The United States and its allies and partners have deployed three missile defense systems to protect against Iranian and North Korean missile threats: the European Phased Adaptive Approach, Terminal High Altitude Area Defense, and Ground-based Missile Defense. Russia and China oppose these systems because they view them as undermining their strategic interests. After the 9/11 terrorist attacks, research on foreign terrorism became extensive in the United States while research on domestic terrorism and violent extremist radicalization was lacking. Despite the research that has been done, there was a lapse in scholarship analyzing terrorism radicalization and its relationship with criminology. The purpose of this general qualitative study was to analyze the perceptions of experts in terrorism and criminology about how factors of criminology can explain violent extremist radicalization. การพัฒนาการท่องเที่ยวเชิงสร้างสรรค์เมืองรอง กรณีศึกษากลุ่มจังหวัดอีสานใต้ ยโสธร ศรีสะเกษ และอำนาจเจริญ มีวัตถุประสงค์เพื่อออกแบบกรอบแนวคิดและเสนอแนะแนวทางในการพัฒนาการท่องเที่ยวเชิงสร้างสรรค์ในกลุ่มจังหวัดกรณีศึกษาเพื่อให้เกิดตัวอย่างรูปแบบการจัดการการท่องเที่ยวเชิงสร้างสรรค์ในการขยายผลต่อไปยังจังหวัดและพื้นที่อื่น ผ่านการวิจัยเชิงเอกสาร การวิจัยเชิงคุณภาพ และการวิจัยเชิงพื้นที่ โดยสำรวจข้อมูลด้านเศรษฐกิจและสังคม ด้านทรัพยากรในพื้นที่ และด้านโครงสร้างพื้นฐาน จากข้อมูลทุติยภูมิ (Secondary Data) และ ข้อมูลปฐมภูมิ (Primary Data) ผ่านการสัมภาษณ์เชิงลึก (In-depth Interview) และการสนทนากลุ่ม (Focus group discussion) ซึ่งผลการศึกษาพบว่า การพัฒนาการท่องเที่ยวของกลุ่มจังหวัดอีสานใต้สู่การท่องเที่ยวเชิงสร้างสรรค์ จำเป็นต้องพัฒนาสถานที่ท่องเที่ยวให้มีสิ่งที่ดึงดูดใจหรือตอบสนองต่อความต้องการได้อย่างครบถ้วน ผ่านการทดลองปฏิบัติหรือการมีส่วนร่วมในกิจกรรมเชิงสร้างสรรค์ที่ก่อให้เกิดการเรียนรู้ สู่การท่องเที่ยวอย่างยั่งยืนบนพื้นฐานทรัพยากรและอัตลักษณ์ของแต่ละจังหวัดผ่านกิจกรรมการท่องเที่ยวเชิงสร้างสรรค์ (creative tourism activity) การเรียนรู้ (learning) การทดลองปฏิบัติ (testing) การดู (seeing) และการซื้อ (buying) ที่ได้มีการนำเสนอในผลการศึกษาครั้งนี้

การวิเคราะห์เครือข่ายนโยบายในการพัฒนาพื้นที่สาธารณะสีเขียวในเขตกรุงเทพมหานคร, แพรพลอย วัฒนะโชติ, ปรีชญาณ์ นักฟ้อน

การศึกษาครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาความสัมพันธ์ระหว่างตัวแสดงในเครือข่ายนโยบายในการขับเคลื่อนการพัฒนาพื้นที่สาธารณะสีเขียวในเขตกรุงเทพมหานคร โดยใช้แนวทางการวิจัยเชิงคุณภาพ เก็บรวบรวมข้อมูลจากการค้นคว้าเชิงเอกสารและการสัมภาษณ์แบบเจาะลึกกับผู้ให้ข้อมูลสำคัญ ผลการวิจัยพบว่า การขับเคลื่อนงานเป็นในลักษณะตามแนวคิดการบริการสาธารณะแนวใหม่ โดยมีกรุงเทพมหานครเป็นตัวแสดงหลัก เนื่องด้วยเป็นหน่วยงานที่มีอำนาจหน้าที่แก้ไขปัญหาและพัฒนาในเขตพื้นที่ ซึ่งมีความสัมพันธ์ในลักษณะของการประสานความร่วมมือจากการบูรณาการการทำงานกับหน่วยงานในสังกัด หน่วยงานซึ่งเป็นเจ้าของพื้นที่ และหน่วยงานที่มาสนับสนุนการดำเนินงานทั้งในทางตรงและในทางอ้อม ที่เป็นหน่วยงานภาครัฐและนอกภาครัฐ ทั้งภาคเอกชน ภาคีวิชาการ ภาคีวิชาชีพ ภาคประชาสังคม และสมาคม/ชุมชนที่อยู่ในย่าน เพื่อเสริมเติมองค์ประกอบของเครือข่ายในส่วนที่เป็นช่องว่างการดำเนินงาน นอกจากนี้ ยังมีความสัมพันธ์ที่เกิดขึ้นโดยอิสระจากกรุงเทพมหานคร ที่มาจากการพัฒนาพื้นที่สาธารณะสีเขียวโดยเจ้าของพื้นที่ซึ่งเป็นเอกชนหรือปัจเจก โดยเครือข่ายการประสานความร่วมมือที่เกิดขึ้น ประกอบด้วยตัวแสดงต่างๆ ที่แตกต่างกันไปในแต่ละพื้นที่ที่พัฒนา

บทความวิชาการนี้เป็นการศึกษาอิสระและนำเสนอเรื่องการเลือกตั้งประธานาธิบดีอินเดีย ตั้งแต่การสถาปนาประเทศถึงปัจจุบัน มีวัตถุประสงค์เพื่อวิเคราะห์สังคมพหุลักษณ์ของอินเดียและปณิธานทางสังคมผ่านตำแหน่งประธานาธิบดี โดยเก็บข้อมูลระดับทุติยภูมิและระดับตติยภูมิ จากหน่วยงานรัฐและสำนักข่าวอินเดีย ผลการศึกษาแสดงให้เห็นถึง (ก) ความสำคัญของการคัดผู้สมัครที่เหมาะสมโดยพรรคการเมืองและพันธมิตร ซึ่งเป็นตัวแปรในการกำหนดหรือไม่ว่าจะส่งเสริมอัตลักษณ์ทางการเมือง (ข) การเลือกของคณะเลือกตั้ง เป็นขั้นตอนตัดสิน มุ่งเป้าตามความโน้มเอียงของพรรค (ค) บริบททางการเมือง สังคม และการเปลี่ยนยุค ส่งผลให้เกิดการปรับสูตรการคัดบุคคลที่มีอัตลักษณ์ทางสังคมตามปรารถนา นี่จึงเป็นการแสดงออกถึงพหุลักษณ์และเอื้อให้อัตลักษณ์ของบุคคลเป็นต้นแบบ เป็นปณิธานทางสังคม และสร้างแรงกระเพื่อมเชิงสร้างสรรค์ ดังนั้น ตำแหน่งประธานาธิบดีอินเดียจึงมีบทบาทสำคัญในการเชิดชูสังคมพหุลักษณ์ เคารพต่อวรรณะ ชาติพันธุ์ และศาสนา โดยเฉพาะกรณีหลัง ค.ศ.2000 เมื่อตำแหน่งประธานาธิบดีได้แสดงออกมากขึ้นและน่ายกย่องกับบทบาททางสังคมวัฒนธรรมในอินเดีย

การเมืองของชนชั้นนำเวียดนามคือ การเมืองในพรรคคอมมิวนิสต์เวียดนามที่อาศัยความชอบธรรม 2 ชนิดที่ค้ำจุนให้อยู่ในอำนาจนับแต่ได้เอกราชในปี 1945 คือ ประการแรก ความชอบธรรมทางอุดมการณ์ที่อ้างอิงจากการต่อสู้เพื่อปลดปล่อยประเทศจากการเป็นอาณานิคมฝรั่งเศสและเปลี่ยนแบบแผนทางการเมืองให้เป็นแบบอำนาจนิยมรวมศูนย์อยู่ที่พรรคคอมมิวนิสต์เท่านั้น และมีแบบแผนทางเศรษฐกิจเป็นแบบสังคมนิยม ประการที่สอง ความชอบธรรมทางด้านผลงานจากความสำเร็จทางเศรษฐกิจหลังการปฏิรูปโด่ยเหมยในปี 1986 ซึ่งได้เปลี่ยนแปลงเศรษฐกิจจากแบบวางแผนเป็นเศรษฐกิจสังคมนิยมแบบตลาด เปิดโอกาสให้ประชาชนเวียดนามได้สะสมความมั่งคั่งขึ้นมาได้อย่างมาก บทความนี้ใช้แนวคิดของ Samuel Huntington ที่ว่าความสำเร็จในการพัฒนาเศรษฐกิจจะนำไปสู่ความเป็นประชาธิปไตยเพราะกลุ่มคนที่มั่งคั่งมักจะเป็นกลุ่มกดดันทางการเมืองเรียกร้องการเปลี่ยนแปลงเพื่อให้รัฐตอบสนองความต้องการและทำให้การสะสมความมั่งคั่งทำให้ราบรื่นมากขึ้น แต่ได้โต้แย้งว่า แม้ความสำเร็จทางเศรษฐกิจจะก่อให้เกิดชนชั้นใหม่ในเวียดนาม แต่กลุ่มพลังทางสังคมกลุ่มนี้ไม่ได้แสดงความเป็นปรปักษ์หรือท้าทายต่ออำนาจนำทางการเมืองของพรรคคอมมิวนิสต์แต่อย่างใด เพราะเหตุที่พวกเขาล้วนอาศัย โครงสร้างอำนาจ นโยบาย และเส้นสายในกลไกรัฐและพรรคคอมมิวนิสต์ในการสร้างฐานะขึ้นมา กล่าวในอีกแง่หนึ่งการรวมศูนย์อำนาจของพรรคคอมมิวนิสต์ไม่ได้เป็นอุปสรรคต่อการดำเนินธุรกิจและการสะสมความมั่งคั่งของชนชั้นใหม่นี้แต่อย่างใด ในอีกทางหนึ่งความสำเร็จทางธุรกิจของชนชั้นใหม่นี้มีส่วนอย่างมากในการเกื้อหนุนความชอบธรรมในเชิงผลงานแก่พรรคคอมมิวนิสต์ทำให้มีแรงสนับสนุนให้อยู่ในอำนาจได้ต่อไป สิ่งที่ท้าทายอำนาจของพรรคคอมมิวนิสต์เวียดนามยุคปัจจุบัน คือกลุ่มคนที่ถูกละเลยหรือพลาดโอกาสในการใช้โครงสร้างทางอำนาจของพรรคและรัฐเพื่อสนองความต้องการของตนเองหรือกล่าวอีกนัยหนึ่งคือ นอกจากจะไม่ได้รับผลประโยชน์ใด ๆ จากการพัฒนาหากแต่ยังอาจจะได้รับผลกระทบให้เกิดความเสียหายอีกด้วย กลุ่มคนเหล่านี้ได้อาศัยสื่อสังคมออนไลน์เป็นเครื่องมือในการแสดงออกและเรียกร้องสิทธิของตนเอง ซึ่งทำให้พรรคคอมมิวนิสต์ต้องหาทางตอบโต้ จำกัด และกำจัดในที่สุด บทความนี้พัฒนาจาก“โครงการชนชั้นนำและแรงงานในเอเชียตะวันออกเฉียงใต้:องค์ประกอบ โครงสร้างและพลวัตในยุคเปลี่ยนผ่าน” ซึ่งศึกษาและสำรวจการเมืองชนชั้นนำของเวียดนามจากเอกสารของภาครัฐ รายงานขององค์กรเอกชน หนังสือ วารสารและรายงานของสื่อมวลชนเป็นหลัก

‘การอภิบาล’ (governance) เป็นคำศัพท์ทางวิชาการที่สร้างความสับสนให้กับสังคมไทยมาตั้งแต่ช่วงหลังทศวรรษที่ 1990 อันเนื่องมาจากการแปลและนิยามความหมายที่แตกต่างหลากหลายกัน รวมไปถึงบริบทในการนำไปปฏิบัติที่มีเป้าหมายทางการเมืองเฉพาะของการใช้แต่ละความหมายของการอภิบาล บทความวิจัยนี้มีเป้าหมายเพื่อทบทวนและวิเคราะห์สถานะความรู้เรื่องการอภิบาลในประเทศไทยที่ปรากฎอยู่ในฐานข้อมูลงานวิจัยสำคัญและหลักสูตรการเรียนการสอนในระดับอุดมศึกษา โดยงานวิจัยได้ใช้วิธีการศึกษาเชิงคุณภาพ ผ่านการเก็บข้อมูลด้วยการสำรวจเอกสาร การสัมภาษณ์เชิงลึก และการจัดเวทีระดมความคิดเห็น ผลการศึกษาค้นพบว่าทั้งการวิจัยและการเรียนการสอนด้านการอภิบาลให้น้ำหนักอย่างมากกับมุมมองหรือแนวคิด ‘ธรรมาภิบาล’ และถูกนำไปปฏิบัติในการบริหารงานภาครัฐตามแนวคิดการจัดการภาครัฐแนวใหม่เป็นสำคัญ ส่งผลให้สถานะองค์ความรู้การอภิบาลในประเทศไทยเกิดวงจรปัญหาที่ทำให้องค์ความรู้การอภิบาลจำกัดหรือลดรูปเหลือเพียง ‘หลักธรรมาภิบาล’ และถูกนำไปสร้าง ถ่ายทอด และผลิตซ้ำผ่านสถาบันทางวิชาการและหน่วยงานภาครัฐ การออกแบบนโยบาย แผน และวิธีการปฏิบัติงานที่มุ่งใช้กรอบธรรมาภิบาลนี้สะท้อนสภาวะการขาดการนำแนวคิดการอภิบาลในลักษณะอื่นที่เป็นไปได้เข้ามาใช้อย่างเพียงพอหรือการไม่ให้ความสำคัญต่อความรู้การอภิบาลแบบอื่นในทางปฏิบัติ ปัญหานี้ส่งผลต่อทิศทางการแสวงหาความรู้และการพัฒนาการวิจัยที่เกี่ยวกับการอภิบาล ความรู้ในแบบอื่นนอกจาก ‘ธรรมาภิบาล’ ถูกทำให้ไม่สำคัญและหายไป

โครงการวิจัยนี้ศึกษาประวัติการก่อร่างของแนวคิดเกี่ยวกับรัฐธรรมนูญนิยมและความเป็นพลเมืองในสยาม/ไทย ในฐานะส่วนหนึ่งของประวัติศาสตร์ภูมิปัญญาสาธารณรัฐนิยมสมัยใหม่สากล โดยใช้ระเบียบวิธีวิจัยแบบประวัติภูมิปัญญาของโลก (global intellectual history) โดยมุ่งศึกษาพัฒนาการแนวคิดเกี่ยวกับรัฐธรรมนูญนิยมและความเป็นพลเมืองระหว่างปี ค.ศ. 1885 (เมื่อคำกราบบังคมทูลความเห็นเปลี่ยนแปลงราชการแผ่นดิน พ.ศ. 2428  ถูกเผยแพร่) จนถึงปี ค.ศ. 1932 หลังการเปลี่ยนแปลงการปกครอง พ.ศ. 2475 โครงวิจัยชิ้นนี้เสนอว่า ประวัติศาสตร์รัฐธรรมนูญนิยมเผยความเชื่อมโยงระหว่างช่วงเวลาดังกล่าวกับกระแสการปฏิวัติ-ปฏิรูปของโลกในช่วงเวลาเดียวกันได้โดยการศึกษาความสัมพันธ์ระหว่างรัฐธรรมนูญนิยมกับสาธารณรัฐนิยมสมัยใหม่และชี้ให้เห็นความเป็นไปได้ต่าง ๆ ในการจัดวางแนวคิดเรื่องพลเมืองอันรวมไปถึงความคิดเรื่องสิทธิและหน้าที่ต่อสังคมการเมืองในไทย/สยามลงในบริบทของประวัติศาสตร์ภูมิปัญญาสากล

Rape can be used to annihilate, control, and humiliate populations. Mass rape can have genocidal intent. Yet, thus far, the legal definition of genocide has failed to codify rape. These severe limitations in the definition of genocide create legal impunity and impede the rehabilitation of rape survivors. This failure also results in legal challenges, including the lack of basis to distinguish between rape during war and genocide. One of the main, yet often overlooked, victims of this shift in policy has been China’s LGBTQ+ community. Financial inclusion is a critical means of empowering individuals to improve their own lives, and Uganda provides an excellent case study for examining various financial mechanisms in a developing country context. This thesis investigates four such mechanisms: formal banks, microfinance institutions, mobile money, and contribution clubs. The analysis is conducted using five criteria to evaluate their level of inclusion: (1) quantitative coverage, (2) standard of living, (3) gender, (4) education, and (5) social capital. Intelligence agencies have always suffered from internal inefficiencies. By nature, their opaqueness and deliberate ambiguity in what they bring to the table disincentivizes scrutiny or critique from other government entities and the general public. There is very little accountability to be had for intelligence agencies, even in Western liberal democracies: no amount of voting will change how they are structured or operated, and thus incentive to change usually does not arise from domestic pressures, but rather from large-scale failures. Since the California Voting Rights Act became law in 2001, 170 cities have transitioned from at-large to by-district elections, where voters in a geographic district elect one city council member. This thesis examines the effects of the 1970s Energy Crisis on nuclear proliferation efforts in the Persian Gulf region. The OPEC oil embargo of 1973 shocked global energy markets and forced the Atlantic Alliance to fragment and engage in continuous cut-throat bilateral deals with oil-producing countries. What started as oil-for-arms deals quickly transitioned into oil-for-nuclear reactor deals once countries struggled to find new ways to remain competitive in the trade market. Judges shape the law with their votes and the reasoning in their opinions. An important element of the latter is which opinions they follow, and thus elevate, and which they cast doubt on, and thus diminish. Using a unique and comprehensive dataset containing the substantive Shepard’s treatments of all circuit court published and unpublished majority opinions issued between 1974 and 2017, we examine the relationship between judges’ substantive treatments of earlier appellate cases and their party, race, and gender. Interruptions at Supreme Court oral argument have received much attention in recent years, particularly the disproportionate number of interruptions directed at the female Justices. The Supreme Court changed the structure of oral argument to try to address this problem. This Article assesses whether the frequency and gender disparity of interruptions of Justices improved in recent years, and whether the structural change in argument helped. It shows that interruptions decreased during the pandemic but then resurged to near-record highs, as has the gender disparity in Justice-to-Justice interruptions. The U.S. Supreme Court decided a trilogy of cases on summary judgment in 1986. Questions remain as to how much effect these cases have had on judicial decision-making in terms of wins and losses for plaintiffs. Shifts in wins, losses, and what cases get to decisions on the merits impact access to justice. We assemble novel datasets to examine this question empirically in three areas of law that are more likely to respond to shifts in the standard for summary judgment: antitrust, securities regulation, and civil rights. Beginning in the Summer of 1961, the United States government has deployed volunteer humanitarians around the world to serve the mission of U.S. Peace Corps and has since contributed to communities in 143 partner countries while enjoying widespread popularity. TikTok is known for its lighthearted dance and lip-synch videos, yet videos with the hashtag #politics have garnered nearly 14 billion views. Does young adults’ politically oriented expression on TikTok lead to increased civic engagement offline? TikTok helps incorporate young adults into political social networks that may encourage additional civic activity. In addition, the playful, humorous nature of TikTok-based political expression encourages young adults to develop participatory, political selves. Using data from a 2020 survey of Americans between 18 and 25 years old, we find that posting political videos on TikTok connects with higher offline civic engagement. The results suggest …
