Ambassador Clayton Yeutter United States Trade Representative Forty-Third Session Of The Gatt Contracting Parties Geneva, Switzerland December 1, 1987, Clayton K. Yeutter

Clayton K. Yeutter, United States Secretary of Agriculture: Papers

I would like to speak to you this morning about the future of the world trading system. It seems appropriate, on the GATT's 40th birthday, to recognize its past achievements while also looking forward to its future-challenges. We must together develop a vision of the GATT that will serve the needs of the twenty-first century. Forty years ago, the legacy of a great depression and a world war was high import duties and restrictive quotas. World trade had shriveled. Recognizing this sorry state of affairs, concerned countries came together to establish a mechanism for reducing trade barriers and for carrying …

Ambassador Clayton Yeutter United States Trade Representative April 20, 1987 The Shimoda Conference Oiso, Japan, Clayton K. Yeutter

Clayton K. Yeutter, United States Secretary of Agriculture: Papers

I am grateful to the Shimoda Conference for inviting me to address the issue of U.S.-Japanese trade. This is an important event, coming at a time when trade between our two countries is playing a more significant role in our overall relations than ever before. In some ways , individual trade issues are threatening to overshadow our long relationship as friends and allies. This must not be allowed to happen. Japan and the united States have too much at stake to let transitory problems come between us. We are the world's two largest free economies. We work together effectively to …

MR. YEUTTER: Thank you, Bruce.- That was a very gracious introduction and much appreciated. I must say to you and your associates and colleagues here at Brookings that you are deserving of commendations and accolades for putting on this kind of program. It is an important issue, and I am very pleased that you and your institution have focused on it.

Poland's New Trade Unions, David S. Mason Jan 1987

Poland's New Trade Unions, David S. Mason

Scholarship and Professional Work - LAS

With the declaration of martial law in December 1981 and the formal banning of Solidarity in October 1982, the Polish regime created for itself a dilemma: how to provide a channel for participation by the workers without reactivating Solidarity and without allowing that participation to assume political dimensions. The Jaruzelski leadership professed a desire to achieve reconciliation and understanding in the aftermath of the heady days of Solidarity and the depressing denouement of martial law. One of the principal means to do this was through the creation of new institutions, allegedly independent, which would absorb some of the creative and …

Trust, Self-Interest, And Representation In Economic Policymaking: Rhode Island Reconsidered, Thomas J. Anton, Darrell M. West Jan 1987

Trust, Self-Interest, And Representation In Economic Policymaking: Rhode Island Reconsidered, Thomas J. Anton, Darrell M. West

New England Journal of Public Policy

Industrial policy has become an increasingly central focus of political debate as American society struggles with new and troubling economic realities. Yet despite the importance of this subject, little is known about how the public gains or processes information on these matters, or about the evaluative standards used to judge industrial-policy proposals. A recent referendum in Rhode Island offered a unique opportunity to study these questions. Citizens participated directly in the debate over new industrial policy by soundly rejecting the Greenhouse Compact, a novel and comprehensive plan to "reindustrialize" Rhode Island. Here we report the results of a public opinion …

The Law Of Nature In Locke's Second Treatise: Is Locke A Hobbesian?, John Patrick Coby Jan 1987

The Law Of Nature In Locke's Second Treatise: Is Locke A Hobbesian?, John Patrick Coby

Government: Faculty Publications

The question addressed by this essay is whether Thomas Hobbes is the true intellectual forebear of John Locke. A brief comparison of the teachings of these two authors with respect to natural justice and civil justice would seem to suggest that Locke is a determined adversary of Hobbes whose views on justice are reducible to the maxim that "might makes right." But a re-examination of Locke's Second Treatise shows that Locke adopts this principle with hardly less thoroughness than Hobbes. Even so, an important difference remains, for Locke takes steps to disguise the grim reality of power, whereas Hobbes makes …

A Marxist Critique Of Alasdair Macintyre's After Virtue, Colin S. Cavell Jan 1987

A Marxist Critique Of Alasdair Macintyre's After Virtue, Colin S. Cavell

LSU New Orleans Theses and Dissertations

Alasdair Macintyre asserts in After Virtue that contemporary moral discourse is only arbitrary assertion of the will. Appeals to reasoned arguments have been replaced by expressions of preference, attitude and feeling-- in short, by "emotivism." Macintyre locates this moral breakdown in the Enlightenment philosophers' failed attempt to replace Aristotelian teleology with a rational justification for morality.

Macintyre's analysis fails because he does not show whose interests are served through the assertion of arbitrary supposed will or whose interests were served when "objective" standard of the Middle the Ages prevailed. He does not acknowledge the preeminent role the material relations of …

Foreign States And The Constitution, Lori Fisler Damrosch Jan 1987

Foreign States And The Constitution, Lori Fisler Damrosch

Faculty Scholarship

This article does not advocate judicial abstention from deciding the constitutional claims of foreign sovereigns. Rather, the argument is that constitutional claims against the actions of the federal political branches must fail on the merits because of the relationship of foreign states to the federal structure. When, on the other hand, a claim does not directly confront or conflict with the political branches' foreign policy, the federal courts should adjudicate the merits of foreign state claims by applying constitutional jurisprudence to sustain or reject the claim. Part III of this article elaborates upon the relationship between the thesis in Part …

Renton V. Playtime Theaters: Why Rhonda No Longer Does Renton On Third Street, Kevin C. Osborn

Whittier Scholars Program

This project details Roger Forber’s fight to show X-rated films in two theaters in Renton, Washington Renton had an anti-pronography ordinance which prohibited the showing of adult motion picture theaters within 1000 feet of any residential zone, church or public park, or within one mile of any public or private school. Prior to this, Forbes had already built a business showing sexually-explicit films in Seattle. Due to the fact that Renton was a suburb, many residents were not thrilled with this and began a citizen activist campaign to stop Forbes. Forbes argued that the First Amendment guaranteed him free speech. …

Popular Sovereignty And Political Obligation In The Thought Of James Wilson, John Patrick Coby Jan 1987

Popular Sovereignty And Political Obligation In The Thought Of James Wilson, John Patrick Coby

Government: Faculty Publications

Popular sovereignty is the salient theme of James Wilson’s political thought. But Wilson is no less eager to prove that the sovereign people can oblige and bind themselves, or that liberty is consistent with law. He rests his case on a Thomistic view of natural law as reflected in Scottish Common-Sense philosophy; he also utilizes several of the “auxiliary precautions” of Federalism. However, he parts company with his Federalist brethren over the question of representation, and he anticipates a fair degree of republican virtue as a consequence of the act of voting. He further supposes that the people can be …
