Gatt Ministerial Meeting Punta Del Este, Uruguay, Clayton K. Yeutter

Clayton K. Yeutter, United States Secretary of Agriculture: Papers

Mr. Chairman, fellow delegates, this week GATT faces an historic challenge. Our task is more difficult than any that has confronted world trade since the very creation of GATT in 1947. What we do in Punta del Este will determine whether GATT remains a functional, dynamic institution serving the interests of its members or declines into a static and passive association that is irrelevant to the needs of international trade.

Improving And Strengthening The Trade System, Clayton K. Yeutter Jan 1986

Improving And Strengthening The Trade System, Clayton K. Yeutter

Clayton K. Yeutter, United States Secretary of Agriculture: Papers

The successful launching of a comprehensive round of negotiations will be the single, most important event in international trade this year. I urge our communique contain a vigorous, unequivocal endorsement for launching a new round with a comprehensive agenda, in September. Delegations in Geneva will go over the text of our communique very carefully, and they will judge our determination by both the tone and substance of our statement. We therefore must clearly set forth our desire to begin the new round, without delay.

Decentralization, Redistribution And Community Development: A Reassessment Of The Small Cities Cdbg Program, Eric B. Herzik, John P. Pelissero Jan 1986

Decentralization, Redistribution And Community Development: A Reassessment Of The Small Cities Cdbg Program, Eric B. Herzik, John P. Pelissero

Political Science: Faculty Publications and Other Works

Recent studies of state assumption of the CDBG Small Cities program have been limited by two factors. First, they have been single-state case studies or confined to a small number of states. Second, they have adopted a narrow context for examining the likely impacts of community development following state assumption. This paper attempts to expand policy information based upon earlier work by studying a larger cross-section of states and considering the issues of redistribution and decentralization from a broader context. We find some significant policy changes from previous HUD program management but suggest that such may be due to the …

De Facto New Federalism: Phase Ii?, John Shannon Jan 1986

De Facto New Federalism: Phase Ii?, John Shannon

New England Journal of Public Policy

1985 marked year seven for de facto new federalism, the fiscal decentralization process nudged along by strong public support for the Reagan administration's conservative policies and growing fiscal stringency at the federal level. New federalism is most dramatically illustrated by the national government retreat along the entire state-local aid front — a kind of "sorting out" — as an increasing share of the federal budget goes to strictly national government programs. The mounting public concern about massive federal deficits will quicken the federal pullback on the state-local aid front. The only question is whether it will be a ragged retreat …

Diphtheria, Pertussis, Tetanus Vaccine: Mandatory Child Immunization And Public Policy, Lynette Dockstader-Smiley

Whittier Scholars Program

Through the use of public policy analysis, this project examines mandatory vaccination policy in the United States, and particularly in California. The project also addresses social issues surrounding the vaccine for Diphtheria, Pertussis, and Tetanus (DPT), with an emphasis on the responsibilities of physicians and patients. The roles of policy makers and organizations are examined, as well as the issues that arise when too much control of public health is given to one group. The project concludes with an analysis of what the public does to encourage changes in public health policy.

Rhode Island: The Defeat Of The Greenhouse Compact, Ira Magaziner Jan 1986

Rhode Island: The Defeat Of The Greenhouse Compact, Ira Magaziner

New England Journal of Public Policy

Rhode Island has not shared equally in New England's economic resurgence of recent years. A major reevaluation of the state's economic malaise in 1982-84 resulted in a $250 million program called the Greenhouse Compact to improve business in the state. Initially supported in polls by a two-to-one margin, the Compact was defeated overwhelmingly when it went to a statewide referendum. The timing of the referendum and mistakes in the public relations strategy and in the structure of the Compact all played a role in the outcome, but post-election polls showed that defeat, based on a massive shift of undecided voters, …

Three Affiliated Tribes V. Wold Engineering (1986), United States Supreme Court, Sandra Day O'Connor Jan 1986

Three Affiliated Tribes V. Wold Engineering (1986), United States Supreme Court, Sandra Day O'Connor

US Government Documents Related to Indigenous Nations

Three Affiliated Tribes v. Wold Engineering is a case that forced the United States (US) Supreme Court to clarify US Public Law 83-280 (typically referred to as Public Law 280). Due to a lack of clarity in US Public Law 280, when the Three Affiliated Tribes attempted to sue Wold Engineering for breach of contract, North Dakota (ND) state courts told the tribes that they were unable to preside over a case between a sovereign nation and a private business. The ND Supreme Court held that the tribes would have to give up tribal sovereignty if they wanted to try …

The Midwest Quarterly: A Journal of Contemporary Thought

in this issue. . .

Playing JOHN C. BURNHAM's new parlor game, "Who Is Now Great?” unexpectedly forms a negative consensus: the great men and women, like the dinosaurs, seem to belong to an earlier time, not to our own. The author wonders why, and shares his thoughts on the past, present, and future of greatness. Professor of History at The Ohio State University, with a scholarly interest in the history of psychiatry and American medical and social history, Burnham' s most recent book is on the psychoanalyst and physician Jelliffe.

Quebec-Us Relations Under The Parti Quebecois, D. Keith Heintzman Jan 1986

Quebec-Us Relations Under The Parti Quebecois, D. Keith Heintzman

Theses and Dissertations (Comprehensive)

Quebec-U.S. interactions frm 1976 to 1980 are analysed in relation to American apprehension over the election of the Parti Quebecois and the P.Q. government’s ability to accommodate the American economic community.Analysis of this interaction is conducted in terms of the risks to corporate operations posed by P.Q. policies and the effect of P.Q. communications on corporate perceptions of this risk. A formal bargaining model—developed using the concept from game theory of “critical risk”—forms the theoretical basis for explaining changes in the American response. Each province’s economic transactions with the U.S. are described along with provincial influences on Canadian foreign policy. …

The American Reaction To Germany's Annexation Of Austria, Mark A. Tarner Jan 1986

The American Reaction To Germany's Annexation Of Austria, Mark A. Tarner

Masters Theses

Germany's annexation of Austria in March 1938 was the cumulation of almost twenty years of Austrian dissatisfaction with the Treaty of Saint Germain, the lack of consistent political and economic support by the western democracies and the international instability of the 1930s. All these factors worked in favor of pro-Anschluss Germans and Austrians and to the handicap of the allies. Once Adolf Hitler came to power, he drastically changed German policy toward Austria. Anschluss had special significance for Hitler and his decision to abandon an evolutionary revision of Austria's political status to one of radical expansionism and annexation proved fatal …

The Republican Party And Civil Rights, 1877-1976, Gordon E. Sparks Jan 1986

The Republican Party And Civil Rights, 1877-1976, Gordon E. Sparks

Masters Theses

There have been many works written on both the Republican and the Democratic parties. Many works have also described the problem of civil rights and the historical difficulties blacks have had in an attempt to fit in politically. These works, however, have left out one major aspect of this process. Relationships of blacks to the political parties themsevles must be studied to understand one aspect of their continuous struggle for civil rights in America.

It is time that an overview be done on how the political parties have dealt with the civil rights problem throughout their histories. The Republican party …

Precinct Government In Salt Lake County, Utah 1852-1904, Steven K. Madsen Jan 1986

Precinct Government In Salt Lake County, Utah 1852-1904, Steven K. Madsen

Theses and Dissertations

This thesis traces the origin, development, and decline, from 1852 to 1904, of Salt Lake County's judicial precincts. A precinct functioned as the basic subdivision of county government. Its boundaries were generally coterminous with those of local communities. It was established to allow for a degree of local control by the people.
Chapter two reveals that precinct justices experienced over time a marked decline in socio-political prominence. This is largely due to legislative statutes that decreased their jurisdictional powers. Chapter three examines the evolution of precinct boundaries. It is demonstrated that geographic distribution of individuals played a major role in …
