The Minnesota Budget And Inflation, James Cecil Jan 1983

The Minnesota Budget And Inflation, James Cecil

Journal of the Minnesota Academy of Science

The Minnesota state budget is a policy document which reflects programmatic priorities of the state in terms of size, direction and rank order. Major causes for budget increase are inflation and increased state conversion of what were once local government programs into joint programs. Accompanying greater state support is more state regulation through the use of uniform statewide standards. The two most important Minnesota services are education and welfare. Concern for property tax burden by the legislature has resulted in a comprehensive property tax relief program. Because these programs are very costly, Minnesota, except for property and sales, is a …

Policy Dilemmas And Political Unrest In Poland, David S. Mason Jan 1983

Policy Dilemmas And Political Unrest In Poland, David S. Mason

Scholarship and Professional Work - LAS

The recent unrest in Poland is not simply a struggle between the workers and the regime over political freedom and economic reform. A basic cause of the unrest, as in past years, is the failure of the regime to balance adequately the conflicting policies of promoting long-term investment in industry, raising the standard of living, and reducing social class inequalities. Each of these policies represents a major goal of the regime, and of socialist ideology. The regime has not been able to emphasize all three goals simultaneously, and has shifted resources and attention from one to the other over the …

The Political Economy Of Non-Alignment, Mohamed El-Sayed Selim

Faculty Book Chapters

With the thaw of the cold war and the emergence of detente between the superpowers, it was widely argued that the policy of non-alignment had almost lost its relevance. Behind this belief was the assumption that non-alignment was the outcome of the cold war. However, non alignment did not go into oblivion as predicted by the cold war theory. On the contrary, the Movement was able to adapt itself to the new international conditions of the 1970's and to reemerge bigorously as a major political force in the 1980's. The papers published in this volume tackle these questions from various …

Canadian & American Agriculture: Competitors? Cooperators? Or Both?, Clayton K. Yeutter

Clayton K. Yeutter, United States Secretary of Agriculture: Papers

It is a pleasure for me to be in Toronto, for the first time ever. My wife and I honeymooned in Canada 30 years ago, so every return trip to your beautiful country is a nostalgic experience. With an 80 cent exchange rate, we really ought to come back for another honeymoon in June and stay the rest of the year! Marshall Loeb, one of our outstanding business journalists, delivered a speech a couple of years ago in which he predicted the winning nations in international economic competition for the next decade or two. His top category encompassed only five …

Solidarity, The Regime And The Public, David S. Mason Jan 1983

Solidarity, The Regime And The Public, David S. Mason

Scholarship and Professional Work - LAS

This paper examines the extent to which Solidarity acted as a link between the population and the regime and as a representative of the interests of the workers. It looks first at the reasons for the emergence of Solidarity, and Solidarity's subsequent embodiment of the society's desire for a political and economic order more in line with the ideals of socialism, and more genuinely representative of the workers' interests. It concludes by assessing the charges against Solidarity made by the martial law authorities, the extent of current support for the union and the regime, and the possibilities for a resolution …

Impact Of The 1980 Election On Ideological Liberal Organizations, Michael Coval Jan 1983

Impact Of The 1980 Election On Ideological Liberal Organizations, Michael Coval

Honors Theses

Throughout this section, I sought to establish a nexus between interest group theory and empirical observations. This in turn, would provide the framework from which I would set forth a series of hypotheses concerning the impact of the deviating 1980 elections on ideological liberal organizations. What I found in fact, was not just a link but a near perfect correlation between theory and practice, each reinforcing the other and pointing to the same ineluctable conclusion: The upshot of the Reagan/New Right landslide of 1980 was a dramatic renaissance of American liberalism. A renaissance so pervasive that ideological liberal organizations stand …

North Korean Relations With China And The Soviet Union: The Impacts Of Changes In The Leadership Of The Two Communist Powers On North Korea, Myung-Ork Park

Masters Theses

The Democratic People's Republic of Korea was established in September 1948, under the Soviet military occupation. Until Stalin's death in 1953, Soviet influence was predominant in North Korea because of Stalin as well as Soviet power. Stalin, who viewed North Korea as important to the security interests of Russia to defend the Asian front, handpicked Kim Il-sung and supported him to rise to power for the purpose of the Soviet control over the North. Kim Il-sung adopted the Stalinist model of communism which still persists. The Stalin-Kim relationship and North Korean military and economic dependence on Russia led to Pyongyang …

Towards The Holocaust: The Social And Economic Collapse Of The Weimar Republic, Michael N. Dobkowski, Isidor Wallimann Jan 1983

Towards The Holocaust: The Social And Economic Collapse Of The Weimar Republic, Michael N. Dobkowski, Isidor Wallimann

Books

The social system of Weimar Germany has always been controversial. From the start 1Weimar society was characterized by a peculiar fluidity: between 1913 and 1933, the German Reich, commonly referred to as the Weimar Republic, was a virtual laboratory of sociocultural experimentation. In the streets of German towns and cities, political armies competed for followers--a process punctuated by assassinations and advertised by street battles embroiling monarchists, imperial militarists, nihilistic war veterans, Communists, Socialists, anarchists, and National Socialists. Parliamentary activity involved about twenty-five political parties whose shifting alliances produced twenty governmental cabinets with an average lifespan of less than nine months.

Computers, Cables, And Citizenship: On The Desirability Of Instant Direct Democracy, Richard Dagger Jan 1983

Computers, Cables, And Citizenship: On The Desirability Of Instant Direct Democracy, Richard Dagger

Political Science Faculty Publications

Mulford Sibley is not the sort of scholar who makes a career of elaborating variations on a theme. There are recurring themes in his work, however, and I want to sound two of them, participatory democracy and technology, in this essay. These themes may be joined in a number of ways, but here I shall take up only one - the possibility that advances in communications technology may actually promote democracy by extending and enhancing opportunities for political participation.
