Under the background that labor competition and the society progress become more in-tense, the dilemma of motherhood faced by working women has become increasingly prominent. This dissertation aims to explore gender challenges in the Chinese workplace, in particular the maternity leave system and its impact on discrimination against working mothers. Taking Shenzhen as an example, this study adopts qualitative research methods and systematically examines the challenges faced by working mothers in terms of maternity leave and employment discrimination through in-depth interviews with ten working mothers, seven human resource managers, three corporate employers and three in-depth interviewers. One in seven workers in the United States is employed in food labor jobs, yet these jobs are among the lowest paid and least regulated in the country. Food Policy Councils (FPCs) have emerged to expand the benefits of food systems, however, few FPCs have prioritized food system labor concerns. This brief summarizes findings from a study that used data from the 2016-2023 Food Policy Network’s national survey as well as focus groups and interviews with over 25 FPC representatives and leaders to examine the challenges and barriers that have limited FPCs’ engagement with labor issues. Modeling Nato Joint Warfighting Through Space Combat Simulations, Grant Nehls, Apoorva Somani

This article investigates NATO’s dependence on space systems in joint warfighting and explores the use of simulation to quantify degradation effects. Using a custom-built AFSIM model of a NATO Arctic operation, the study demonstrates how GNSS spoofing and crosslink jamming undermine data integrity, commander trust, and strike execution—even without kinetic losses. Results show that partial degradations can cause mission failure through decision paralysis. By moving beyond binary modeling, this research highlights the need for nuanced simulations to prepare NATO for contested space environments and the challenges of great power competition.

This article examines the intersection of Arctic geopolitics and space security amid intensifying U.S., Russian, and Chinese competition. Melting ice has opened access to resources and new sea routes, elevating the Arctic’s strategic value while increasing reliance on space-based communications, navigation, and surveillance. Yet, vulnerabilities in polar orbits, aging ground infrastructure, and dual-use facilities expose critical systems to environmental hazards and geopolitical risks. The analysis highlights modernization efforts—including SHIELD and Golden Dome—as well as enduring cooperation and rivalries, underscoring the Arctic’s role as both a frontier of opportunity and a potential flashpoint in space-enabled security.

Same But Different: The Survivability Of Arctic-Based Russian Second-Strike Capability, July Decarpentrie

This article analyzes the survivability of Russia’s second-strike capability in the Arctic through the lens of classical nuclear deterrence theory. Despite heavy commitments in Ukraine, Moscow continues to modernize its Northern Fleet and reinforce bastion defenses, underscoring the Arctic’s role as the cornerstone of its retaliatory deterrent. While these strategies mirror Cold War practices, they face unprecedented challenges from NATO expansion, multipolar competition, and advances in anti-submarine detection technologies. The study concludes that safeguarding Russia’s second-strike capability not only shapes regional security dynamics but also has broader implications for global strategic stability.

Atomic Offsets: Nuclear Policy Shifts For Arctic States In The Wake Of Moscow’S Special Military Operation, Molly Wise, Lillian Hussong

This article examines how Russia’s 2022 invasion of Ukraine has intensified nuclear reliance among Arctic states. Applying a new framework of “conventional-nuclear vulnerability,” it analyzes the nuclear policy shifts of Sweden, Finland, and Russia. The findings show that Finland and Sweden pursued NATO membership to secure nuclear guarantees, while Russia adopted riskier nuclear signaling and lowered thresholds for nuclear use. These developments highlight the growing centrality of nuclear deterrence in Arctic security, underscoring the challenges for U.S. and NATO policymakers in balancing assurance and deterrence in a volatile regional environment.

This study analyzes Russia’s evolving strategic culture to assess its implications for deterrence in the Arctic. It argues that Western deterrence frameworks insufficiently account for Russia’s integration of military, economic, informational, and political tools into a holistic strategy. Rooted in a siege mentality and aspirations for great power status, Russia perceives the Arctic as central to its security, economic modernization, and geopolitical influence. By situating Arctic policy within this cultural framework, the analysis highlights the need for U.S. and NATO practitioners to reassess assumptions and develop more culturally attuned deterrence strategies.

This dissertation aimed to analyze the impacts of aggregated federal funding from the CDBG and HOME block grants on temporal changes in the Housing Affordability Index (HAI Change). The temporal change in Housing Affordability between 2011–2015 and 2016–2020 was constructed as the dependent variable to measure the direct and indirect impacts of CDBG/HOME funding. This thesis develops a framework to determine track access charges for shared high-speed rail corridors, with a focus on rail replacement cost driven by train-induced loads. The method explicitly accounts for both static loads, resulting from axle weights, and dynamic loads that arise from train speed and track geometry, particularly curvature. Train characteristics such as axle load, operating speed, frequency of service, and number of wheels are integrated with track parameters, including curve radius, to calculate the total vertical load. A Qualitative Analysis Of The Lived Experience Of Active-Duty Servicewomen Receiving Perinatal Care Within The Military Health System., Caitlin Russell, Emily Balog, Anne Teitelman, Rosemary Polomano

OBJECTIVES: We explored the lived experiences of active-duty servicewomen (ADSW) accessing and receiving care during the perinatal period (from discovery of pregnancy to 1 year postpartum) within the Military Health System.

STUDY DESIGN: Using qualitative methods, we conducted semi-structured interviews between September 2022 and February 2023 with 23 ADSW participants who were pregnant or within their first year postpartum. Data were analyzed using inductive coding and thematic analysis techniques.

RESULTS: Participants reported bureaucratic hurdles and long wait times for accessing care, too little choice in providers, and inadequate coordination between civilian and military care providers. Those who experienced perinatal complications …

The client organization had not previously analyzed the impact of its NIBIN program. This lack of analysis potentially impeded informed decision-making regarding staffing and resource allocation. The purpose of this study was to address the practice-focused research question: What impact do NIBIN leads have on case closure rates for aggravated assaults and homicides involving firearms? A Cox proportional hazards regression model, a type of survival analysis, was used to analyze the data, which was based on the Locard exchange principle. U.S. employers spend considerable sums on employee skill development, including investments in college tuition assistance programs (CTAP). Based on a review of recent literature, measuring employer return on investment can be difficult. The literature contained varying results on the effectiveness of employer-provided incentives on retention decisions and provided insufficient empirical or evaluative data on employee perceptions and the influence on retention. Teachers are critical to education production. Yet, recruiting and retaining teachers has remained challenging, particularly in high need fields, at schools serving a high proportion of students from low-income backgrounds, and from racially diverse backgrounds. To incentivize enrollment in teacher preparation programs and to support teacher candidates through degree completion, the federal government implemented the Teacher Education Assistance for College and Higher Education (TEACH) Grant in 2008. The TEACH Grant offers undergraduate and graduate students up to $16,000 and $8,000 in grant aid, respectively, to pursue degrees in high need teaching fields. Disabled college students face significant barriers to degree completion, including systemic inequities in financial aid policies. This Issue Article investigates financial aid policies that unfairly limit aid to disabled students, at times forcing them to choose between maximizing their financial aid and the recommended accommodations to which they have a legal right, such as a reduced courseload. We highlight how current policies, including Pell Grant proration, Satisfactory Academic Progress (SAP) requirements, and lifetime funding caps, create financial and administrative burdens that disproportionately affect disabled students. This paper reports insights from focus group discussions from Montana reservations, which provide insights and perspectives on the experiences of Native American entrepreneurs. The narratives from these discussions highlight the challenges the current regulatory context poses for entrepreneurial activities and their communities. The participants spoke of regulatory unpredictability and inefficiency, resulting in uncertainty faced by business owners and thus not impeding economic prosperity. The discussions also revealed a disconnect between tribal governments and community members, characterized by a lack of transparency and accountability. Judicial independence emerged as another significant concern. These insights from the focus groups suggest a path forward …
