Political Parties For Protection And Profit: Explaining Opposition Party Competition Under Electoral Authoritarianism, Michael David Toje Jun 2019

Political Parties For Protection And Profit: Explaining Opposition Party Competition Under Electoral Authoritarianism, Michael David Toje

LSU Doctoral Dissertations

Despite the presence of open elections and contestable political offices, opposition parties in electoral authoritarian regimes face barriers – formal and informal – that prevent them from attaining de facto power. Yet, these parties still decide to spend the time, money, and effort to run candidates in unfair elections. This dissertation seeks to uncover the reasons that opposition parties decide to compete in such an uncompetitive environment, and what sustains opposition parties though cycles of defeat. It proposes that opposition parties compete not for the purposes of unseating the ruling party, but rather for controlling their own local affairs away …

Any Port In A Storm: Vessel Activity And The Risk Of Iuu-Caught Fish Passing Through The World’S Most Important Fishing Ports, Gilles Hosch, Bradley Soule, Max Schofield, Trevor Thomas, Charles Kilgour, Tim Huntington Jun 2019

Any Port In A Storm: Vessel Activity And The Risk Of Iuu-Caught Fish Passing Through The World’S Most Important Fishing Ports, Gilles Hosch, Bradley Soule, Max Schofield, Trevor Thomas, Charles Kilgour, Tim Huntington

Journal of Ocean and Coastal Economics

This study assesses the risk of fish from illegal, unregulated and unreported (IUU) sources passing through the world’s most important fishing ports and explores the drivers of this risk.

Like previous studies it has attempted to rank ports and States based on landings and vessel visits reported by governments by using Automatic Identification System (AIS) positional data transmitted by fishing and fish carrier vessels to identify the locations of ports and rank them based on the frequency of visits by foreign-flagged and domestic-flagged vessels. It advances our thinking in that (i) the analysis includes an estimation of the hold capacity …

The Divided Labor Of Attack Advertising In Congressional Campaigns, Kenneth M. Miller Jun 2019

The Divided Labor Of Attack Advertising In Congressional Campaigns, Kenneth M. Miller

Political Science Faculty Research

This article offers a theory of how party networks divide the labor of attacking opponents. Using an extensive data set of campaign advertising from the 2010 and 2012 congressional elections augmented with Nielsen television ratings data, it is shown that candidates attack opponents less when supporting outside groups attack more. Due to differences in how outside groups and candidates attack opponents, when candidates partially outsource attack advertising to independent expenditure groups, attacks in that campaign become more issue and policy based. Thus, in perhaps an unintended consequence of the divided labor of attack advertising, outside group involvement makes it more …

The Partisan And Policy Motivations Of Political Donors Seeking Surrogate Representation In House Elections, Anne E. Baker Jun 2019

The Partisan And Policy Motivations Of Political Donors Seeking Surrogate Representation In House Elections, Anne E. Baker

Political Science

Non-constituent donors constitute an increasingly important fundraising base for members of the House. These donors are theorized to be seeking “surrogate representation” by buying additional representation rather than relying solely upon representation provided by their own House members. However, precisely why they contribute in this way remains unclear. Using data from the Cooperative Congressional Election Studies (CCES) 2008- 2014 in a series of logistic models, I investigate whether self-reported donors make contributions to House races outside of their home states for policy or partisan reasons. I uncover evidence that surrogate seekers make their out-of-state contributions to recover partisan representation and …

Assessment Of Public Sector Service Quality: Gauging Experiences And Perceptions Of Racial Profiling, Aaron C. Rollins Jr. Jun 2019

Assessment Of Public Sector Service Quality: Gauging Experiences And Perceptions Of Racial Profiling, Aaron C. Rollins Jr.

Journal of Public Management & Social Policy

The absence of a culturally competent public sector workforce has led to increased public scrutiny and heightened levels of distrust. In the field of public safety, this is particularly important due to the sensitive nature of the task performed and the historically strained relationships that exist between racial minorities and law enforcement. Using national survey data to gauge the prevalence of citizen’s experiences and perceptions of racial profiling, this research reveals significant discrepancies amongst minorities and their white counterparts. In response, this research encourages public officials and agencies to eliminate inconsistencies in their interactions with the citizenry as a whole. …

Exploring The Link: Administrative Exclusion And Second Order Devolution, Rhucha Samudra Jun 2019

Exploring The Link: Administrative Exclusion And Second Order Devolution, Rhucha Samudra

Journal of Public Management & Social Policy

Devolution was embedded in the 1996 welfare reform. Using the National Survey of America’s Families, this article explores the relationship between living in a Second Order Devolution (SOD) state and administrative exclusion from a welfare program. Results from the logistic model indicate that low-income clients and single mothers living in a SOD state had an increased likelihood of administrative exclusion. Administrative exclusion reflects bureaucratic choices and rules violations—implying some of these individuals and families may be leaving welfare without having achieved self-sufficiency. Results suggest that a careful evaluation of the state welfare performance measure and of the devolution of authority …

Reexamining The Impact Of Medicaid Expansion In A Post-Affordable Care Act Environment From A Critical Race Perspective, Ty Price Dooley Jun 2019

Reexamining The Impact Of Medicaid Expansion In A Post-Affordable Care Act Environment From A Critical Race Perspective, Ty Price Dooley

Journal of Public Management & Social Policy

The passage of the Patient Protection and Affordable Care Act (ACA) in 2010 drastically transformed the health care system in the United States. This paper examines the factors influencing state decisions relative to Medicaid expansion in a post-ACA environment through the lens of Critical Race Theory. This study incorporates economic, geographic and health variables into a model of post-ACA-Medicaid decision-making by using logistic regression to examine State Medicaid expansion from 2010 to 2014. The size of the minority population in state, tobacco use and southern distinctiveness are significant predictors of decision making relative to Medicaid expansion. Findings support that racialized …

Municipal Diverging From “Bureaucracy:” A Case Study Of Organizational Image In Housing Services, Shawn T. Flanigan Ph.D. Jun 2019

Municipal Diverging From “Bureaucracy:” A Case Study Of Organizational Image In Housing Services, Shawn T. Flanigan Ph.D.

Journal of Public Management & Social Policy

This article presents a case study of efforts of a workforce development unit within a local public housing authority to recraft its image as separate from the larger housing authority, in order to better attract participants to its optional supportive services. Using qualitative interview data with Section 8 voucher recipients and public housing authority staff, and descriptive quantitative data from a larger dataset, and drawing on theories of street-level bureaucracies and agency-client interactions, the case study finds that service recipients perceive the housing authority as a largely compliance-oriented organization that is overly bureaucratic, excessively regulating of private spheres of family …

Fascist Affect In 300, Carl Plantinga Jun 2019

Fascist Affect In 300, Carl Plantinga

University Faculty Publications and Creative Works

The stories we tell each other, or present via mass media, are important components of the cultural ecology of a place and time. This article argues that 300 (2007), directed by Zach Snyder and based on a comic book series both written and illustrated by Frank Miller, evinces what can legitimately be called a "fascist aesthetic" that depends in large part on the moods and emotions the screen story both represents and elicits. While many other commentators have charged this film with incipient fascism, this article both deepens and expands on the claim by showing how the film's elicitation of …

How State Legislators Can Use The Media To Affect Policy Change In State Government Agencies: A Case Study With The Department Of Motor Vehicles, Alisha Gallon Jun 2019

How State Legislators Can Use The Media To Affect Policy Change In State Government Agencies: A Case Study With The Department Of Motor Vehicles, Alisha Gallon

Journalism

This study was done to understand how a member of the state legislature used the media to effect policy change. This subject is discussed using the California Department of Motor Vehicles as a case study. There is a long-standing and well-understood relationship between legislators and the media. It is common knowledge that legislators in the minority party use the media to pressure members of the majority party. Research shows those in the minority benefit from this kind of coverage. However previous studies are mostly silent about whether using the media to pressure the party in control of the government actually …

Latino Political Leadership In Massachusetts – 2019, Bianca Ortiz-Wythe, Christa M. Kelleher, Fabián Torres-Ardila, Gaston Institute, University Of Massachusetts Boston, Center For Women In Politics And Public Policy, University Of Massachusetts Boston

Publications from the Center for Women in Politics and Public Policy

There is very limited Latino presence in the State Senate, with one Latina State Senator in office; having five Latinos in the Senate would be proportionate to the statewide Latino population. Six Latinos serve in the 160-member House of Representatives; eighteen would be proportionate. There are no Latinos in the state’s congressional delegation.

City councilors and members of school committees account for 83% of all Latinos serving in key elected leadership positions. The top 20 cities and towns with the largest proportions of Latino residents in Massachusetts account for 57% of the Latino population in the state. Among these cities …

Outside Looking In: Non-Standard Work And The Politics Of Labor Market Segmentation, Kathleen Bolter Jun 2019

Outside Looking In: Non-Standard Work And The Politics Of Labor Market Segmentation, Kathleen Bolter

Dissertations

Since the 1980s, major structural and demographic changes in the OECD have encouraged the proliferation of nonstandard work (part-time and temporary jobs). The increase in nonstandard work is viewed as a key cause for income and social inequality. Inequality creates many issues for states including the erosion of trust in institutions and a weakening of civic society as economic growth fails to benefit all of those involved in its production. Up to this point, there have been few studies examining why states vary in employment protection and regulation for nonstandard work. This study seeks to answer how the insider/outsider divide, …

New England Slave Trader: The Case Of Charles Tyng, Paul J. Michaels Jun 2019

New England Slave Trader: The Case Of Charles Tyng, Paul J. Michaels

Master's Theses

Charles Tyng has been heralded as an American hero after the posthumous publication of his memoir, Before the Wind: The Memoir of an American Sea Captain, 1808-1833, in 1999. Recent research involving British Treasury report books from the nineteenth century suggest otherwise – that Tyng actively promoted and was engaged in the illicit trade of African captives. A Boston Brahmin, Tyng applied the lessons of his time at sea with Perkins & Company, the opium trading firm, to his occupation as an agent of notorious slave trading firms in Havana. This paper uses as evidence records of the captures …

Crisis In The European Union: The Politics Of Integration, Engagement, And Dissent, 2008-2016, Edward I.C. Reminiskey Jun 2019

Crisis In The European Union: The Politics Of Integration, Engagement, And Dissent, 2008-2016, Edward I.C. Reminiskey

Electronic Theses, Projects, and Dissertations

This thesis is a comprehensive interpretation of European political history in the periodization from 2008 to 2016. The history begins with an exploration of the intellectual and political origins of the post-World War II project of European integration and the development of, and opposition to, the early institutions that eventually formed the contemporary assemblage of the European Union. Following a traditionally structured history, this work is styled as a ‘history of the present’ that specifies the role of the European Union in precipitating and attempting to overcome the financial and monetary crises, foreign policy quandaries on its Eastern periphery, an …

Early Birds, Short Tenures, And The Double Squeeze: How Gender And Age Intersect With Parliamentary Representation, Devin K. Joshi, Malliga Och Jun 2019

Early Birds, Short Tenures, And The Double Squeeze: How Gender And Age Intersect With Parliamentary Representation, Devin K. Joshi, Malliga Och

Research Collection School of Social Sciences

The gender and age composition of a parliament impacts who is descriptively represented and marginalized and what types of policy ideas and solutions are brought forward or excluded. While important for both descriptive and substantive representation, scholarship on the intersection of gender and age in parliaments has thus far been limited. To broaden our understanding, we conducted a large-scale cross-sectional analysis of the gender and ages of over 20,000 representatives from 78 national assemblies. We identified four types of gender-age patterns depending on whether women enter legislatures younger than men (“early birds”) or have served in parliament for a shorter …
