From Pipedream To Possibility: How European Integration Has Helped Secessionist Movements, Austin E. Bicknell
From Pipedream To Possibility: How European Integration Has Helped Secessionist Movements, Austin E. Bicknell
Claremont-UC Undergraduate Research Conference on the European Union
The European project has brought the states of Europe ever closer together while inadvertently strengthening secessionist movements that seek to fracture the very states it has brought together. Through integration, many of the benefits a region with a potential desire for independence gains from remaining a part of its host state are transferred to the European level. Current academic consensus argues that European integration has overall harmed secessionist movements, but since the UKs decision to leave the EU, this argument has become outdated and no longer holds the strength it once did. This article uses current academic literature on the …
Is The Schengen Area Worth Saving?, Charlotte Coon
Is The Schengen Area Worth Saving?, Charlotte Coon
Claremont-UC Undergraduate Research Conference on the European Union
The passport-free regime in Europe known as the Schengen Area is comprised of 26 of the 27 European Union (EU) member states plus Norway, Iceland, Switzerland, and Lichtenstein. Signed in 1995, the Schengen Agreement was intended to address the problem of enforcing borders between increasingly connected European countries and has expanded to include non-EU member states since then. This paper will lay out the arguments of those in favor of preserving the Schengen Area, who argue that the benefits of solidarity and free movement of people far outweigh the potential risks, as well as the most prominent criticisms of Schengen, …

The Xx Factor: The Influence Of Legislative Gender Parity On Migrant Integration Policy In The Eu Member States, Katherine Y. Kramer Gaines
The Xx Factor: The Influence Of Legislative Gender Parity On Migrant Integration Policy In The Eu Member States, Katherine Y. Kramer Gaines
Claremont-UC Undergraduate Research Conference on the European Union
Many European states have been affected by the so-called European migrant crisis of the 2010s. The UNHCR has said that focusing on integrating migrants is “the most relevant durable solution” for European Union member states. Policies can help pave the road to success for refugees and migrants alike in new, unfamiliar lands. Such policies are associated with migrants’ abilities to reunite with family, find jobs, receive healthcare and education, gain permanent residence and nationality, politically participate, evade discrimination, and fully integrate into the new society they reside in. Using a gender parity lens with cross-sectional, quantitative analysis, this research shows …
Variations In Migration In The Baltic States, Annalise Simons
Variations In Migration In The Baltic States, Annalise Simons
Claremont-UC Undergraduate Research Conference on the European Union
This paper seeks to answer a driving research question: Why do the Baltic Countries exhibit disparate levels of immigration and emigration? The paper considers the period from 2004, when Estonia, Latvia, and Lithuania became European Union member states, up to 2019. Lithuania, Latvia, and Estonia, while all small states in the same region, experience different levels of net migration. As Lithuania, Latvia, and Estonia maintain small populations with negative natural population increases, migration inflows and outflows are quite significant. Among the three, Latvia and Lithuania have experienced dramatically negative net migration. Examining the push and pull factors influencing net migration …
Where The Grass Is Greener: Comparing Green Party Success In National Parliamentary Elections And The 2019 European Parliamentary Election, Naomi Tilles
Claremont-UC Undergraduate Research Conference on the European Union
Why do Green parties perform better in European Parliament (EP) elections than in national parliament elections? Even in countries that use proportionally representative voting systems for both national and EP elections, many Green parties gained more than twice the proportion of EP seats in 2019 compared to the previous national election. Using national and EP election results, European Social Survey data, and Eurobarometer polling from the 2019 EP election, I test competing theories of Green party success. As EP voter issues become more salient and more voters believe that their vote matters to EU policy, I find that the “second-order …
The Descriptive Representation Of Women In The 9th European Parliament, Licinia Güttel
The Descriptive Representation Of Women In The 9th European Parliament, Licinia Güttel
Claremont-UC Undergraduate Research Conference on the European Union
The European Parliament is often praised for its gender-equal composition and its high descriptive representation of women. However, there is a remarkable gender gap between the representation of women at the national and European level, and it is debated how these variations can be explained. After discussing theories of representation and reviewing data from the European Parliament on the share of women in national delegations and the political groups in the 9th European Parliament after Brexit, this paper evaluates whether institutional and contextual factors can explain the gender gap between the national and supranational level. It argues that the representation …
Buying-Up Europe No More? How The European Union Has Responded To The Challenges Of Chinese Foreign Direct Investment, Ethan Kable
Buying-Up Europe No More? How The European Union Has Responded To The Challenges Of Chinese Foreign Direct Investment, Ethan Kable
Claremont-UC Undergraduate Research Conference on the European Union
towards Chinese outward foreign direct investment (OFDI) has evolved over the past decade. I contend that the EU was quite receptive to Chinese OFDI at the beginning of the decade, due to both ideological leanings and the economic context of a post-crisis Europe. I then illustrate how the EU slowly adopted a more guarded and critical approach towards Chinese OFDI. This paper will focus specifically on four key issues surrounding Chinese OFDI policy: national security, technology transfers and IP theft, state support for Chinese firms, and market access, ultimately arguing that bilateral investment treaty (BIT) negotiations and the new EU …
Putting The ‘D’ Into The Oecd – The Dac In The Cold War Years, Richard Woodward
Putting The ‘D’ Into The Oecd – The Dac In The Cold War Years, Richard Woodward
Books/Book Chapters
This chapter charts the DAC’s Cold War history. During this period the DAC established much of the institutional and intellectual scaffolding of international development cooperation. Moreover, participation in the DAC also orchestrated a quiet revolution in the identities of its members, forging them into an imagined community of donors in which the supply of development assistance came to be seen as a routine function of modern industrialised states. Although the Cold War provided the overarching backdrop, the chapter also teases out some of the other key features of the landscape inhabited by the DAC and how they constrained and enabled …
The Origin Of The Roman Office Of Consul, Katie G. Samalis-Aldrich
The Origin Of The Roman Office Of Consul, Katie G. Samalis-Aldrich
Agora
Lucius Junius Brutus is the token founder of the roman office of consul. The establishment of the office of consul firmly instills that the republic is ruled for the good of the people rather than factious interests. This paper discusses how the establishment of the office arose, the history and political significance leading up to its establishment, and the results from it. This paper will focus on the virtues of the office of consul, political benefits of division of power in the executive, while focusing specifically on the first consul Brutus, and the role he plays in strengthening the republic.
Examining A Natural Duty Of Justice And Its Implications, Taylor M. Belknap
Examining A Natural Duty Of Justice And Its Implications, Taylor M. Belknap
Agora
John Rawls crafts a natural duty of justice to legitimize a duty to obey and support a just political institution. In creating this natural duty, Rawls assumes an objective standard of justice, which has significant implications on his natural duty. Political institutions often have aspects of justice and injustice, and in this paper I examine the implications of this gradient of justice and how it affects the resulting duty that Rawls identifies. In addition to this examination, the consequences of an imperfect duty resulting from a political institution which is not perfectly just will also be addressed and Rawls’ principle, …
Trump's Legacy In The Middle East: Strategic Shift And The Geopolitics Of American Foreign Policy In The Region, Bilel Kriaa
Trump's Legacy In The Middle East: Strategic Shift And The Geopolitics Of American Foreign Policy In The Region, Bilel Kriaa
Dissertations and Theses
The last six months of the Trump administration witnessed interesting developments regarding its legacy in the Middle East. The normalization of ties between four Arab states and Israel constituted major breakthroughs not only in the regional inter-state relations but also for the American foreign policy in the region.
In this context, this thesis offers insights into how to understand and evaluate the administration's approach towards these developments. Based on systematic and empirical research, I analyze a corpus comprised of Trump-era foreign policy documents regarding the Iranian and Israeli-Palestinian questions. I find, firstly, that the Trump administration pursued a strategic shift …
Freedom Vs. Security: Analyzing The Connection Between States' Prioritization Of Security Over Civil Liberties And Citizen Support For Democratic Norms, Carlyn Trumbull Madden
Freedom Vs. Security: Analyzing The Connection Between States' Prioritization Of Security Over Civil Liberties And Citizen Support For Democratic Norms, Carlyn Trumbull Madden
Dissertations and Theses
Is global democracy declining? This is a question many have argued over, leading to multiple, oftentimes contradictory, answers regarding causes and potential solutions. This thesis seeks to explore the question of democratic decline by analyzing changes over time in public opinion survey data in three states- New Zealand, Turkey, and the United States- looking specifically at how the government has balanced the tradeoff between security and civil liberties in the post-9/11 world. I argue that long-term government prioritization of security over freedoms has eroded support for fundamental democratic norms, as citizens willingly accept restrictions to their rights in exchange for …
The Worth Of Risk: Political Participation And Risk Perceptions, Siri Grubb
The Worth Of Risk: Political Participation And Risk Perceptions, Siri Grubb
Dissertations and Theses
This study draws on concepts from political and risk communication to inform our understanding of what motivates people to be politically active. Inspired by concerns that traditional models of participation do not perform as well among younger and more diverse populations, alternate variables are considered including risk perceptions surrounding policy issues and political parties. Results show that established political variables such as political interest and civic duty remain strongly associated with participation, while offering support for several new variables of interest from the risk communication literature. In the present study, threat and efficacy perceptions explained additional variance in political participation …

Independence, Dependence, And Intellectual Disability: From Cultural Origins To Useful Application, Scot Danforth
Independence, Dependence, And Intellectual Disability: From Cultural Origins To Useful Application, Scot Danforth
Education Faculty Articles and Research
American government educational policy and leading advocacy groups commonly espouse independence as a primary goal for young people with intellectual disabilities. An extensive philosophical literature of autonomy has focused mostly on analyses of cognition that achieve individual self-governance. But the loosely defined concept of independence used by disability policymakers and advocates provides a more malleable, social understanding that involves someone actively relying on the assistance of others. The purpose of this paper is to examine the cultural, historical origins of the notion of independence for disabled persons through an exploration of the biography of Ed Roberts, the father of the …
Is Arizona’S Senate Bill 1070 A Degenerative Policy? Latinos Say Yes, And No. Implications For Latinos And Democracy In A Trump World, Karina Moreno
Is Arizona’S Senate Bill 1070 A Degenerative Policy? Latinos Say Yes, And No. Implications For Latinos And Democracy In A Trump World, Karina Moreno
Journal of Public Management & Social Policy
Schneider and Ingram’s theory of policy design (1997) states that policy making includes a process through which knowledge is socially constructed and is a domain in which power elites are able to manipulate symbols, rhetoric, images, and distort logical lines of inquiry to justify policies that privilege certain social groups while stigmatizing and disenfranchising others. Policies act as lessons, and individuals, in turn, then internalize messages on their value to society based on the policies that are assigned to them. Using qualitative data in the form of in-depth interviews conducted with Latinos in Arizona, this paper asks, Is Arizona’s Senate …
In The Midst Of An Epidemic: How Print Media Shapes Policy Feedback To The Opioid Crisis, Peter S. Federman
In The Midst Of An Epidemic: How Print Media Shapes Policy Feedback To The Opioid Crisis, Peter S. Federman
Journal of Public Management & Social Policy
As opioid addiction has spread across the country, media discourse around opioid abuse has consistently increased. A content analysis of local newspaper articles from the state of Massachusetts reveals that political and administrative officials conceive of Narcan in distinct ways. Administrators, including police and fire officials, see Narcan as a means to accomplish their organizational mission. Conversely, elected officials are primarily concerned with cost, legal ramifications and the broad impact of the opioid crisis, remaining disconnected from street-level concerns. In delineating these divergent perspectives, this article provides two unique contributions: first, it applies policy feedback theory as a framework to …
The Good, Bad And Ugly Of Innovations In Human Services Administration: Evidence From New York Counties, Lauren Mullins, Jyldyz Kasymova
The Good, Bad And Ugly Of Innovations In Human Services Administration: Evidence From New York Counties, Lauren Mullins, Jyldyz Kasymova
Journal of Public Management & Social Policy
Counties are often seen as “forgotten” and understudied governments in the family of local jurisdictions. The recent growing demand for public assistance led to a renewed interest in county governance, specifically in relation to the administration of social services. In order to cope with a post-recession growing workload, many counties began using technology and other innovative methods to serve clients effectively. This research seeks to learn and make sense of innovation practices in providing social safety services in several counties in New York State. In particular, we attempt to respond to the following questions. First, what types of innovations are …

Municipal Consolidation And Organizational Realities: A Case From New York City, Bakry Elmedni, Sade V. Mcintosh, Beverly P. Lyons
Journal of Public Management & Social Policy
Consolidation in the public sector has always been conceptualized as a tool for enhancing service provision and fiscal responsibility. The evidence is dubious in both front. Using self-administered questionnaire and follow-up interviews, this study attempts to explain why the merger of two NYC agencies (DJJ into ACS) is incomplete after six years based on employees’ perception. The paper contends that a well-designed and carefully-negotiated merger can lead to harmony while meeting the intended goals of the new organization. The study concludes that because of insufficient efforts in the three phases of merger (pre-merger, during and post-merger), employees were oblivious to …

How Democratic Is Democracy? A History Of Political Corruption In Peru, Kaitlyn Selzler
How Democratic Is Democracy? A History Of Political Corruption In Peru, Kaitlyn Selzler
Great Plains Graduate Review
With the emergence of revisionist scholarship beginning in the 1960’s and 1970’s, scholars have taken terms which had absolute definitions, such as totalitarianism or democracy, and introduced different perspectives and methods which questioned the absolute authority of historical terminology. As a case study into these new historical methodologies, this essay seeks to answer the question: How democratic is Peru’s democracy? To answer this question, this research explores the deep seeded corruption in Latin America, specifically Peru, beginning in 1985 with the election of Alan Garcia, continuing through the presidency of Alberto Fujimori, and eventually ending with the current state of …
Democracy And Bolivian Sovereignty In The Morales Era, Erin Leick
Democracy And Bolivian Sovereignty In The Morales Era, Erin Leick
Great Plains Graduate Review
In late 2019, Evo Morales was forced out of office as the President of Bolivia and charged with sedition and terrorism. Morales had spent more than two decades as an indigenous and cocalero activist, then served as President for nearly fourteen years. During this time, he and the Bolivian Movement Toward Socialism party, the MAS, oversaw a new constitution with the goals of supporting Bolivian sovereignty and democratic ideals. Morales’s version of democracy, though, is intertwined with sovereignty, and centered on increasing the rights of the indigenous peoples who brought him to notoriety. This paper seeks to determine the extent to …

Critical Questions
Twenty years ago a horrific terrorist attack occurred in the United States. For Generation Z, our knowledge of 9/11 is second hand, from history lessons in High School to stories from our family and friends to mentions of it in today’s political environment. As we reflect on that day twenty years later, we hope to continue to inform future generations. To do this, we focus on what happened on September 11, 2001, the actions taken after the attack, and the lasting effects of 9/11.
