สารนิพนธ์ฉบับนี้มุ่งศึกษา บรรทัดฐานระหว่างประเทศด้านการสาธารณสุขกับนโยบายเครื่องดื่มแอลกอฮอล์ในไทย โดยอธิบายการสร้างบรรทัดฐานระหว่างประเทศขององค์การระหว่างประเทศ ซึ่งนอกจากจะสร้างบรรทัดฐานแล้ว องค์การระหว่างประเทศยังผลักดันให้ประเทศต่าง ๆ ปฏิบัติตาม ประเทศที่นำบรรทัดฐานเหล่านี้ไปปฏิบัติจะต้องพบเจอกับการปะทะระหว่างบรรทัดฐานเดิมกับบรรทัดฐานใหม่ รวมถึงการถกเถียงจากฝ่ายที่ไม่เห็นด้วย สารนิพนธ์ฉบับนี้เน้นวิเคราะห์อิทธิพลขององค์การระหว่างประเทศในฐานะผู้สร้างบรรทัดฐานระหว่างประเทศต่อการกำหนดนโยบายเครื่องดื่มแอลกอฮอล์ของไทย จากการศึกษาพบว่า บรรทัดฐานระหว่างประเทศซึ่งได้รับการผลักดันโดยองค์การอนามัยโลกก่อให้เกิดความสำเร็จในการจัดตั้งหน่วยงานด้านสาธารณสุขที่เข้มแข็ง ทำให้ปัจจุบันประเทศไทยมีนโยบายเครื่องดื่มแอลกอฮอล์ที่เข้มงวด แต่ผลลัพธ์ของการนำนโยบายที่เข้มงวดมาบังคับใช้กลับไม่ได้มีประสิทธิภาพดังที่หน่วยงานสาธารณสุขคาดหวังไว้ ทำให้หน่วยงานเหล่านี้ต้องการเพิ่มระดับความเข้มงวดในการควบคุมเครื่องดื่มแอลกอฮอล์อย่างต่อเนื่อง ซึ่งความพยายามดังกล่าวอาจมองได้ว่าใช้ต้นทุนมากจนเกินไป และสูญเสียมูลค่าทางเศรษฐกิจ อีกทั้งยังอาจขัดกับบรรทัดฐานระหว่างประเทศในด้านอื่น โดยเฉพาะด้านการค้า ทั้งนี้ช่วงทศวรรษ 2020 ปัญหาเรื่องนโยบายเครื่องดื่มแอลกอฮอล์ถูกทำให้เป็นประเด็นการเมือง ปรากฏเห็นด้วยว่า ประชาชนจำนวนไม่น้อยเริ่มคัดค้านกฎหมายควบคุมเครื่องดื่มแอลกอฮอล์มากขึ้น ทำให้เกิดผลเสียต่อภาพลักษณ์ของรัฐบาลไทยในการจัดการปัญหาภายในประเทศ ควรอย่างยิ่งที่รัฐบาลไทยจะต้องทบทวนความคุ้มค่าของการกำหนดนโยบายเครื่องดื่มแอลกอฮอล์อีกครั้ง โดยคำนึงถึงประสิทธิภาพตามหลัก SAFER เพื่อหามาตรการที่คุ้มทุนและมีประสิทธิผล การนำหลัก SAFER มาประยุกต์ใช้กับการออกแบบนโยบายเครื่องดื่มแอลกอฮอล์ในประเทศจะหยั่งผลได้ดีกว่าเพื่อส่งเสริมทั้งการสาธารณสุขและเศรษฐกิจ

สารนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อศึกษาความเป็นหุ้นส่วนทางยุทธศาสตร์ด้านไซเบอร์ระหว่างสหรัฐอเมริกากับออสเตรเลีย โดยอาศัยกรอบทฤษฎีสัจนิยมคลาสสิคใหม่ เพื่อนำมาวิเคราะห์ความสัมพันธ์ด้านความมั่นคงที่ช่วยส่งเสริมให้สหรัฐฯ ตัดสินใจเลือกออสเตรเลียเป็นส่วนสำคัญในยุทธศาสตร์ความมั่นคงระดับภูมิภาค รวมถึงการส่งเสริมให้ออสเตรเลียก้าวขึ้นมาเป็นรัฐที่มีขีดความสามารถทางไซเบอร์ขั้นสูง ผลการศึกษาพบว่า ความร่วมมือด้านไซเบอร์ระหว่างสหรัฐฯ กับออสเตรเลีย เกิดจากความร่วมมือด้านความมั่นคงที่มีมายาวนานและเป็นไปอย่างต่อเนื่องนับตั้งแต่สงครามโลกครั้งที่ 2 และเนื่องด้วยสหรัฐฯ ประสบกับภัยคุกคามจากมหาอำนาจในภูมิภาคเอเชีย - แปซิฟิกที่ต้องการก้าวขึ้นมามีอิทธิพลเหนือสหรัฐฯ ทำให้สหรัฐฯ ต้องหันกลับมาให้ความสำคัญแก่พันธมิตรดั้งเดิมในภูมิภาคโดยเฉพาะออสเตรเลีย การที่สหรัฐฯ สนับสนุนขีดความสามารถด้านไซเบอร์ให้แก่ออสเตรเลีย เป็นไปเพื่อให้ทั้งสหรัฐฯ และออสเตรเลียสามารถตอบสนองภัยคุกคามรูปแบบใหม่ได้อย่างมีประสิทธิภาพและประสิทธิผล

สารนิพนธ์ฉบับนี้มีวัตถุประสงค์หลัก คือเพื่อศึกษาการบังคับใช้กฎหมายระหว่างประเทศในกรณีสงครามรัสเซีย-ยูเครน การศึกษานี้ใช้กรอบทฤษฎีประกอบสร้างวิเคราะห์ความท้าทายและข้อจำกัดของการบังคับใช้กฎหมายระหว่างประเทศในกรณีดังกล่าว รวมถึงปัจจัยที่ส่งผลต่อประสิทธิภาพและประสิทธิผลของการบังคับใช้กฎหมาย ผลการศึกษาพบว่า ความพยายามในการใช้กฎหมายระหว่างประเทศเพื่อจัดการกับความขัดแย้งนี้ปรากฏในหลากหลายรูปแบบ เช่น การคว่ำบาตรทางเศรษฐกิจ และการประณามผ่านเวทีสหประชาชาติ อย่างไรก็ตาม ความซับซ้อนทางการเมืองและการตอบโต้จากรัสเซียทำให้การบังคับใช้กฎหมายระหว่างประเทศไม่สามารถเป็นไปได้อย่างมีประสิทธิภาพและประสบผลสำเร็จ การศึกษานี้จึงมุ่งเน้นการประเมินกลไกของสหประชาชาติและบทบาทขององค์กรระหว่างประเทศอื่น ๆ เช่น คณะมนตรีความมั่นคงแห่งสหประชาชาติ สมัชชาใหญ่แห่งสหประชาชาติ และองค์การความร่วมมือว่าด้วยความมั่นคงและความร่วมมือในยุโรป ซึ่งสรุปได้ว่าการบังคับใช้กฎหมายระหว่างประเทศในกรณีนี้มีความท้าทายไม่น้อย สะท้อนให้เห็นว่าโลกแตกแยกทางการเมืองเพียงใด

สารนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อศึกษานโยบายของญี่ปุ่นเกี่ยวกับการเปลี่ยนแปลงสภาพภูมิอากาศ และเพื่อศึกษาปัจจัยที่ผลักดันให้ญี่ปุ่นดำเนินการกำหนดนโยบายด้านการเปลี่ยนแปลงสภาพภูมิอากาศอันนำมาสู่การตออบคำถามว่า ญี่ปุ่นในช่วงสมัยรัฐบาลซินโซะ อาเบะ จนถึงปัจจุบัน มีท่าทีต่อกรอบ UNFCCC อย่างไร? และอะไรเป็นปัจจัยที่ผลักดันให้ญี่ปุ่นมีท่าทีดังกล่าว? โดยใช้ทฤษฎีระบอบระหว่างประเทศ (International Regime Theory) เป็นแนวทางวิเคราะห์ จากการศึกษายังพบว่า ญี่ปุ่นได้มีการกำหนดนโยบายและยุทธศาสตร์ต่าง ๆ อันเกี่ยวกับด้านการเปลี่ยนแปลงสภาพภูมิอากาศเพื่อให้สอดรับกับกฎเกณฑ์ระหว่างประเทศภายใต้กรอบ UNFCCC เช่น การกำหนดโควตาการปล่อยก๊าซเรือนกระจก การกำหนดนโยบายการ ซื้อขายการปล่อยก๊าซเรือนกระจก (ET) การเก็บภาษีคาร์บอน โครงการ Cool Earth 50 การฟื้นฟูนโยบายพลังงานของญี่ปุ่น เป็นต้น แสดงให้เห็นว่าญี่ปุ่นมีความตระหนักถึงปัญหาดังกล่าว และให้ความสำคัญกับกฎเกณฑ์ภายใต้กรอบ UNFCCC เนื่องจากปัจจัย อันได้แก่ ปัจจัยภายใน และปัจจัยภายนอกของญี่ปุ่น ทั้งนี้ญี่ปุ่นยังมีรูปแบบลักษณะของ Neoliberalism หรือทฤษฎีเสรีนิยมใหม่ ซึ่งการดำเนินการให้เป็นไปตามกรอบกติกา เพื่อนําไปสู่การบรรลุเป้าหมายร่วมกัน งานวิจัยนี้จึงมีความสำคัญในการเพิ่มความเข้าใจถึงบทบาทและท่าทีของญี่ปุ่นต่อการตอบรับกฎเกณฑ์ระหว่างประเทศด้านภูมิอากาศเปลี่ยนแปลง รวมทั้งการรับมือกับปัญหาการเปลี่ยนแปลงสภาพภูมิอากาศในระดับโลกของญี่ปุ่น ในช่วงสมัย รัฐบาลซินโซ อาเบะ จนถึงปัจจุบัน

สารนิพนธ์ฉบับนี้มุ่งที่จะศึกษาและทำความเข้าใจถึงการเข้าร่วมองค์การซีโตของประเทศไทยของรัฐบาลจอมพล ป. พิบูลสงคราม โดยจะใช้งานวิชาการเข้ามาเปรียบเทียบน้ำหนักระหว่างสภาวะปัจจัยภายนอกและปัจจัยภายใน มาพิจารณาร่วมกับทฤษฎีการเข้าร่วมเป็นพันธมิตรระหว่างวอลต์และเดวิด ซึ่งจากสำรวจงานวิชาการมีความแตกต่างในการอธิบายถึงการเข้าร่วมองค์การซีโตที่แตกต่างกัน จึงนำมาสู่ข้อเสนอทางสมมติฐานถึงการตัดสินใจเข้าร่วมขององค์การซีโตของรัฐบาลจอมพล ป. พิบูลสงครามนั้น แท้จริงแล้วกังวลต่อภัยคุกคามที่เกิดขึ้นจากสถาวะแวดล้อมภายนอกอย่างเดียวหรือไม่ งานวิจัยนี้ได้นำเสนองานวิชาการที่อธิบายการเข้าร่วมองค์การซีโต รวมถึงทฤษฎีความสัมพันธ์ระหว่างประเทศในเรื่องการเข้าร่วมเป็นพันธมิตร มาประกอบในการอธิบายสาเหตุของการเข้าร่วมองค์การซีโต โดยวิธีการศึกษานั้นเป็นการวิจัยเอกสารและนำเอาทฤษฎีความสัมพันธ์ระหว่างประเทศมาอธิบายควบคู่ไปกับการอธิบายเชิงประวัติศาสตร์ ซึ่งจะทำให้ภาพการดำเนินนโยบายดังกล่าวมีความสมบูรณ์ขึ้น จากการศึกษาพบว่า การอธิบายการเข้าร่วมองค์การซีโตของประเทศไทย ไม่สามารถอธิบายได้ด้วยปัจจัยภายนอกที่เกิดขึ้นจากภัยคุกคามคอมมิวนิสต์เพียงประการเดียว แต่ยังมีประเด็นของปัจจัยภายในประเทศที่มาจากปัญหาความมั่นคงทางการเมืองภายใน มีส่วนสำคัญต่อการตัดสินใจในการเข้าร่วมองค์การซีโตเช่นเดียวกัน ดังนั้นจึงสอดคล้องกับคำอธิบายของทฤษฎีที่นำเสนอโดยเดวิด

The article continues the series of research illustrating the formation of the idea of the “Russian world” in the religious discourse of Orthodox Russia. It pays special attention to the manipulations made by the Patriarch of Moscow, Kirill (Gundyaev), while preaching and giving public speeches. The study summarizes the idea of the “new martyrdom for Russia” recently promoted by the hierarch. “War shall not be according to God's will." This simple sentence was agreed upon by the World Council of Churches (WCC) when it was founded in 1948. The start of the Russian war of aggression against Ukraine on February 24, 2022, broke with this principle of the Ecumenical Movement. We were sure that the churches of all confessions, especially our own church, the Evangelische Kirche in Deutschland (EKD) and all other member churches of the WCC, would immediately and unanimously position themselves against the Russian war of aggression. But the clear word, which we had hoped for, did not come.

In February 2022, President Joseph Biden announced his nomination of Ketanji Brown Jackson to serve as an associate justice on the U.S. Supreme Court. Flexible Institution Building In The International Anti-Corruption Regime: Proposing A Transnational Asset Recovery Mechanism, Laurence R. Helfer, Cecily Rose, Rachel Brewster

Asset recovery is a fundamental principle of anti-corruption law, without which the financial damage from corruption cannot be repaired. Yet recovering assets is notoriously difficult and time-consuming, and the United Nations Convention Against Corruption provides little technical or institutional support to facilitate such returns. To remedy this, we propose the creation of a transnational asset recovery mechanism that could provide myriad services to states upon request, including gathering and publishing information, providing technical assistance and capacity building, helping to conclude agreements on asset return, and monitoring returned funds. Research on decentralization has emphasized that the distribution of power between the national and local levels has different effects on various outcomes. This dissertation aims to contribute to this discussion by shedding light on the three types of decentralization (political, fiscal, and administrative) and their effect on two main outcomes: the production of technological and intellectual innovation and COVID-19 management. I argue that decentralization – including its three types – works differently under different conditions, resulting in different outcomes. This article explicates the political, social, economic, and cultural contribution of Barbie (2023). Through a critical and normative analysis of four different prominent reviews of the film, this essay explores the quality of discourse surrounding Barbie, with particular emphasis on its feminist critique of toxic masculinity and lack of a coherent criticism of capitalism.

Study abroad, for any length of time and in any location, is widely recognized in higher education as a positive educational activity. While individual benefits of study abroad have been explored for decades, recent research has pushed the field to consider benefits for the local and global community. This program evaluation contributes to this line of inquiry by asking international business majors about the influences on their study abroad program choice process and the involvement of the university’s mission to positively impact the public good. America has been more divided along partisan lines in recent years (Pew Research Center, 2019). One major factor contributing to this polarization is a lack of understanding regarding why members of political out-groups maintain their beliefs. The simple act of perspective-taking may help to counter the negative effects of this ideological division. This research is an experiment in perspective. Using the four commonplaces (Schwab, 1978), I practiced letting the Savannah River teach me what there is to know about the water, the land, the people, and the other entities that depend on ki through artistic, ethnographic, and ecopedagogical lenses. The ethnographic findings describe the social actors that depend on ki and give a voice to the River. The a/r/tographic findings display the River on a canvas map through two hundred years using paint, clay, photography, video, abstract acrylics, and fabric. The Rise Of Lobbying And Interest Groups In The States During The Progressive Era, Adam Chamberlain, James Strickland, Alixandra B. Yanus

The postbellum rise of voluntary, federated associations set the stage for modern pressure politics in the American states, yet the connection between associations and lobbying in this era is grossly understudied. Relying on associations' own records and a new dataset of state lobbyists, we explore this relationship more deeply, documenting how federated associations gained membership, created political agendas, and lobbied state legislators for reform. To understand better the processes linking group strength with direct lobbying, we present descriptive case studies of the Grange (agriculture), the “Big Four” railroad brotherhoods (skilled labor), and the American Bankers' Association (finance). This research study seeks to understand interested parties’ perspectives on Cameroon's existing land tenure systems, the 1974 land law, and ongoing efforts to reform this land law. It identifies both concerns and specific recommendations from these parties on the formulation and implementation of future reforms. In the decades following the achievement of independence from European colonizers, most governments in sub-Saharan Africa (SSA) have adopted new national land tenure policies to meet their countries’ needs and aspirations. After the 9/11 terrorist attacks, research on foreign terrorism became extensive in the United States while research on domestic terrorism and violent extremist radicalization was lacking. Despite the research that has been done, there was a lapse in scholarship analyzing terrorism radicalization and its relationship with criminology. The purpose of this general qualitative study was to analyze the perceptions of experts in terrorism and criminology about how factors of criminology can explain violent extremist radicalization. The United States and its allies and partners have deployed three missile defense systems to protect against Iranian and North Korean missile threats: the European Phased Adaptive Approach, Terminal High Altitude Area Defense, and Ground-based Missile Defense. Russia and China oppose these systems because they view them as undermining their strategic interests. Big search data offers the opportunity to identify new and potentially real-time measures and predictors of important political, geographic, social, cultural, economic, and epidemiological phenomena, measures that might serve an important role as leading indicators in forecasts and nowcasts. However, it also presents vast new risks that scientists or the public will identify meaningless and totally spurious ‘relationships’ between variables. This study is the first to quantify that risk in the context of search data. In “Conceptual Metaphor in Everyday Language,” Lakoff and Johnson suggest that conceptual metaphors pervade everyday language and produce the reality of our world. Conceptual metaphors act similarly within the occupational register of political campaigns in that they both support and construct a set of beliefs that become the reality of politicians, political parties, and constituents. In this language research, the conceptual metaphors employed by Virginia Governor Glenn Youngkin during his 2021 gubernatorial campaign were identified, analyzed, and categorized. Climate dictates the critical aspects of human environmental conditions. The frequency and intensity of extreme weather conditions due to human-induced climate change have alarmingly increased. Consequently, climate change directly affects environmental sustainability and human mortality in the short term and creates prolonged and complicated long-term indirect grave risks. This paper examines three-level environmental impact risks associated with climate change on human mortality. It proposes a conceptual framework for developing an empirical event-based human mortality database related to climate change and communication strategies to enhance global environmental adaptation, resilience, and sustainability.

As social and political discourse in most countries becomes more polarized, anti-Americanism has risen not only in the Middle East and Latin America but also among the U.S. allies in Europe. Social media is one platform used to disseminate anti-American views in NATO countries, and its effectiveness can be magnified when mass media, public officials, and popular figures adopt these views. Housing recovery, especially for vulnerable populations, can be a challenging process. Questions regarding whether to rebuild damaged housing and whether to restore it to its previous state or to build back better must be answered. In the United States, Long-Term Recovery Groups (LTRGs) play a crucial role in channeling assistance to vulnerable community members as they embark on housing recovery. Fine particulate matter (PM2.5) is associated with adverse impacts on ambient air quality and human mortality; the situation is especially dire in developing countries experiencing rapid industrialization and urban development. This study assessed the spatio-temporal variations of PM2.5 and its health impacts in the South Asian region. Both satellite and station-based data were used to monitor the variations in PM2.5 over time. Additionally, mortality data associated with ambient particulate matter were used to depict the overall impacts of air pollution in this region. Racialization—the processes that infuse social and political phenomena with racial identities and implications—is an assertion of power, a claim of purportedly inherent differences that has saturated modern diplomacy, order, and violence.
