When the situation in Indonesia was brought to the attention of the Security Council in January, 1946, and again in July, 1947, a new step was taken in the field of international organization; for the first time an international organizations, the United Nations, was dealing with the problem of a colony seeking to become independent of its mother country. The purpose of this study is to present a history and analysis of the Republican Administration’s program in the Twenty-First Legislature, 1953. The basic provisions of measures drafted for the purpose of effecting this program have been quoted from the legislative bills to add to the general understanding of the topic. An attempt has been made to determine the reasons for the legislators’ attitudes toward various proposals; and an evaluation is given of the total proceedings.

This act, dated August 15, 1953, also knows as United States Public Law 83-280, confers jurisdiction on the States of California, Minnesota, Nebraska, Oregon, and Wisconsin, with respect to criminal offenses and civil causes of action committed or arising on Indian reservations within such States, and for other purposes, except where noted.

The bill approves the addition of one temporary district judge in North Dakota's northern district to assist with an increased caseload.
