The United Kingdom's pulp, paper, and printing sector (UKPPP) contributes ∼6 % of the nation's industrial CO2 emissions. While these emissions have declined since 2000, mainly because roughly half its paper mills closed due to global competitiveness challenges, other factors influencing emission dynamics (e.g., carbon intensity, energy intensity, fossil fuel dependency, economic structure, and activities) remain quantitatively unevaluated in comparison to other top global PPP countries (TGPPP). Additionally, the UKPPP relies on imports from TGPPP. Yet, a comprehensive modelling of the ecological CO2 emission exchanges and a comparison of sectoral production structures and emission dynamics between these entities have not …

Supplementary metrics of data center energy consumption include Water Usage Effectiveness (WUE) and Carbon Usage Effectiveness (CUE), which measure water use and carbon emissions, …
A Performance-Based Co-Governance Framework For Subnational Contributions To Ndcs, Hamdhan Munawwar
A Performance-Based Co-Governance Framework For Subnational Contributions To Ndcs, Hamdhan Munawwar
COP30
Although existing climate governance frameworks acknowledge the significant role of cities and the private sector, they frequently fail to translate this potential into tangible contributions to Nationally Determined Contributions (NDCs). This is due to the failures in aligning the incentives, authority, and accountability properly in multilevel governance frameworks. This results in an interminable break in execution. This paper advocates for a significant transition from process-oriented governance to a results-based paradigm that explicitly associates national support with quantifiable mitigation outcomes. Drawing on a review of integration challenges in multilevel governance, exemplified by the Sri Lankan context and broader trends identified by …
Democratic Reliance On Non-State Actors For Climate Change: How Promotion Of Subnational And Non-State Actors Mend The Gap To National Mitigation Outcomes., Yezen Nael Said
COP30
Representative democracies face structural and political challenges that hinder the implementation of robust climate action. Short electoral cycles discourage long-term investments in mitigation, while institutional inertia and political polarization stall responsive policymaking. Interest group influence further weakens reform efforts. These limitations are compounded by the public's tendency to prioritize immediate, tangible benefits over long-term environmental gains, as illustrated by voter resistance to proactive climate taxation in Norway and Germany’s sluggish implementation of Paris Agreement targets. National climate strategies must therefore be reinforced by subnational and non-state actors. Cities, in particular, can serve as engines of innovation and implementation, leveraging localized …

The Familiarity Effect In Prioritizing Distant Solutions: A Discrete Choice Experiment On Development Planners In Indonesia, Timothy Pieter Christian Siahaan
The Familiarity Effect In Prioritizing Distant Solutions: A Discrete Choice Experiment On Development Planners In Indonesia, Timothy Pieter Christian Siahaan
BISNIS & BIROKRASI: Jurnal Ilmu Administrasi dan Organisasi
Development planning ideally requires accurate information to translate distant solutions, where actions and impacts are separated by significant delays. However, the attention theory suggests that the attention of planners is constrained by familiarity bias, shaped by organizational procedures and communication channels. This study argues that planners are less likely to prioritize distant solutions due to a stronger sense of perceived self-efficacy. Even when presented with favorable information, decision-makers tend to rely on heuristics that filter out unfamiliar information. Employing a mixed-method approach by combining a discrete choice experiment and qualitative interviews with regional planners in Indonesia, this study discovers that …
