The International Coral Reef Initiative (ICRI) was developed in 1994 to increase the awareness of the human and anthropogenic threats facing reefs. Hundreds of harbor porpoise die each year as bycatch in the Gulf of Maine's sink gillnet fishery. In recent years, concern has arisen whether the Gulf of Maine population of harbor porpoise can sustain this level of bycatch. It is believed that the population may have declined, or is declining as a result of the incidental moralities. To the casual observer, towing vessels and barges, with their low profile and unassuming presence, may seem to be an uninspiring and small part of the shipping scene. However, tank and dry cargo barges actually carry sixty-nine percent of our nation's domestic waterborne commerce. Regulations for large ships, especially oil tankers, have touched every aspect of the shipping industry, including naval architecture, engineering, damage control, manning, training, licensing, etc. Towing vessels and barges however, have largely managed to escape the proliferation of regulation. A large number of marine species migrate within and without national jurisdictions and a small number occur entirely outside any national jurisdiction. Thus, the species migrating through waters under the jurisdiction of coastal states to high seas beyond the jurisdiction of any single state are defined as highly migratory species (HMS). International organizations play a key role in the management of highly migratory species. Most of the international organizations concerned with HMS focus on tuna management.

The passage of the Wallop-Breaux Amendments to the Federal Aid in Sportfish Restoration Program (FASRP), in 1984, significantly increased the funding available to states participating in the Program. Subsequently, the FASRP became the largest single source of funding for state marine artificial reef development activities. In recent years, there has been concern among program constituents that FASRP funds are not being utilized as intended. During the mid-1980's, the crisis in marine insurance and growing concern over fishing vessel safety combined to stimulate passage of the Commercial Fishing Industry Vessel Safety Act of 1988. This law was enacted with the goal of improving the overall safety of commercial fishing industry vessels. However, the Act as passed by Congress contained no provisions for marine insurance reform. As a result, the commercial Fishing Industry Vessel Safety Act offered little incentive for the industry to improve upon its dubious safety record. Volunteer water quality monitoring organizations from across the country were surveyed (n=516) to determine the relationship between public involvement and the generation of stewardship within the community. Program coordinators were asked first to rate the level of stewardship values within the community, and then respond to questions covering four broad areas of public involvement: pre-existing conditions, public education, volunteer behavior, and communal involvement. For each question, organizations were aggregated by response, and a frequency analysis was performed to discover the most common responses in each of the four public involvement categories. the mean of perceived stewardship values was graphed as …

The state-by-state quota regulation contained in Amendment 2 to the Summer Flounder Fishery Management Plan became effective on January 1, 1993. The research sought to determine the implications that the state-by-state quotas have imposed on federal summer flounder permit holders. commercial fishermen were believed to have landed their summer flounder out-of-state to take advantage of more favorable possession limits in other states, and to have accrued higher costs as a result of their decisions to land out-of-state. This paper presents the results of a study analyzing the editorial content of consumer power boating magazines for messages of environmental responsibility. It presents evidence of a cause and effect relationship between recreational power boating and damage to the marine environment, and cites arguments that power boating in its currently popular form, involving high speeds and heavy fuel consumption, is inherently "unfriendly" to the environment. The paper describes a "chain of influence" through which boat manufacturers, in their role as advertisers, influence the editorial content of consumer boating magazines through the tactics of marketing public relations. Reduction of coastal nonpoint source (NPS) pollution requires an innovative approach. Efforts must comprehensively address the cumulative effects of individual behaviors. Therefore, program objectives must apply to the entire contributing watershed, but emphasize local implementation. Local governments must be empowered to install regulatory and other mechanisms to reduce NPS pollution. Local citizen organizations such as watershed associations, must effectively educate watershed citizens about their ole in NPS pollution. Commerce between the United States and Mexico will continue to grow due to the incremental benefits of the North American Free Trade Agreement. This growth, however, will be slowed at least temporarily by the recent Mexican Peso crisis. Ocean transportation currently only moves about 8.5 percent of US-Mexico cargo by value even though it is the most efficient mode of transport over longer distances. The design combines two separate systems, one is the use of Global Positioning Systems (GPS), and the other is the use of a Geographic Information (GIS) (ARCVIEW II). In 1965 Congress passed the ocean Research Vessel Act (ORVA) with the purpose of encouraging the nation's efforts in oceanographic studies. Section 4 of the ORVA states that "scientific personnel on an oceanographic research vessel shall not be considered seamen under the provisions of title 53 of the Revised Statues...". As a result of a literal interpretation of this wording, the Courts have ruled that scientific personnel are excluded from the beneficial remedies afforded all other seamen under the Jones Act. Landings have increased from 1.4 million pounds in 1987 to 41.6 million pounds in 1993 (NMFS, Fisheries Statistics). The reproductive gonads, referred to as roe or 'uni' are shipped fresh from Maine to japan, where the uni is a delicacy item fetching high unit prices on the Japanese fish market. The International Commission for the Conservation of Atlantic Tunas (ICCAT) and federal management under the U.S. National marine Fisheries Service (NMFS) has certainly been contentious. Atlantic bluefin tuna have been managed at the international level by ICCAT for the past 25 years. NMFS is the organization responsible for implementing ICCAT recommended conservation and management measures in the United States. A decline in water quality has resulted, in part, from a lack of regional consensus on coastal wastewater management.
