Current climate change aggravates human health hazards posed by heat stress. Forests can locally mitigate this by acting as strong thermal buffers, yet potential mediation by forest ecological characteristics remains underexplored. We report over 14 months of hourly microclimate data from 131 forest plots across four European countries and compare these to open-field controls using physiologically equivalent temperature (PET) to reflect human thermal perception. Forests slightly tempered cold extremes, but the strongest buffering occurred under very hot conditions (PET >35°C), where forests reduced strong to extreme heat stress day occurrence by 84.1%. Harmonized Gap-Filled Datasets From 20 Urban Flux Tower Sites, Matthew Lipson, Sue Grimmond, Martin Best, Winston T. L. Chow

A total of 20 urban neighbourhood-scale eddy covariance flux tower datasets are made openly available after being harmonized to create a 50 site–year collection with broad diversity in climate and urban surface characteristics. Variables needed as inputs for land surface models (incoming radiation, temperature, humidity, air pressure, wind and precipitation) are quality controlled, gap-filled and prepended with 10 years of reanalysis-derived local data, enabling an extended spin up to equilibrate models with local climate conditions. For both gap filling and spin up, ERA5 reanalysis meteorological data are bias corrected using tower-based observations, accounting for diurnal, seasonal and local urban effects …

This paper explores the ways in which infrastructural development can cause the sacred to become a source of political legitimacy, and sacred authority to become a politically charged construct. For resource-dependent communities, the ecological damage caused by infrastructural development can cause ostensibly profane issues to be imbued with sacred meaning and value. With sacralization comes the expectation that figures of sacred authority will campaign for justice on behalf of the communities that they represent. However, when the authority evoked comes from outside the boundaries of institutionalized religion, processes of suprasacralization come into play. Modifying urban morphology, defined as mass, density, and orientation of building stock in cities, are well-known heat mitigation strategies addressing urban heat islands (UHI) at various scales and consequent thermal discomfort. However, varying morphological aspects may have divergent effects on Outdoor Thermal Comfort (OTC) in cities. Unlike UHI, which is derived from urban-rural temperature differences, OTC can be quantified by thermal comfort indices considering the objective assessment of microclimatic variables including air temperature (Ta), relative humidity (RH), mean radiant temperature (TMRT), and wind speed (Va), as well as a subjective assessment of individual perception. This paper estimates the effects of time-varying consumer preference bias on trade flows and welfare. We use a unique data set from the BBC World Service Poll, which surveys (annually during 2005–2017 with some gaps) the populations of a wide array of countries on their views of whether an evaluated country is having a mainly positive or negative influence in the world. We identify the effects on consumer preference parameters due to shifts in these country image perceptions and quantify their general equilibrium effects on bilateral exports and welfare (each time for an evaluated exporting country, holding the exporting country’s …

Accountability in collaborative governance comprises a tangled web of vertical and horizontal accountability relationships. While different accountability mechanisms are apparently complementary, they also clash with each other, producing serious accountability tensions. This study explores how actors in collaborative governance experience and manage conflicting accountability demands in the context of a Korean interorganizational network. Using qualitative data based on in-depth interviews with 32 personnel across 10 organizations and document analysis, the study identifies different types of accountability tensions and actors’ strategic responses to them. Autonomous driving systems (ADSs) must be tested thoroughly before they can be deployed in autonomous vehicles. High-fidelity simulators allow them to be tested against diverse scenarios, including those that are difficult to recreate in real-world testing grounds. While previous approaches have shown that test cases can be generated automatically, they tend to focus on weak oracles (e.g. reaching the destination without collisions) without assessing whether the journey itself was undertaken safely and satisfied the law. In Phoenix, Arizona last year, the local high temperature topped 100 degrees Fahrenheit on 145 days, a new record. Of those 145, 53 days saw top temperatures above 110 and 14 days exceeded 115 – also new peaks. Taken together, these numbers strongly suggest that to live out 2020 in Phoenix was to inhabit an environment sliding towards a painful, and perhaps even hellish, new baseline. Of course, numbers are known to occlude at least as much as they reveal. We explore the effect of individual perceptions of climate anomalies on collective action within a context of environmental complexity and uncertainty. To do so, we construct two competing propositions that are theoretically robust but with very different real-world implications. Our first proposition suggests that collective action to adapt to climate change is likely to be more effective when perceptions of climate anomalies converge within a community. Our second proposition suggests the opposite: that convergence is likely to hinder adaptation behaviour. This paper presents a policy network analysis study that examines policy subsystem interconnectedness and cohesion, to explore three constituent regulatory policy instruments that have a combined impact on governing sustainability. The network surrounding the environmental sustainability of biodiesel policy in Indonesia is marked by high interconnectedness and relatively weaker cohesion, properties that impact how policy solutions are formulated through policy actor interactions and define prevailing policy formulation styles. Reorganizing bus frequencies to cater for actual travel demands can significantly save the cost of the public transport system. This paper studies the bus frequency optimization problem considering the user satisfaction. We propose a manager-worker framework (the implementation of our model is publically available at: https://github.com/zcaicaros/manager-worker-mtsptwr) based on deep reinforcement learning to tackle a hard yet nontrivial variant of Travelling Salesman Problem (TSP), i.e. multiple-vehicle TSP with time window and rejections (mTSPTWR), where customers who cannot be served before the deadline are subject to rejections. Particularly, in the proposed framework, a manager agent learns to divide mTSPTWR into sub-routing tasks by assigning customers to each vehicle via a Graph Isomorphism Network (GIN) based policy network. This research brief uses data from the Singapore Life Panel (SLP) and provides a general description of the commuting patterns of older adults in November 2021. By outlining the latter, we aim to provide some indication of whether Singapore’s transport infrastructure adequately supports the commute needs of older adults and how older adults’ commute fares against the Land Transport Authority (LTA) of Singapore’s Land Transport Master Plan (LTMP). The Fukushima nuclear disaster was profoundly a man-made one, resulting from the organizational failure of nuclear emergency preparedness. To fully understand the cause of this disaster, I propose to extend an organizational perspective on disasters into a macro-institutional perspective on disaster preparedness. To this end, I borrow from science and technology studies the concepts of "sociotechnical imaginary" and "civic epistemology" to probe the deepest layers of meaning-making constitutive of disaster preparedness. Learning based order dispatching has witnessed tremendous success in ride hailing. However, the success halts within individual ride hailing platforms because sharing raw order dispatching data across platforms may leak user privacy and business secrets. Urban blight has been found to cause a variety of problems, including negatively affecting the value of surrounding properties and increasing neighborhood crime rates. If the same externalities that give rise to urban sprawl also contribute to urban blight, as is suggested by Brueckner and Helsley (2011), city center vacancy rates-an indication of blight-would increase with the extent of urban sprawl. This study adds to the sparse literature on the empirical relationship between urban sprawl and blight by finding that the city-center census tract vacancy rate is higher in more sprawling cities. How to coordinate the communication among intersections effectively in real complex traffic scenarios with multi-intersection is challenging. Existing approaches only enable the communication in a heuristic manner without considering the content/importance of information to be shared. This paper addresses the time dependent orienteering problem with time windows and service time dependent profits (TDOPTW-STP). In the TDOPTW-STP, each vertex is assigned a minimum and a maximum service time and the profit collected at each vertex increases linearly with the service time. The goal is to maximize the total collected profit by determining a subset of vertices to be visited and assigning appropriate service time to each vertex, considering a given time budget and time windows. Nearly 55% of the world's population lives in urban areas or cities, and is expected to rise above 70% over the coming decades. Rapid urbanization brings steadily more residents and a growing freelancing workforce into cities. The developments of city infrastructure and technologies—for instance, mobile location tracking and computing, autonomous and connected vehicles, wearable devices, robotics and robots, smart appliances, biometric authentication, various internet-of-things devices, and smart monitoring systems—are creating numerous opportunities and inspiring innovative and emerging urban services.
