Webster Parish Library, 1929-1935 : A Rosenwald Demonstration Library, Suzanne Marie Stauffer

In 1929 the Julius Rosenwald Fund instituted its County Demonstration Library program of matching grants to promote public library service to Blacks in the South. By the end of the program, total circulation in the demonstration counties averaged 5.2 per capita, with circulation among Blacks more than twice what it had been the previous year. One such segregated library system was established in Webster Parish Louisiana with the support of the State Library Commission. The central white library and eight branches opened on October 4, 1929. The central Black library and four branches opened a short time later. The Library …

The paper shares the strategies the Consortium of Uganda University Libraries (CUUL) adopted to provide access to electronic resources to its member libraries in COVID-19 pandemic era. It examines the challenges, opportunities COVID-19 brought and how CUUL managed to deliver its mandate during the pandemic. The study used a qualitative research approach and a survey research design. A structured online interview data collection tool was employed to collect the required information from the CUUL executive committee members and the electronic resources functional committee. Regarded as a major cultural and industrial center, Detroit is known for its contributions to art, architecture, design, and music, which led to its "Motown" nickname, in addition to its ties to the birth of the auto industry, which brought it the nickname of "Motor City." Despite hosting several higher learning institutions and a national research university, Detroit has been facing a continued decline of its adult literacy rates that amount to 47.00%, meaning that half of the City's population are functionally illiterate. The American Library Association provides a form for librarians to share challenges to library materials for the purposes of gathering data and providing support. In the face of increasing challenges to library materials, some states have also developed local procedures for gathering information and providing local support. In 2023, the presenters distributed a survey to gather information from states, territories, and tribal nations that do not publicly share their procedures to document efforts. This presentation will share the preliminary survey results showing differences across entities, lessons learned, and areas for future research.

In 2021, the Houston Cole Library (HCL) at Jacksonville State University (Jacksonville, AL) added a mascot to enhance social media posts, and the result has been successful. HCL’s simple low-cost mascot has consistently stimulated positive interactions between the library staff/faculty and students, community members and university officials. HCL’s library mascot has created a cult-like following that watches and comments on his adventures. This current discussion indicates how any library can create their own mascot regardless of budget restrictions and time commitments.

The significance of the web and the crucial role of web archives in its preservation highlight the necessity of understanding how users, both human and robot, access web archive content, and how best to satisfy this disparate needs of both types of users. To identify robots and humans in web archives and analyze their respective access patterns, we used the Internet Archive’s (IA) Wayback Machine access logs from 2012, 2015, and 2019, as well as Arquivo.pt’s (Portuguese Web Archive) access logs from 2019. Hypothesis formulation and testing are central to empirical research. A strong hypothesis is a best guess based on existing evidence and informed by a comprehensive view of relevant literature. However, with exponential increase in the number of scientific articles published annually, manual aggregation and synthesis of evidence related to a given hypothesis is a challenge. Our work explores the ability of current large language models (LLMs) to discern evidence in support or refute of specific hypotheses based on the text of scientific abstracts. The iterative character of work in machine learning (ML) and artificial intelligence (AI) and reliance on comparisons against benchmark datasets emphasize the importance of reproducibility in that literature. Yet, resource constraints and inadequate documentation can make running replications particularly challenging. Our work explores the potential of using downstream citation contexts as a signal of reproducibility. We introduce a sentiment analysis framework applied to citation contexts from papers involved in Machine Learning Reproducibility Challenges in order to interpret the positive or negative outcomes of reproduction attempts. Our contributions include training classifiers for reproducibility-related contexts and sentiment analysis, and exploring correlations between …

Changes made to webpages can affect their retrievability. Often this is done with the intention of increasing the page's search engine ranking to improve overall access to information on the page. The Environmental Data and Governance Initiative (EDGI) created a dataset that describes changes on US federal environmental webpages between 2016 and 2020. EDGI noted that many environmental terms were deleted from the pages, but without user data, claims that page retrievability and public information access were lowered are only anecdotal. This chapter examines the development of a series of virtual workshops designed to strengthen research and information strategies in the social sciences. Guided by the principles of Universal Design for Learning (UDL)—emphasizing equity, flexibility, and simplicity—the program evolved into both a successful synchronous learning experience and a sustainable suite of asynchronous instructional objects accessible across the university. Now in its third semester, the workshops have expanded beyond traditional liaison boundaries, increasing awareness of library resources and services throughout the academic community. We do not know how many trans and gender diverse people work in libraries in the United States. Like the US Census, the American Library Association’s demographic survey of its members (which is by no means a complete or accurate representation of the profession) asks if respondents are male or female (Rosa & Henke, 2017). In addition to erasing anybody who is not one of these two things, this question does not provide information on whether respondents are trans or gender diverse. Librarians working in academic settings have taken different stances on providing access to materials assigned in courses. Although libraries have long offered course reserves, adding course-assigned materials to permanent library collections has been discouraged for a variety of reasons. A number of events and considerations—including COVID-19 campus shutdowns, growing online degree programs, increased support for student success, availability of open educational resources (OER), and new e-books licensing models that support multiple users—have made library provisioning of assigned materials, commonly referred to as textbooks, more mainstream. As library budgets are cut or remain flat, librarians asked to do more with less are considering diverse data to investigate how best to invest limited funds. The data available to librarians are extensive but they may also be contradictory. In this presentation, we contextualize findings from interviews conducted with Illinois State University faculty with institutional and collections data. Using the words of faculty members across disciplines, we highlight some of the tensions around discovery and access to scholarly literature, perceptions of urgency, and engagement with open access. The life and work of many nineteenth-century women composers cannot be satisfactorily studied or understood due to a lack of documentary evidence. In the case of Alma Mahler, however, it is not a lack of manuscript materials or biographical accounts that preclude the appraisal of her legacy, but rather the sheer volume and often contradictory nature of accounts. Although her early life writing emphasized the importance of music, she later downplayed her identity as a composer and emphasized her role of patron of the arts and muse to “great men.” I would argue, however, that if biography is a tool …

How better to celebrate the one-year anniversary of Library Resources & Technical Services (LRTS) becoming fully open access than an issue chock-full of insights, experiences, practices, and data on open access in library settings? The work published in this issue aligns with several of the obstacles we encountered in making LRTS open and available to all. Namely, despite two decades of growth, open access publishing remains fraught with misconceptions, unrealized benefits, and logistical challenges. Library Publishing Curriculum
In 2018, The Educopia Institute and the Library Publishing Coalition (LPC), in partnership with the Public Knowledge Project (PKP), NASIG, and BlueSky to BluePrint, released the first iteration of the “Library Publishing Curriculum,” a suite of synchronous and asynchronous professional development offerings for librarians. The four initial modules—Content, Impact, Policy, and Sustainability—were funded by the Institute for Museum and Library Sciences and address major competencies in library publishing. As part of the sustainability plan for these grant deliverables, the LPC created an editorial board that would steer future iterations of the curriculum. They took as their first task a step …
