U.S. House Journals of William H. Natcher
Journal, 9 August 1966 to 18 April 1967, of U.S. Congressman William Huston Natcher while he was representing Kentucky’s 2nd District. The journal includes an almost daily account of Natcher’s reflections on current events and transactions with the U.S. House of Representatives. Many of the entries contain typescripted newspaper articles with some editorial comment provided by Natcher, others are more personal in nature.

Bidding Theory And The Treasury Bill Auction: Does Price Discrimination Increase Bill Prices?, Vernon L. Smith

This paper is not directed to the question of whether the Treasury should or should not practice in the public sector what the Clayton Act prohibits in the private sector. The paper is concerned exclusively with the theoretical question of whether the Treasury would necessarily receive higher prices by employing price discrimination than it could get by selling the issues at a single price. From a theory of bidding under uncertainty, which seems to apply naturally to the Treasury auction, it will be shown that buyers may be expected to enter lower bids under price discrimination than they would for …

In November of 1964, California voters approved by a very substantial margin the legislative measure known as Proposition 14, a hotly contested constitutional amendment which abolished all then-existing Fair Housing Legislation and prohibited local levels of government from acting in such matters in the future. This legislation was sponsored by the California Real Estate Association and essentially was a response to a recently passed Fair Housing Law known as the Rumford Act, which prohibited discrimination in the sale and rental of housing and assigned enforcement responsibilities to the State Fair Employment Practices Commission.

This research project, submitted in January 1966, examines the burgeoning regulatory controversy surrounding Community Antenna Television, or CATV. Originally developed as a technical supplement to improve television reception in rural or obstructed areas, CATV evolved into a significant market force that challenged the traditional broadcasting structure. The author explores the multifaceted impact of CATV on the industry, noting its potential to both hinder the development of local UHF and VHF stations through audience fragmentation and benefit the public by providing clearer signals and greater program variety. A central theme of the study is the jurisdictional vacuum regarding CATV oversight. While …

Published as a series sponsored by the Smithsonian Institution Bureau of American Ethnology, the “River Basin Surveys Papers” are a collection of archeological investigations focused on areas now flooded by the completion of various dam projects in the United States. The River Basin Surveys Papers (numbered 1-39) were mostly published in bundles, with 5-6 papers in each bundle. Virginia, like the other states in our union, was without any set form of budget during its first century of existence. This was partly because there was no definite need for any governmental reform in this area until the twentieth century brought about an expansion of the powers and responsibilities of governments. The states relied on the general property tax for the bulk of their revenue and its return was relatively certain and constant. It enabled a legislature to accurately judge its yield and match this yield to what was needed by an easy adaptation of the rate of taxation. …

Robert K. LaFollette was one of the leaders ot the progressive movement from 1900 until his death in 1925. He built a progressive machine in Wisconsin which had control of the Republican part1 in that state for most of this period. His program of legislation and reform in Wisconsin became a pattern tor other states. He was a leading spokesman in the United States Senate tor progressive Senators. He worked with the Wilson administration and the Democrats on domestic reform measures. He supported a major part of Wilson's foreign policy through 1916.

It is the purpose of this study to examine the political elements and issues in the United States from the latter part of 1838 to June 27, 1844, to determine their relationship to the death of Joseph Smith. This study includes an analysis of national, state and local issues and sentiment during that time, as they have a bearing upon the subject.

The central concern of the paper is to present a case study of the public relations activities of the Caterpillar Tractor Co. Caterpillar is the largest private employer in the state of Illinois and the largest single employer in the city of Peoria. It has plants, offices, and parts depots in twenty-two places in nine teen different congressional districts; and the Company also has many
facilities overseas. Finally, Caterpillar is a major exporter o f heavy machinery. Such an organization would therefore be highly interested in--and sensitive to--the political climate in which it operates.
