บทความวิจัยนี้ศึกษาและวิเคราะห์แนวคิดอินโด-แปซิฟิกที่เกี่ยวข้องกับนโยบายต่างประเทศออสเตรเลียในสมัยนายกรัฐมนตรีมัลคอล์ม เทิร์นบูลล์ โดยใช้หลักยุทธศาสตร์การประกันความเสี่ยง (Hedging Strategy) ของ Evelyn Koh เป็นกรอบวิเคราะห์นโยบายต่างประเทศของรัฐบาลออสเตรเลีย ซึ่งประกอบด้วยหลักการสำคัญ 3 ประการ ได้แก่ การถ่วงดุลอำนาจทางอ้อมด้วยการดึงสหรัฐอเมริกามาถ่วงดุลอำนาจกับจีน การมีปฏิสัมพันธ์กับจีนในลักษณะที่ซับซ้อนทั้งในระดับการเมือง เศรษฐกิจ และยุทธศาสตร์ และการเข้าร่วมกับมหาอำนาจในภูมิภาคเพื่อการรักษาระเบียบในภูมิภาคให้มั่นคง เพื่อศึกษาและวิเคราะห์แนวคิดอินโด-แปซิฟิกกับการกำหนดและการดำเนินนโยบายต่างประเทศของออสเตรเลียในสมัยรัฐบาลนายกรัฐมนตรีมัลคอล์ม เทิร์นบูลล์ ในระหว่าง ค.ศ. 2015 - 2018 บทความวิจัยนี้ศึกษาและวิเคราะห์ข้อมูลจากเอกสารของรัฐบาลออสเตรเลีย ถ้อยแถลงของผู้บริหารระดับสูงในรัฐบาลออสเตรเลีย วิทยานิพนธ์ วารสาร ข่าวสาร บทความทางวิชาการ และบทวิเคราะห์ที่เกี่ยวข้องกับแนวคิดอินโด-แปซิฟิกของออสเตรเลียและนโยบายต่างประเทศในสมัยนายกรัฐมนตรีมัลคอล์ม เทิร์นบูลล์ เพื่อสนับสนุนสมมติฐานบทความนี้ คือ รัฐบาลออสเตรเลียในสมัยนายกรัฐมนตรีมัลคอล์ม เทิร์นบูลล์ พัฒนายุทธศาสตร์การรับประกันความเสี่ยงโดยใช้แนวคิดอินโด-แปซิฟิกที่ขยายกรอบยุทธศาสตร์ที่รวมอินเดียและมหาสมุทรอินเดียเข้ามาเพื่อเพิ่มทางเลือกการประกันความเสี่ยงจากสภาวะการเปลี่ยนแปลงของขั้วอำนาจในภูมิภาค โดยเฉพาะการผงาดขึ้นของจีน ทั้งนี้ สถานะความเป็นมหาอำนาจระดับกลางนั้นทำให้ยุทธศาสตร์การประกันความเสี่ยงของออสเตรเลียมีลักษณะเฉพาะตัวที่มุ่งรักษาระดับปฏิสัมพันธ์กับมหาอำนาจทุกฝ่ายในภูมิภาค โดยไม่ได้ถ่วงดุล หรือ ควบคุมจีน แต่มุ่งโน้มน้าวให้จีนปฏิบัติตามกฎกติกาและปทัสถานของระเบียบพหุภาคีที่ออสเตรเลียพยายามจะส่งเสริม

นับตั้งแต่ปี พ.ศ. 2549 ประเทศไทยเผชิญกับความถดถอยของประชาธิปไตยพร้อมกับการเปลี่ยนผ่านจากการเมืองของชนชั้นนำไปสู่การเมืองของมวลชน โดยมีปรากฏการณ์ที่มวลชนคู่ขัดแย้งสองฝ่ายต่างยึดถือความชอบธรรมคนละชุดและออกมาเคลื่อนไหวทางการเมือง ฝ่ายหนึ่งต่อต้านประชาธิปไตยยึดหลักความชอบธรรมแบบการปกครองตามจารีตประเพณีที่ดำเนินการตามอุดมการณ์หลักอย่าง “ ชาติ ศาสนา พระมหากษัตริย์” และอีกฝ่ายหนึ่งสนับสนุนประชาธิปไตยยึดหลักความชอบธรรมความถูกต้องตามกฎหมาย มีวาทกรรมจำนวนมากที่ถูกสร้างขึ้นเพื่อสนับสนุนความชอบธรรมของขบวนการเคลื่อนไหว แต่คำที่ถูกผลิตซ้ำและมีอิทธิพลต่อการเมืองไทยคือคำว่า “คนดี”และ “ความดี” ซึ่งสิ่งที่น่าสนใจคือมวลชนที่ให้คุณค่ากับวาทกรรม“คนดี”และ “ความดี” มีแต่ในขบวนการต่อต้านทักษิณเท่านั้น วิทยานิพนธ์นี้จึงมุ่งศึกษาความหมายของคำว่า “คนดี”และ “ความดี”ของแต่ละกลุ่มภายใต้ขบวนการต่อต้านทักษิณ สาเหตุที่ขบวนการต่อต้านทักษิณใช้วาทกรรม“คนดี”และ “ความดี”มาเป็นเครื่องมือในการสร้างความชอบธรรมและท้ายที่สุดวาทกรรมดังกล่าวส่งผลต่อการเมืองไทยอย่างไรในปัจจุบัน โดยใช้วาทกรรมวิเคราะห์เชิงวิพากษ์ (Critical Discourse Analysis: CDA) มาเป็นเครื่องมือในการศึกษาเพื่อให้สามารถสะท้อนหลักคิดเบื้องหลังวาทกรรมที่ขบวนการเคลื่อนไหวยึดมั่นและนำมาใช้เป็นความชอบธรรมในการชุมนุม ผลการศึกษาพบว่าภายใต้ขบวนการต่อต้านทักษิณมีการให้ความหมาย “คนดี”และ “ความดี” อย่างหลากหลายโดยได้รับอิทธิพลมาจากศาสนาพุทธผสมผสานกับลัทธิขงจื่อ ขบวนการฯใช้หลักการทางศาสนาเป็นแกนหลักในการเคลื่อนไหวและสร้างความชอบธรรมให้กับตนเอง ข้อเสนอของขบวนการต่อต้านทักษิณไม่เพียงแต่ขับไล่รัฐบาลเท่านั้น แต่พวกเขายังมีความพยายามเสนอรูปแบบการปกครองแบบใหม่ที่มีลักษณะเฉพาะให้ความสำคัญกับหลักคุณธรรมมากกว่าวิถีทางตามหลักประชาธิปไตยแบบสากลซึ่งส่งผลต่อการเลือกตั้งในปีพ.ศ. 2562 อย่างมีนัยสำคัญ

การวิจัยนี้เป็นวิจัยเชิงคุณภาพ มีวัตถุประสงค์เพื่อศึกษาพลวัตของอำนาจทางการเมืองและศึกษารูปแบบและวิธีการรักษาอำนาจทางการเมืองของตระกูลการเมืองท้องถิ่นจังหวัดชลบุรี ตั้งแต่เหตุการณ์รัฐประหารปี 2557 จนถึงการเลือกตั้งท้องถิ่นปี 2564 เก็บข้อมูลโดยการศึกษาเอกสาร และการสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลหลัก 15 คน วิเคราะห์ข้อมูลเชิงเนื้อหา และนำเสนอผลการวิจัยเชิงพรรณนา ผลการศึกษา พบว่า ตระกูลคุณปลื้มปรับตัวภายใต้ปกครองระบอบอำนาจนิยมโดยการไม่แสดงการต่อต้านการปกครองโดยคณะรัฐประหาร และตัดสินใจเข้าร่วมพรรคการเมืองฝั่งทหารเพื่อการฟื้นฟูอำนาจของตน แต่ผลกระทบทางอ้อม คือ ก่อให้เกิดกลุ่มท้าทายอำนาจสองกลุ่ม ได้แก่ 1) กลุ่มการเมืองในเครือข่ายพรรคก้าวไกล (พรรคอนาคตใหม่เดิม) ซึ่งเป็นขั้วตรงข้ามที่ชูนโยบายต่อต้านการสืบทอดอำนาจเผด็จการทหาร 2) กลุ่มการเมืองของนายสุชาติ ชมกลิ่น ที่แยกตัวออกจากบ้านใหญ่ชลบุรีหลังจากการแลกเปลี่ยนผลประโยชน์ไม่ลงตัวในการเลือกตั้งปี 2562 ทั้งสองกลุ่มกลายมาเป็นคู่แข่งสำคัญในจังหวัดชลบุรี โดยกลุ่มแรกดึงคะแนนเสียงจากคนรุ่นใหม่และชนชั้นกลางที่ไม่ได้มีความยึดโยงกับตระกูลคุณปลื้ม ส่วนกลุ่มที่สองดึงนักการเมืองบางส่วนที่ไม่เห็นด้วยกับการปรับแนวทางการบริหารเครือข่ายบ้านใหญ่ที่เน้นการอุปถัมภ์ช่วยเหลือผ่านอำนาจในระบบราชการมากกว่าการให้เงินส่วนตัวแบบดั้งเดิม อย่างไรก็ตาม ตระกูลคุณปลื้มยังคงรักษาโครงสร้างอำนาจท้องถิ่นแบบขั้วเดียวในจังหวัดชลบุรีได้ผ่านวิธีการเปลี่ยนขั้วทางการเมืองเพื่อเข้าร่วมฝั่งรัฐบาลในการเมืองระดับชาติ วิธีการจัดสรรผลประโยชน์ภายในเครือข่ายบ้านใหญ่ชลบุรีและสร้างเครือข่ายอุปถัมภ์เชื่อมโยงตระกูลคุณปลื้มกับประชาชนในการเมืองระดับท้องถิ่น

What is referred to as climate change today is the rapid warming of the climate, largely from human actions, and the effects that come with that warming. This paper seeks to answer the question, what is the primary factor driving child marriage? I explore the literature in several scholarly articles that explain why the harmful, traditional practice of child marriage is an issue that predominantly affects girls globally. I also utilize the feminist theory of international relations to support my analysis of child marriage as a gender issue. The present thesis evaluates developments and trends in global conflict dynamics, global systems of governance, and global hunger. Together, the thesis investigates and upholds the notion that famine is a ‘man-made’ phenomenon and explains how famine persists in a world abundant with food. Cyberspace operations and conflict pose a unique challenge to decision-makers due to the uncertainty and unpredictability of cyber capabilities. Relying on wargaming literature, public cyber wargame reports, and expert interviews, this thesis analyzes the utility of cyber wargaming for education and analysis. Cyber wargames offer a method of testing, exploring, and understanding cyberspace through the abstraction and representation of cyber tools and attack cycles.

Why do provincial governments change policy, even when those policies have proven successful? This paper explores a debate regarding the determinants of provincial policy choice and the degree of discretion provinces are permitted in this area. It does so by scrutinizing the shift in Guizhou's development policy from a poverty reduction orientation to a wholehearted pursuit of economic growth, urbanization and industrialization. In contrast to those who argue that central experience, prospects for promotion or local conditions are key factors explaining policy choice, the paper concludes that Guizhou's shift in policy had more to do with the backgrounds and experiences …

This paper presents a simulation-based approach to countering online dis/misinformation. This disruptive technology experiment incorporated a synthetic environment component, based on adapted SIR epidemiological model to evaluate and visualize the effectiveness of suggested solutions to the issue. The participants in the simulation were given a realistic scenario depicting a dis/misinformation threat and were asked to select a number of solutions, described in IoS (Ideas-of-Systems) cards. During the event, the qualitative and quantitative characteristics of the IoS cards, were tested in a synthetic environment (SEN), built after a Susceptible-Infected-Resistant (SIR) model. How different is the democratic performance of one province over another in Indonesia? What explains the variations in democratic performance across provinces in the country? Democratic performance varies within a country. Some subnational jurisdictions have higher electoral accountability, protect civil liberties, and deliver public goods, while others do not. Most studies on democratic performance have focused primarily on comparative analyses across nations and hence have overlooked the subnational variations. This thesis investigates Dani Rodrik’s “Impossibility Trilemma,” which postulates that policymakers must make a trade-off between globalization, democracy, and national sovereignty. That is, states can combine any two of these three policy orientations, but can never have all three simultaneously or in full. If correct, states who pursue all three policy objectives leave their fate, and that of the global economy, in a volatile disequilibrium. Compiling data on 169 countries spanning the period 1998-2017, this thesis empirically tests the “Impossibility Trilemma” using a time-series multivariate regression analysis and finds inconclusive evidence in support of Rodrik’s proposed theory. The thesis examines the relationship between neopatrimonial regimes, those with institutionalized patronage networks, high levels of regime corruption, and single authoritarian leaders, and civil conflict. The primary emphasis of this research, borrowing from the understanding of horizontal inequalities among groups, is to present three theoretical mechanisms by which grievances may diffuse in a manner to mobilize resistance in non-ethnic civil conflict. This approach focuses mainly on attempting to disaggregate authoritarian regime qualities which may contribute to grievance diffusion. Why do some religiously conservative countries advance in reproductive rights while others do not? Previous research emphasizes that religiosity, political institutionalism, and social movement strategies influence political actors, including members of the legislature, to shape preferred abortion policy outcomes. This thesis seeks to contribute to the literature by arguing that the political power of religious elites explains restrictive reproductive policy outcomes. In this thesis, I investigate the case of Poland and Indonesia. The UN Decade on Ecosystem Restoration began in 2021, and after a history of contentious ethical debates, ecological restoration is increasingly portrayed as a viable framework for combating environmental degradation and supporting more healthy and stable social-ecological systems. The proposed ecological restoration of Grant Creek, a degraded stream near Missoula, Montana, offers an opportunity to connect a restoration site to the broader, rapidly growing field of restoration practice. Whether and to what degree internal threats could indeed lead to external conflict has been the focus of great swaths of International Relations scholarship. In their seminal work on International Relations, Haas and Whiting (1956) argue that state leaders “may be driven to a policy of foreign conflict—if not open war—to defend themselves against the onslaught of domestic enemies” (62). On March 12, 2019, Senator Udall (D-NM) and Representative Lujan (D-NM- 3) introduced the Native American Voting Rights Act of 2019 (S.739; HR 1694) to both chambers of the United States Congress as a proposed solution to problems concerning low voter turnout among Native Americans and Alaska Natives. Totaling over 989 million users at the end of 2020, Chinese Internet users interact with unprecedent amounts of data, communication, and media (Xu 2020). It is a far cry from 1987, when the first email was sent from China to the Karlsruhe Institute of Technology. In the aftermath of the Great Recession, much of the United States working and middle class found themselves struggling. The factory, manufacturing, and metalworking jobs they had been doing for decades continued to move overseas, where others could do it cheaper and faster. The US steel industry, in particular, had been contracting steadily since the 1990s with no signs of stopping, despite several previous government revitalization efforts, such as Bush’s steel tariffs in 2002 (York 2018). As the 2016 election approached, America’s middle and working classes were looking for someone who would bring their jobs back.

The COVID-19 pandemic has had a devastating impact on the global economic landscape, leading to unprecedented unemployment spikes, supply chain standstills, and small business shutdowns. From a healthcare perspective, national governments have struggled to provide sufficient care and vaccination to citizens, often requiring strict curfews to remedy the lack of available healthcare provisions. The MENA (Middle East and North Africa) region has especially suffered during the pandemic. This past year has proven to be different than expected. The COVID-19 pandemic still looms in the background of a domestic inflation crisis and international peace conflicts throughout EUrope and Asia. Uncertainty is high and the view of what tomorrow will bring consistently shifts, but there are some things that remain constant. Our interactions with one another—whether digitally or in person—matter. Our ability to sympathize and to come together in troubled times is what makes us human.
