For many years, policy-making has been envisioned as a process in which subsets of policy actors engage in specific types of interactions involved in the definition of policy problems, the articulation of solutions and their matching or enactment. This activity involves the definition of policy goals (both broad and specific), the creation or identification of the means and mechanisms that need to be implemented to realize these goals, and the set of bureaucratic, partisan, electoral and other political struggles involved in their acceptance and transformation into action. John Kingdon's Multiple Streams Framework (MSF) was articulated in order to better understand how issues entered onto policy agendas, using the concept of policy actors interacting over the course of sequences of events in what he referred to as the "problem", "policy" and "politics" "streams". However, it is not a priori certain who the agents are in this process and how they interact with each other. One of the approaches gaining ground in policy design is the implementation of combinations of policy measures as policy packages with the aim of increasing efficiency and effectiveness of the designed policies. In this paper, we describe the recent advancements in the developments of a virtual environment for the exploration and analysis of policy packages. The virtual environment uses an agent-based modelling approach for the generation of different configurations of policy measures in the policy packages. In addressing various policy problems, deciding which policy measure to start with given the range of measures available is challenging and essentially involves a process of ranking the alternatives, commonly done using multicriteria decision analysis (MCDA) techniques. In this paper a new methodology for analysis and ranking of policy measures is introduced which combines network analysis and MCDA tools. This methodology not only considers the internal properties of the measures but also their interactions with other potential measures. The increased complexity in our socio-economical systems requires the development of new tools to support a better understanding of the intricacies involved in addressing problems associated with such systems. We believe that by introducing a systematic approach for exploring alternative policies we can improve the decomposition of these problems, decrease the required time for analysis and formulate more effective polices.
