Past attempts to manage drought and its impacts through a reactive, crisis management approach have been ineffective, poorly coordinated, and untimely, as illustrated by the hydro- illogical cycle in Figure 1. The crisis management approach has been followed in both developed and developing countries. Because of the ineffectiveness of this approach, greater interest has evolved in recent years in the adoption of a more proactive risk-based management approach in some countries (see Chapter 6). Droughts are normal climate episodes, yet they are among the most expensive natural disasters in the world. Knowledge about the timing, severity, and pattern of droughts on the landscape can be incorporated into effective planning and decisionmaking. In this study, we present a data mining approach to modeling vegetation stress due to drought and mapping its spatial extent during the growing season. Rule-based regression tree models were generated that identify relationships between satellite-derived vegetation conditions, climatic drought indices, and biophysical data, including land-cover type, available soil water capacity, percent of irrigated farm land, and ecological type. The fraction of absorbed photosynthetically active radiation, fAPAR, is an important biophysical characteristic in models of gas exchange between the terrestrial boundary layer and the atmosphere, as well as in the analysis of vegetation productivity. Synoptic estimation of fAPAR has been performed by using NDVI as a linear proxy of fAPAR, despite the saturation of NDVI at fAPAR beyond 0.7. This paper analyzes the NDVI/fAPAR relationship in row crops (i.e. maize and soybean), and evaluates alternative vegetation indices to overcome the loss of sensitivity of NDVI at moderate-to-high vegetation biomass. Long term ecological research sites within the U.S. date to 1911 when the Priest River Experimental Forest was set aside as a research center. By 1980 when the Long Tenn Ecological Research program was established, 78 experimental forests and> 10 rangeland research stations had been conducting research, in most cases for > 40 years. Cmrently this large suite of USDA and NSF supported sites, including 26 LTER sites, represents a wide range of ecosystem types, from forests to grasslands and shrub lands, freshwater lakes and streams, near coastal marine and estuaries as well as urban areas and systems in Antarctica. The inventory of rangelands in part of the Broome Shire in Western Australia was undertaken by DAFWA between 1989 and 1990. It describes and maps the natural resources of the region’s pastoral leasehold land. This survey report provides a baseline record of the existence and condition of the natural area’s resources, to assist with the planning and implementation of land management practices. The report identified and described the condition of soils, landforms, vegetation, habitat, ecosystems, and declared plants and animals. Drought is a complex natural hazard that is best characterized by multiple climatological and hydrological parameters. Improving our understanding of the relationships between these parameters is necessary to reduce the impacts of drought. Data mining is a recently developed technique that can be used to interact with large databases and assist in the discovery of associations between drought and oceanic data by extracting information from massive and multiple data archives. This paper tests predictions derived from the non-equilibrium theory of rangeland science. Data were collected in livestock enclosures situated in the relatively moist desert steppes of the Gobi Gurvan Saykhan region of southern Mongolia from 2000 to 2003. Plant community composition and species’ richness in enclosures showed clear differences between years, but these were equally strong in ungrazed controls. Thus, changes were mainly attributed to differences in precipitation between years as opposed to grazing, as no significant effects thereof were detected. This was also confirmed by data on above-ground standing biomass. This changed tremendously over the years, with differences between …

Landscape-ecological investigations were carried-out within the forest steppe of Northern Mongolia. The site conditions of the partly by agriculture used area of Cagaan Tolgoj at the Lower Orchon (Aimag Selenge) were analysed in seven test areas. Results of soil analysis are given. The evaluation of soil cover and partly vegetation cover was carried-out with special regard, to degradation phaenomena. It is based on field analysis, measurements during the soil survey and the detection of soil degradation parameter with the help of laboratory analysis. It is evident when the resilience of a system has been exceeded and the system qualitatively changed. However, it is not clear how to measure resilience in a system prior to the demonstration that the capacity for resilient response has been exceeded. We argue that self-organizing human and natural systems are structured by a relatively small set of processes operating across scales in time and space. These structuring processes should generate a discontinuous distribution of structures and frequencies, where discontinuities mark the transition from one scale to another. Resilience is not driven by the identity of elements of a system, …

We related the length at age of channel catfish Ictalurus punctatus, an indirect measure of growth, to three climatic and five morphoedaphic variables in 144 Texas reservoirs. Growth of channel catfish ages 3 through 6 was negatively related to longitude, a factor that explained as much as 34% of the variation in length at age. Channel catfish length at age was not significantly related to latitude, conductivity, morphoedaphic index, mean depth, and maximum depth in all age-classes. Among age-7 channel catfish, length at age was positively related to reservoir area, which explained 35% of the variation in growth. A …

Water quality in the Pleasant Grove Spring karst groundwater basin was monitored to determine the effectiveness of best management practices (BMP’s) implemented through the U.S. Department of Agriculture’s Water Quality Incentive Program (WQIP). The project was divided into three phases. Phase I, beginning in August 1990, was the initial reconnaissance of the hydrogeology and water quality of the basin. Phase II, beginning in October 1993, monitored the water quality for 1 year prior to BMP implementation. This phase was followed by a 1-year interim extension, which continued the monitoring. Phase III monitored the water quality during and following BMP implementation. …

Elevated atmospheric CO2 may cause long-term changes in the productivity and species composition of the sagebrush steppe. Few studies, however, have evaluated the effects of increased CO2 on growth and physiology of species important to this ecosystem. Since the response of plants to elevated CO2 may be limited by environmental factors, soil temperature was also examined to determine if low soil temperatures limit CO2 response. The Virginia Chesapeake Bay and its tidal tributaries continue to show some environmental trends indicating progress toward restoration of a more balanced and healthy ecosystem. However, the Bay system remains degraded and some areas and indicators show continuing degradation. Progress in reducing nutrient inputs has made demonstrable improvements and we expect that continued progress toward nutrient reduction goals, along with appropriate fisheries management and chemical contaminant controls, will result in additional improvements to the Bay. Population Dynamics Of Oryzomys Palustris And Microtus Pennsylvanicus In Virginia Tidal Marshes, Christopher P. Bloch, Robert K. Rose

Oryzomys palustris (marsh rice rat) and Microtus pennsylvanicus (meadow vole) cohabit coastal marshes in the mid-Atlantic US. Both were live-trapped for 23 months at two tidal marsh sites in Virginia to assess their demography near the margins of their distributions. In the presence of dense vegetation, population dynamics of the two species were seasonal and positively correlated, with densities declining through the winter. At the more sparsely vegetated site, densities of both species were lower, and densities of M. pennsylvanicus were negatively correlated with those of O. palustris. Patterns of reproduction differed between the species. O. palustris was reproductively …

Food On Offer (FOO) is the amount of pasture in front of an animal, and is measured in kilograms Dry Matter per hectare. Managing pastures to key grazing levels - or FOO targets - can result in improved production of grazing systems in Mediterranean environments which are characterized by slow winter growth, peak spring growth and dry summers. These targets vary according to what production response is required.
This information sheet illustrates key target FOO for sheep grazing annual pastures during autumn and spring.

Within fire-prone environments, such as the dry sclerophyll forests of south-west Western Australia, species morphology and distributions have established and maintained long-term dynamic relationships with fire regimes. These fire regimes can alter ecosystems, creating spatial and temporal changes in species composition, structure and fuel accumulation at both local and landscape scales. The cessation of Indigenous fire regimes and the establishment and expansion of a fire vulnerable European society produced the need for fire management strategies such as prescribed burning to be implemented to ensure protection of life, property and other values. The Sahara Desert includes large expanses of sand dunes called ergs. These dunes are formed and constantly reshaped by prevailing winds. Previous study shows that Saharan ergs exhibit significant radar backscatter (σ°) modulation with azimuth angle (f). We use σ° measurements observed at various incidence angles and f from the NASA Scatterometer (NSCAT), the SeaWinds scatterometer, the ERS scatterometer (ESCAT), and the Tropical Rainfall Measuring Mission's Precipitation Radar to model the σ° response from sand dunes. Observations reveal a characteristic relationship between the backscatter modulation and the dune type, i.e., the number and orientation of the dune slopes. Sand dunes …

Sand seas (ergs) of the Sahara are the most dynamic parts of the desert. Aeolian erosion, transportation, and deposition continue to reshape the surface of the ergs. The large-scale features (dunes) of these bedforms reflect the characteristics of the sand and the long-term wind. Radiometric emissions from the ergs have strong dependence on the surface geometry. We model the erg surface as composed of tilted rough facets. Each facet is characterized by a tilt distribution dependent upon the surface roughness of the facet. The radiometric temperature (T(b)) of ergs is then the weighted sum of the T(b) from all the …

During the third quarter, the interagency volunteer team and university representatives have held several meetings to continue progress on the Interagency Volunteer Program (IVP). At the beginning of October, candidates for the project manager position were interviewed by the university search committee, followed by interviews with the interagency team on October 6, 2004. After two finalists were identified, reference checks were made and the university and team recommended to the federal managers that Ms. Donna Grady be hired. The objective of this task “Chemical Analyses in Support of Yucca Mountain Studies” is to provide the Department of Energy (DOE) with data and reports from comprehensive chemical analyses of waters sampled from the wells of the Nye County Early Warning Drilling Program (NCEWDP), the Inyo County’s Drilling Program, and the Nye county Tracer Test. In addition, this task will be used to provide other laboratory support needs as they arise within the Yucca Mountain Project. Forecasting weather within cyclonic systems is increasingly complicated and problematic when the cyclone is modified as it passes over a mountain range. Although much study has been devoted to orographic effects, the degree of influence exerted upon midlatitude cyclones by the undersized Appalachian Mountains has not been fully established. The fundamental goal of this research was to investigate the relationships between the orography of the Appalachian region and three inherent properties exhibited by midlatitude cyclones traversing the region including intensity, movement speed, and heading. This thesis contains summary data from all Tennessee Aquarium Research Institute (TNARI) survey activities of freshwater mollusks within the upper Coosa River basin (UCRB) from 1998 to 2003. Survey results of 4 different TNARI studies, a total of 515 separate collections, are presented. My component of the study examined 231 sites primarily in the Coosawattee and Etowah river basins in 2002 - 2003. In addition to the 231 sites surveyed, a large database was constructed from natural history museum records to evaluate temporal changes in species richness and distribution across the UCRB.
