruly Passenger Behavior, Alan Saquella, Joe Frary

Unruly passenger behavior has become an increasingly common challenge for airline crews. According to the International Air Transport Association (IATA), more than 53,500 disruptive passenger incidents were reported globally in 2024, averaging one incident every 395 flights. In the U.S., the FAA recorded over 900 cases by mid-year, with more than 100 directly tied to intoxication. While the majority of flights operate without issue, the rise in verbal abuse, intimidation, and physical altercations is impacting both safety and morale in the skies.

Too frequently, traditional research centers the wounded-subject position (Brown, 1995), which reduces minoritized individuals to their experiences of discrimination, perpetuating deficit-based narratives, oppression, and existing power dynamics. To counter traditional research frameworks and deficit-based narratives, we used photovoice methodology (Wang & Burris, 1997) to honor and celebrate the healing experiences of nine queer womxn of color (QWoC). The photovoice project explored the healing experiences of QWoC inside and outside counseling and lead to the curation of a photovoice exhibit to share their stories of resilience and power. “Plus Ça Change, Plus C’Est La Même Chose”: The Ongoing Decolonisation’S Mechanic Inside The Franc Zone, Gerard Emmanuel Kamdem Kamga

This paper examines the persistent neocolonial dynamics within the Franc Zone, encapsulated by the adage “plus ça change, plus c’est la même chose” (the more things change, the more they stay the same). Despite nominal independence in the 1960s achieved by countries colonized by France, the analysis reveals how France maintains significant control through the Franc Zone and the “Françafrique” system. The Franc Zone, encompassing fifteen African states using the CFA Franc and Comoros Franc, functions under principles ensuring French dominance and the enslavement of these countries: fixed exchange rates pegged to the Euro, mandatory centralization of a large portion …

Communities of African descent worldwide experience persistent structural discrimination, manifested in poverty, underdevelopment, marginalization, social exclusion, and economic disparities. The historical crimes of enslavement, the transatlantic trade of enslaved Africans, apartheid, and colonialism, recognized as crimes against humanity and potentially constituting genocide, have left enduring trauma and systemic repercussions. These atrocities are demonstrably linked to current disparities in health, welfare, and the fulfillment of human rights for people of African descent.
