Providence Harbor and the Providence River shipping channel in Narragansett Bay need dredging to accommodate the shipping interest of the Port of Providence. Federal and State regulations have evolved in such a way that no dredging can be initiated without identifying sites for disposal of the dredge spoils. Dredge spoils are one of the few remaining categories of materials that, under regulation, can be dumped in the ocean. What then stalemates the process of identifying dredge spoil sites and initiating a dredging program? By default Rhode Island has adopted the "do nothing" alternative for the past twenty years. Strategic sealift, the movement of cargo in support of deployed troops in an international conflict, relies primarily on a national asset--a National Defense Reserve Force, administered by MARAD, and a commercial asset--the US Merchant Marine. The decline of the merchant marine, along with the attendant decline and unmanageable nature of MARAD-administered forces, made sealift (which was once carried out simply by purchasing space on US carriers) the limiting factor in the successful execution of Operations DESERT SHIELD/DESERT STORM. Legislation proposed by members of the 103rd Congress to address towing vessel safety resulted from three focusing events. The proposed legislation was not passed. There is a continuing need to address the human element in marine casualties. Prevention through enforcement is a viable solution to some human causal factors. Numerous personnel investigations which should have been initiated following towing vessel groundings during 1992 and 1993, were not pursued; despite a presumption of negligence that exists in grounding cases. In recent times, there has been a proliferation of laws enacted by individual states and townships which restrict the ability of mariners to anchor within navigable waters of the United States. These laws have been enacted in many of the coastal states, but are most prevalent in California, Florida and Hawaii. This thesis examines whether Rhode Island has the authority to lease marinas their submerged lands, and if so, is the fee structure of the CRMC's proposed plan equitable to marinas in the State? The thesis determined that under the powers of the Public Trust Doctrine, Rhode Island has the right to implement a marina leasing program, but implementation of a program may prove to be problematic for the State. This study examines fragmentary information on ocean dumping of radioactive wastes conducted by the Soviet Union and the Russian Federation from 1959 to the present, then assays the impact of this activity in terms of the legal historical, oceanographic and political contexts. Agricultural nonpoint source pollution is the pollution coming from agricultural production, which has no clear origin. It comes from a diffuse source, such as a farm field or an animal holding area. The interaction of the herring (Clupea harengus) with the oil and gas industry in the North Sea is reviewed. The population crash of the herring in the early 1970's and the subsequent closing of that important fishery between 1977 and 1983 has drawn considerable attention to the influences, both biotic and abiotic, affecting the recruitment to the North Sea stock. This study was initiated to investigate factors which contribute to environmental activism. Towards this end, three hypotheses were investigated. First, it was hypothesized that beach clean-up participants would harbor pro-environmental attitudes. Second, it was hypothesized that participants would be relatively young, politically liberal, well-educated, and wealthy. Finally, it was hypothesized that particular types of social structure would influence a person's decision to participate in a beach clean-up. Specifically, it was hypothesized that participants at each clean-up location would be clique members and/or would be structurally equivalent. This paper examines the subject of the international regulation of the maritime transport of hazardous cargo. For the scope of this paper, hazardous cargo includes all that material which is carried by vessels for market and as waste with the exception of oil. The study examines the trend of the regulatory process by reviewing the development of concern, international agreements, codes and the International Maritime Organization. It also provides a broad overview of international regulations governing the marine transportation of hazardous cargo and the prevention of pollution by hazardous cargo of the marine environment.
