สารนิพนธ์ฉบับนี้มีจุดมุ่งหมายเพื่อศึกษาภารกิจกองทัพอากาศในการบรรเทาสาธารณภัยร่วมกับหน่วยงานอื่นๆ ในประเทศรวมทั้งประเทศลาว และวิเคราะห์ความสัมพันธ์ระหว่างสองประเทศ จากกรอบแนวคิดภารกิจนิยมใหม่มีแนวคิดเรื่องการบูรณาการ มีการดำเนินการข้ามพรมแดนของรัฐ มีการจัดตั้งหน่วยงานเข้ามาดำเนินการในการปฏิบัติงานเพื่อให้สำเร็จตามเป้าหมาย มีกระบวนการไหลรินมีเริ่มจากความร่วมมือร่วมจนพัฒนาความสัมพันธ์มาเป็นการปฏิบัติการร่วม ผลการศึกษาพบว่ากองทัพอากาศมีบทบาทหน้าที่ในการตอบสนองนโยบายรัฐบาลและปฏิบัติตามข้อตกลงอาเซียนว่าด้วยการจัดการภัยพิบัติและการตอบโต้สถานการณ์ฉุกเฉิน (AADMER) โดยกองทัพอากาศพัฒนากำลังทางอากาศในการปฏิบัติการร่วมกับหน่วยงานรัฐบาลและต่างประเทศ อย่างกรณีศึกษาตั้งแต่ ปี พ.ศ.2561-2566 จากเหตุการณ์อุทกภัยใหญ่ที่ประเทศลาว และเหตุการณ์ปัญหาหมอกควันข้ามพรมแดน การศึกษาได้ข้อสรุปว่า ในปี พ.ศ.2561-2564 ที่เกิดเหตุการณ์อุทกภัยใหญ่ที่ประเทศลาว รัฐบาลไทยได้มีส่วนร่วมในการช่วยเหลือโดยกองทัพอากาศได้นำอากาศยานไปลำเลียงสิ่งของอุปโภคและบริโภค ในปี พ.ศ.2562-2564 เหตุการณ์ปัญหาหมอกควันข้ามพรมแดน ที่หมอกควันส่วนหนึ่งมากจากประเทศลาว รัฐบาลไทยได้ขอความร่วมมือร่วมผ่านทางเลขาธิการอาเซียนเพื่อขอความร่วมมือประเทศลาว และกองทัพอากาศมีส่วนร่วมในการแก้ไขปัญหาหมอกควัน ในปี 2565-2566 จากความร่วมมือร่วมพัฒนากลายเป็นการปฏิบัติการร่วม ที่เริ่มจากกองทัพอากาศไทยและกองทัพอากาศลาวมีการประชุมเกี่ยวกับการบรรเทาสาธารณภัยจนนำไปสู่การฝึกร่วมประหว่างสองประเทศ จากกรอบทฤษฎีที่ใช้วิเคราะห์กรณีศึกษาดังกล่าว ทำให้เห็นถึงการพัฒนาจากความร่วมมือร่วมมาเป็นการปฏิบัติการร่วม จนทำให้เกิดความสัมพันธ์อันดีระหว่างสองประเทศ

วิทยานิพนธ์เรื่องนี้ มีวัตถุประสงค์เพื่อศึกษา การเกิดขึ้นและพัฒนาการของขบวนการเคลื่อนไหวต่อต้านโครงการพัฒนาระเบียงเศรษฐกิจพิเศษภาคตะวันออก และสถานการณ์และแนวโน้มของขบวนการต่อต้านโครงการพัฒนาระเบียงเศรษฐกิจพิเศษภาคตะวันออก ผ่านกรอบแนวคิดทฤษฎีการระดมทรัพยากร (Resources Mobilization Theory) ผลการศึกษาพบว่า โครงการพัฒนาระเบียงเศรษฐกิจพิเศษภาคตะวันออก เกิดขึ้นในปี 2559 ภายใต้รัฐบาลคณะรักษาความสงบแห่งชาติโดยใช้อำนาจพิเศษมาตรา 44 ในการก่อกำเนิดและดำเนินโครงการ จึงนำมาสู่การกำเนิดขึ้นของ “ขบวนการต่อต้านโครงการพัฒนาระเบียงเศรษฐกิจพิเศษภาคตะวันออก” โดยมีข้อเรียกร้องคือให้ยุติหรือชะลอโครงการดังกล่าว ทั้งนี้การเคลื่อนไหวอยู่ภายบริบททางการเมืองที่แบ่งได้เป็น 2 ยุค คือ อำนาจนิยมเต็มรูปแบบ ในปี 2559 – 2561 และอำนาจนิยมที่มีการเลือกตั้ง ภายหลังการเลือกตั้งในปี 2562 ซึ่งปัจจัยโครงสร้างโอกาสทางการเมืองมีผลอย่างมากต่อการกำหนดยุทธศาสตร์การเคลื่อนไหวและทิศทางการเคลื่อนไหวโดยเฉพาะในยุคอำนาจนิยมที่มีการจำกัดสิทธิในการเคลื่อนไหว อย่างไรก็ตาม แม้ภายหลังการเลือกตั้งทำให้มีพื้นที่ในการเคลื่อนไหวมากขึ้น แต่รัฐยังคงรวมศูนย์การตัดสินใจจนได้ดำเนินโครงการจนหวนกลับไม่ได้แล้ว ดังนั้น จึงนำมาสู่การลดทอนข้อเรียกร้องของขบวนการ จนในที่สุดขบวนการได้รับความสำเร็จจากการสร้างผลสะเทือนต่อรัฐ จนเกิดการเร่งทบทวนผังเมืองใหม่ 30 อำเภอ โดยเปิดโอกาสให้คนในพื้นที่ได้มีส่วนร่วมแสดงความเห็น อย่างไรก็ตาม หลังจากการเคลื่อนไหวในปี 2563 การเคลื่อนไหวก็คลายตัวลงแต่การเคลื่อนไหวยังไม่สิ้นสุดเพราะแต่ละพื้นที่ยังคงแยกกันเคลื่อนไหวตามผลกระทบที่ได้รับซึ่งในแต่ละพื้นที่ก็ได้รับความสำเร็จ/ล้มเหลวแตกต่างกันไป

When And How Does Anti-Semitism Occur? The Different Trigger Mechanisms Associated With Different Types Of Criminal And Non-Criminal Hate Incidents, Matteo Vergani, Dan Goodhard, Rouven Link, Amy Adamczyk, Joshua D. Freilich, Steven Chermak

We used data from an Australian community register to build a database containing 673 incidents, including both criminal and non-criminal anti-Semitic acts that occurred between October 2013 and September 2017. We conducted bivariate and multivariate analyses to explore the differences in the types of incidents associated with different trigger events. Using time series methods, we found a significant increase in criminal (but not in non-criminal) incidents during the 2014 Israel–Gaza conflict. During Jewish religious festivals, we found a significant decrease in criminal incidents, and a significant increase in non-criminal incidents. When Charismatic Leadership Trumps Social Networking: Searching For The Effects Of Social Media On Beliefs Of Electoral Legitimacy, Noe Alexander Aguado

This research examines the effect that information and communications technology, via social media, had on peoples' confidence in American democratic processes. Using a large N dataset, this work finds that use of social networking sites (SNS) had a negligible effect on voter confidence. This finding is surprising given President Trump's ubiquitous online presence and his role in pushing conspiracies about electoral fraud in the 2020 presidential election. I go on to examine how respondents' sentiment toward President Trump affected the trust they had in American democratic institutions. Recent articles in this journal spoke about A.H. Maslow and the Brandeis University Psychology Department of the 1960s (Feigenbaum, 2020, Lester, 2020), the first from a former junior faculty member, the second from a former graduate student. I learned from each of them, and they triggered my own memories as an undergraduate psychology major who went on to earn a PhD in clinical psychology. Maslow taught the introductory course in fall semester; I took it in the spring (1958) with Ricardo Morant, who succeeded Maslow as department chair, and held that position for decades.

งานวิจัยชิ้นนี้ เป็นการสำรวจความสัมพันธ์แบบอุปถัมภ์ (clientelism) ภายใต้ระบอบ คสช. (ปี พ.ศ. 2557-2562) เป็นการศึกษาเครือข่ายที่ไม่เป็นทางการ ระหว่างตัวแสดงต่าง ๆ ทางการเมือง โดยใช้กรอบความสัมพันธ์แบบอุปถัมภ์กับระบอบการเมือง คำถามหลักของงานวิจัยนี้วางไว้ในระดับรัฐกับประชาชน เพื่อดูว่าเครือข่ายระหว่างผู้มีอำนาจรัฐกับประชาชน และเครือข่ายระหว่างนักการเมืองกับประชาชนนั้นได้ถูกเปลี่ยนแปลงไปอย่างไรในระบอบ คสช. ความสัมพันธ์ในด้านนี้ ไม่ได้เป็นเพียงเครื่องมือทางการเมืองในการระดมคะแนนเสียงเท่านั้น แต่มันคือตัวกำหนดแบบแผนความสัมพันธ์ของตัวแสดงต่าง ๆ ทางการเมือง กำหนดความเป็นองค์กรของพรรคการเมือง และแบบแผนการปฏิบัติที่ส่งผลต่อพลวัตทางการเมือง ผู้วิจัยได้ใช้ข้อมูลจากเอกสาร การสัมภาษณ์เชิงลึก และการสังเกตการณ์ในพื้นที่จังหวัดต่าง ๆ พบว่าภายใต้ระบอบนี้ได้ใช้ความสัมพันธ์แบบอุปถัมภ์ในหลากหลายรูปแบบ เพื่อทำลายความสัมพันธ์ระหว่างนักการเมืองกับประชาชน และพรรคการเมือง ซึ่งเป็นความสัมพันธ์เชิงสถาบันที่สำคัญอันหนึ่ง การเมืองเช่นนี้ส่งผลให้เกิดการกลับคืนสู่การเมืองแบบเก่าที่ใช้ความสัมพันธ์ระหว่างตัวบุคคลและการพึ่งพาระบบราชการ อันทำให้การพัฒนาประชาธิปไตยเกิดขึ้นได้ยากยิ่งขึ้น

การวิจัยครั้งนี้มุ่งศึกษาการพัฒนาระบบนิเวศที่เอื้อต่อการส่งเสริมความเป็นผู้ประกอบการสังคมในมหาวิทยาลัย ใช้รูปแบบของการวิจัยเชิงคุณภาพ ได้แก่ การสัมภาษณ์เชิงลึกกับผู้มีส่วนได้ส่วนเสียในระบบนิเวศผู้ประกอบการสังคมทั้งในเชิงนโยบายและในเชิงปฏิบัติ และปัจจัยแวดล้อมเกื้อหนุน ผลการวิจัยพบว่าระบบนิเวศที่เอื้อต่อการส่งเสริมความเป็นผู้ประกอบการสังคมในมหาวิทยาลัยไทย คือการเชื่อมโยงกันของห่วงโซ่ทางคุณค่าที่มีความสลับซับซ้อนเช่นเดียวกันกับระบบนิเวศทางธรรมชาติ เชื่อมโยงความสัมพันธ์ระหว่างปัจจัยต่าง ๆ ที่มีหน้าที่แตกต่างกันแต่มีการพึ่งพาอาศัยกันเป็นเรื่องสำคัญ โดยองค์ประกอบและปัจจัยเกื้อหนุนต่าง ๆ จำเป็นจะต้องมีควบคู่กันไปอย่างสมดุล ได้แก่ การบูรณาการประเด็นการประกอบการทางสังคมเข้าสู่การเรียนการสอนในมหาวิทยาลัย การสร้างงานวิจัยเพื่อส่งเสริมความเป็นผู้ประกอบการสังคม การสร้างเครือข่ายวิจัยเป็นกลไกเชื่อมต่อการสร้างผลกระทบทางสังคมผ่านกลุ่มผู้ประกอบการสังคม การให้คำปรึกษาและระบบพี่เลี้ยง การเชื่อมต่อความช่วยเหลือจากภาครัฐและภาคเอกชน การเข้าถึงแหล่งเงินทุนสนับสนุน และการสร้างพื้นที่การทำงานร่วมกันสำหรับส่งเสริมความเป็นผู้ประกอบการสังคม และองค์ประกอบหลักที่เป็นหัวใจของระบบนิเวศที่เอื้อต่อการส่งเสริมความเป็นผู้ประกอบการสังคมในมหาวิทยาลัยไทย คือทรัพยากรบุคคลในฐานะผู้ขับเคลื่อน ผู้ให้กำเนิด และผลักดันส่งเสริมความเป็นผู้ประกอบการสังคมในมหาวิทยาลัยให้ประสบความสำเร็จ

การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อ 1) ทบทวนบริบทและแนวคิดระบบเตือนภัยล่วงหน้าสำหรับอุทกภัยที่มีในประเทศไทยและต่างประเทศ 2) ศึกษาการบริหารจัดการของระบบเตือนภัยล่วงหน้าสำหรับอุทกภัยของประเทศไทยในเหตุการณ์อุทกภัยจากอิทธิพลพายุโซนร้อนปาบึกในพื้นที่จังหวัดนครศรีธรรมราช 3) ข้อเสนอแนะเชิงนโยบายต่อการเสริมสมรรถนะกลไกเชิงสถาบันของระบบเตือนภัยล่วงหน้าสำหรับอุทกภัยของประเทศไทยในพื้นที่จังหวัดนครศรีธรรมราช โดยใช้วิธีการวิจัยแบบผสมผสาน ซึ่งมีการใช้เครื่องมือการวิเคราะห์เครือข่ายทางสังคมและการสัมภาษณ์เชิงลึก วิธีเชิงปริมาณโดยใช้แบบสอบถาม ผลจากการวิเคราะห์ข้อมูล พบว่า 1) ประเทศไทยมีหน่วยงานที่มีอำนาจหน้าที่ตามกฎหมายเพื่อดำเนินการด้านการเตือนภัยจำนวนมาก แต่มีการดำเนินการเตือนภัยที่สอดคล้องกับมาตรฐานสากลโดยเฉพาะในหน่วยงานระดับส่วนกลาง 2) ภาพรวมของเครือข่ายการเตือนภัยล่วงหน้าอยู่ในลักษณะการผสมผสานระหว่างเครือข่ายตารางแบบบางส่วนกับเครือข่ายที่เข้าถึงได้หลายช่องทางที่ไม่สมบูรณ์ บ่งชี้ว่า 2.1) เครือข่ายขาดการกำหนดบทบาทหน้าที่และทิศทางอย่างเป็นทางการจึงทำให้สมาชิกในเครือข่ายมีปฏิสัมพันธ์กันในระดับต่ำ 2.2) สมาชิกในเครือข่ายไม่มีการดำเนินกิจกรรมด้านการเตือนภัยล่วงหน้าเป็นการเฉพาะพอที่จะก่อให้เกิดการปฏิสัมพันธ์ระหว่างกัน ส่งผลให้เครือข่ายขาดความเหนียวแน่น และ 2.3) เครือข่ายในระดับท้องถิ่นขาดการเชื่อมโยงกับกลไกการเตือนภัยล่วงหน้าอย่างเป็นระบบ 3) เสนอให้มีการกำหนดให้มียุทธศาสตร์การเตือนภัยล่วงหน้าเป็นการเฉพาะที่กำหนดความสัมพันธ์เชิงอำนาจอย่างเป็นทางการของหน่วยงานต่าง ๆ ให้สอดคล้องกัน ตลอดจนกำหนดกลไกการติดตาม การประเมินผล และการพิจารณางบประมาณด้านการเตือนภัยที่มีเอกภาพทั้งประเทศ ตลอดจนกำหนดกลไกและการเตรียมพร้อมด้านการเตือนภัยในระดับพื้นที่อย่างเป็นรูปธรรมในแผนการจัดการภัยพิบัติท้องถิ่น และจัดให้มือคู่มือมาตรฐานปฏิบัติการด้านการเตือนภัย

Scholars studying BRICS (Brazil, Russia, India, China, and South Africa) have traditionally argued that it is a development-focused partnership and not a military/security-based alliance. Yet BRICS members have been deepening their security integration, and Russia and China have been creating an alliance in the background. Comprised of three essays, my dissertation is linked by a common focus: the relationship between state or local governance arrangements and inequality or facets of social equity. I draw upon a range of literatures to motivate my research questions and inform my methodologies—welfare and social policy, public economics, intergovernmental relations, public finance and management.

Neoliberalism has been a persistent concern for policymakers, scholars, and the general public in Latin America due to its negative effects on women. This paper examines the relationship between neoliberal economic policies and gender equality from the 1970s to 2003 in the region. I use a mixed-methods approach to test the two major competing theories from the literature that discuss women’s status under neoliberal reform. I find that neoliberal economic policies did not improve the status of women but reduced gender disparity. Neoliberalism led to the worsening of men’s status, which caused the status of women to seem better. Overall, …

As part of the Quinquennial Reflections Following the 1992 "LA Riots" Study and in observance of the 5th (1997), 10th (2002), 15th (2007), 20th (2012), 25th (2017), and 30th (2022) anniversaries, the Center for the Study of Los Angeles conducted surveys of residents in the city of Los Angeles. These surveys document the trends in residents’ attitudes toward race relations in the city post-1992. In each survey between 600–1,600 randomly selected and ethnically represented residents answered questions offered in multiple languages. Approximately one-quarter of the respondents were Black, one-quarter Asian one-quarter Latina/o, and one-quarter white. Results from …

The survey was conducted in English, Spanish, Mandarin, and Korean from January 4th to February 10th, and respondents were asked a range of questions about quality-of-life perceptions and various civic issues. The margin of error is ±3.0% for the entire sample.

In line with popular criticisms of Congressional pork barrel spending, I find that that individual representatives do wield significant influence in securing government contracts for their districts. Using federal contract data organized at the congressional district level from FY 2001 – FY 2021, I estimate how individual members of the House of Representatives affect funding outcomes. My identification strategy leverages changes in contract funding that occur during exogenous vacancies occurring in the middle of a term. By comparing contract funding outcomes during vacant quarters to non-vacant quarters, I estimate the amount of individual influence exercised by representatives.

This study investigates the transformation of social capital over time, using the example of a small New England town: Kensington, New Hampshire. National social capital assessments indicate a substantial decline in social capital since the post-WW2 era. Kensington does not follow this extreme decline in social capital, with a significant rise during the 90s and into the early 2000s. Additionally, Kensington has high levels of social capital when compared to New Hampshire residents overall. Survey findings point to strong trust, yet weak social infrastructure in Kensington. This thesis aims to identify and analyze three different forms of economic propaganda: cultural, structural, and political. I first examine ‘Do What You Love’ culture and its impact on the labor force. Chapter Two explores the propagation of neoliberal economics as an objective study, and the final chapter analyzes the use of Black capitalism as a political mechanism to quell Black radical sentiment. In detailing these phenomenons, I investigate the implementation, normalization, and effects, as well as the material repercussions of these ideas and structures.

Identifying extreme outliers in large state spaces is a difficult prob-
lem. I consider this problem in the context of finding political district-
ing plans that maximize the number of districts in which the majority
of the population is from a minority group, such as African Americans.
Since the set of all possible districting plans is enormous and unfeasi-
ble to examine in practice, this paper proposes a sampling method to

Across the United States, cities are expanding. It is the role of the city leaders to promote policies that benefit both current and incoming residents. While these policies have intended results, the realized benefits and damages are challenging to define because they are the result of individual choices and the unique characteristics of the city. As a result, policymakers need to consider a complex web of factors such as employment, taxation, housing, mobility, and environmental quality. This thesis seeks to analyze these overlapping factors to discuss how policymakers can increase well-being while mitigating potential harms.
