In this working paper, I argue that disaster management in high Qing period can be better understood by simultaneously considering the historiographies of how governing elites understood disasters at the metaphysical level and the administration of disaster relief. During High Qing late imperial China, the regime encountered rapid changes in population, economy, and environment. Following how environmental historian Mark Elvin describes the prevalent ideology that guided Chinese governing elites on implicating human conduct with the manifestation of disasters as “moral meteorology”, I link it to the granary system so as to underscore how these two related but separate streams of …

Premised upon the observation that MOOC and crowdsourcing phenomena share several important characteristics, including IT mediation, large-scale human participation, and varying levels of openness to participants, this work systematizes a comparison of MOOC and crowdsourcing phenomena along these salient dimensions. In doing so, we learn that both domains share further common traits, including similarities in IT structures, knowledge generating capabilities, presence of intermediary service providers, and techniques designed to attract and maintain participant activity. This study aims to understand different publics’ communicative behaviors for problem solving surrounding an oil spill issue in Korea. Specifically, it explores the differences between chronic activists and other types of publics who were affected by this chronic environmental issue. A total of 24 interviews were conducted, from which five different types of publics were identified. The findings suggest that the majority of activists who are currently working on the issue are closed-chronic activists, which are slightly different from Ni and Kim’s findings on chronic activists’ communicative behaviors. How can agents in the military, who control the means of coercion, commit not to expropriate from producers? In this paper we propose competition within the military as one of the mechanisms that can deter predation and consequently create commitment. In our model, even if agents within the military could expropriate all output costlessly, it is attractive to protect producers from predating military units. This marginal defensive advantage and consequently defence is an effective way to potentially eliminate is because there is a other military units, reducing competition and leading to higher future payoffs. The aim of this article is to empirically identify convergence clubs in energy intensity among 109 countries from 1971 to 2010 by using a recently developed methodology, i.e., a new regression-based convergence test, introduced by Phillips and Sul (2007). This log t test allows us to endogenously identify the groups of countries that converge to different equilibriums and those that do not converge to any convergence clubs. We mainly find that, first, world countries do not seem to converge at the same steady-state level; instead, they form four separate clubs converging to their own steady-state paths and few countries are …

What is the state of the research on crowdsourcing for policymaking? This article begins to answer this question by collecting, categorizing, and situating an extensive body of the extant research investigating policy crowdsourcing, within a new framework built on fundamental typologies from each field. We first define seven universal characteristics of the three general crowdsourcing techniques (virtual labor markets, tournament crowdsourcing, open collaboration), to examine the relative trade-offs of each modality. At the UCC, goods are consolidated based on their destinations prior to their deliveries into city centers. Typically, a UCC owns a fleet of ecofriendly vehicles to carry out such deliveries. Shippers/carriers that make use of the UCC’s service hence no longer need to be restricted by timewindow and vehicle-type regulations. We are concerned with the routine crowd management problem after a major event at a known venue. Without properly design complementary transport services, such sudden crowd build-ups will overwhelm the existing infrastructure. In this paper, we introduce a novel flow-rate based model to model the dynamic movement of passengers over the transportation flow network. Based on this basic model, an integer linear programming model is proposed to solve the bus transit problem permanently. In this paper, we aim to gain useful insights about people living in a city by developing novel models to mine user lifestyles represented by the users' activity centers. Two models, namely ACMM and ACHMM, have been developed to learn the activity centers of each user using a large dataset of bus and subway train trips performed by passengers in Singapore. Oceans are suffering from the dual climatic pressures of warming temperatures and acidification, increasing the presence of disease risks that affect marine organisms and public health. Through a randomized field-based experiment, this study examines the effects of communicating about risks to marine organisms and public health on people’s support for policies aimed at mitigating those risks as a function of different message frames.
