The political consequences of redistricting the Tenth Legislative District. which comprises four geographically separated areas, is the subject of this thesis. This area was chosen because of its unique characteristics. Previous to redistricting these areas comprised not only three different counties and legislative districts, but three different congressional districts as well. Each section, Whidbey Island, Camano Island, Bainbridge Island and the Northern part of the Kitsap Peninsula, can be observed both as a separate unit and as a member of an entire district. On April 16, 1920, the Woman's Franchise League of Indiana, Indianapolis Branch, voted to disband and to establish a League of Women Voters in its place, carrying the members of the Franchise League on its roster for the first six months. Votes for women, the single purpose for which they, and others like them across the continent, had worked, was certain of accomplishment. The Federal Amendment, granting suffrage to women, had passed the Congress in the previous year and ratification by a sufficient number of states seemed certain.

Finally in the 1880’s there emerged a reformist group which was ultimately to be the model of the viability, adaptability, effectiveness, and success of evolutionary socialism. The group called itself the Fabian Society and in the beginning it seemed to be not unlike other protest or reformist groups which were springing up all over England at the time. The difference was that this group, though always small in numbers, was to have a tremendous impact throughout England and the rest of the democratic world. This is a case study of the attempts of ordinary taxpayers, as well as of a United States Senator, to resolve an issue through the judicial process. Ordinarily, individuals bring questions of contemporary significance to the Supreme Court, seeking an interpretation of the Constitution which favors their particular interests. Seldom, however, do individuals have occasion to question the adjudicatory powers of the Court itself--a debate of the separation of powers doctrines older than the Constitution itself.

Because the codes, rules and ideology of mass. single-party systems reach the village areas more slowly than do the tangible personalizations of party authority, a situation of potential misuse of power exists where rural party organizations operate. Peasants are aware of face-to face confrontations by a familiar figure who has gained a party position; they are unaware of the precepts and regulations that the national party has laid down for the village level functionaries.
